ON THE EXTRAORDINARY EVENT THAT HAPPENED IN R.9.A.KA SHKODRA
On 10.8.1982, around 11.00, the former non-commissioned officer of R.9.A.K. Shkodër, Hasan Sulejman Hyseni, near the village of Beltojë, fires four times with a pistol, against the intendant of the Regiment’s Background, officer Hilmi Gavoçi.
After committing the crime, Hasan Hyseni, who could not catch officer Hilmi Gavoçi, returns and takes his bicycle and leaves for Shkodra and tries to escape in the direction of Zogaj, where he made himself a shepherd, approaching some clues to the clone. , touches the clone and passes.
In this case, he tries with a non-commissioned officer of the Border, Misto Osmani, whom he shoots and injures. The Border Forces, which were informed about this, shot and destroyed him in the village of Zogaj.
For the preliminary verification of the event, we had a meeting with the main cadres in the Party Committee and in the Corps Command, with cadres and employees of the R.A.K.A (Artillery-Anti-Aircraft Regiment), with some friends of Hasan and Hilmi, and studied the files of their personal and other materials of the Party Bureau, of the Regiment Command.
From what we verified, in advance, it turns out that: Hasan Hyseni, born in 1939, from Bërdica e Sipërme Shkodër, with a seven-year education, was dressed as a non-commissioned officer in 1970, by the Vau i Dejës Brigade. All the while, he has manifested pronounced manifestations of micro bourgeois psychology.
Gossiping, arrogant and brutal in relationships with friends, subordinates and superiors, irritable and hot-tempered, there have been several cases of quarrels and beatings with friends. He eavesdropped behind the doors, was curious and wanted to know everything. There was emphasis, holding grudges and resentment, did not accept criticism.
On the whole, he was a man with a sick sedation. He’s especially bad with his boss – Hille Gavoçi, the Intendant of the Background. The latter (Hilmiu) never went to check only in the warehouse, for fear of being beaten. The relations between them were very strained during the internal controls, especially during the inventory.
Hasan, insisted at all costs to come out without differences even though there were some. For this purpose, he used both pressure and compromising. An employee of Prapavija, said: “We were afraid to check, frame or inventory Hasan’s warehouses, because he used all the means to come out without differences”.
From 1976 onwards, Hasan has consistently come out with differences, although these have not been large. Friends think that Hasan must have stolen, but we cannot catch him. He committed the theft, through declassification and selection of materials, falsification of documents, which he repeated in two – three cases, as well as giving deficient materials to battery caretakers.
For absenteeism, he has been constantly called and criticized. In 1980, demobilization was announced. In the economic-financial analysis, dated 5.8.1982, it was severely criticized for weaknesses and shortcomings. He did not accept, on the contrary, called them as biased by the Intendent of the Background. Here, the Regiment Command, decided to adjudicate this problem in a special meeting. In their opinion, at this meeting, they would decide on his demobilization.
Hilmi Riza Gavoçi, born in 1951, from the city of Shkodra, senior economist, has graduated from the “Skënderbej” School, and the 6-month Qualification course at the “Enver Hoxha” United School. Titled Officer for the Background, 1970. In 1974, he was appointed R.A.K.A.
As a specialist staff, he was prepared, but in performing his task, there were flaws and weaknesses. He has been criticized for his lack of tact and bad relations with subordinates, for lowering his morale and for treating his parents badly. There is a politically aggravated biography:
His uncle was in the organization of “Balli Kombëtar”, after Hasan Isufi. After liberation, with both brothers, he escaped, was captured by our bodies and sentenced to 101 years in prison. After four years, he was released. For all this, he was proposed in 1978, for discharge from the Army, in 1981, for demotion, and in 1982, for transfer from the regiment. The Corps Party Command and Committee have not approved them.
From the above, we can draw the following conclusions:
-The quarrels between Hasan Hyseni and Hilmi Gavoçi were early. It is said that these were aggravated in 1976, when Hilmi Gavoçi lost a secret block, he was found on the street by a soldier, who handed him over to Hasan Hyseni, and the latter handed him over to the Internal Affairs Branch. For this, Hilmi was sentenced to two years’ probation. It is also possible that these quarrels originated in Kosmaç, because Hilmiu had uncles, while Hasani, the woman’s parents, had the opposite political position. Hasan constantly raised the problem, how: how can officer Hilmi Gavoçi stay in the Army.
Disputes, quarrels, quarrel and in general their problems were known by the communists, cadres and the Command and Party in the Regiment. The two have constantly complained about each other, at the Command and at the Party Bureau. They have been discussed in the analysis of the Command and in the organization of the Party Bureau, but they have not deepened and have not stood properly, they have not revealed the causes and sources, consequently they have not even taken the necessary measures. In this regard, there have been displays of sentimentality, indifference, liberalism, loss of vigilance and bureaucratic procrastination in the Party Bureau and in the Regiment Command.
-Framework files are not kept properly. In Hasan Hyseni’s file, there was no job evaluation, since 1970.
-Hasan Hyseni, committed the crime of attempted murder and escape, with full intent and conscience. For this he took all the measures, was well informed when and where the officer would pass, armed himself (they found a “Beret”, a “T.T.” pistol, with 40 bullets and a pair of scissors), organized the ambush, the departure, cutting the clone, crossing it, injuring the Border Lieutenant and attempting, etc., to cross the border.
