Agenda: Analysis of the serious mistake made by the member of the Politburo, Mehmet Shehu, regarding the engagement of a boy with a girl with a very bad political composition.
This meeting is attended by all members of the Politburo, with the exception of Comrade Hekuran Isai, who did not come because his mother died last night.
COMRADE RAMIZ ALIA: Like all comrades, I condemn without any reservation the action of comrade Mehmet, to make a marriage with a reactionary family in the bosom of which there are ballists, open and active enemies against the Party and our socialist state. This action is a very serious political and ideological mistake.
The mistake made by comrade Mehmet and comrade Fiqret, would have very great and very dangerous consequences and the Party would be severely damaged, if comrade Enver had not intervened immediately, as soon as he found out, who strongly criticized the action of comrade Mehmet and forced him to break this marriage.
In my opinion, Comrade Mehmet’s self-criticism is not complete, but the main thing is that it lacks ideological and political analysis, both of the mistake made and of the causes that led to it. In self-criticism they are given a lot of place, even considered as the main source of guilt, sentimentality and bias.
You, comrade Mehmet, have started crookedly; you have not caught the bull by the horns, neither in the written self-criticism, nor here today after the questions that were asked. In fact, you talk about the consequences very briefly and in general. In two countries, there is talk of the negative effect it would have on others, if the engagement was not broken, the Party line would be violated.
It seems to me that the issue is treated very simply, and at the end of the self-criticism you write: I will correct the mistake I made and I will move forward “. Here you abstract completely from the political and ideological consequences, it even seems that there would not be any at all and you make the mistake only as a matter of time, you did not see it today, but you would see it later even without the signal of friends.
This is not a political and ideological reasoning, especially it is not reasoning from the leadership position such as, comrade Mehmet, who’s good or bad action, without a doubt has very big consequences throughout the Party.
First, the engagement did not end in hand and foot, as the saying goes, within a day. This issue in your family, Comrade Mehmet, has been discussed for weeks.
Secondly, as it turns out from the self-criticism, you had all the information about the girl’s family, not only for the close but also for the wide one, including the uncles who ran away and were killed by us. This information was known to the boy, who was given to him by the girl’s father with a written list, it was also known to comrade Mehmet and his friend Fiqret, to whom the boy gave it, but at their request, it was also given to him by comrade Feçor Shehu, so…!
COMRADE ENVER HOXHA: Mehmeti was sent by me to lead the punitive actions against Myzafer Pipë. Mehmeti went to the head of our expedition that liquidated him. How could he not then know what Pipaj is?
COMRADE RAMIZ ALIA: Myzafer Pipa was killed exactly with Jup Kazazi together; Arshiu is the brother of Myzafer Pipa.
So you, comrade Mehmet, had all the elements to conclude that the family with which you were related in the marriage, was of a hostile circle, therefore unacceptable for a communist family, much less for the family of a leader. This is so true that Comrade Mehmet, in his self-criticism, says: “If it was about one of the other boys, or without asking any friend, he would never advise such a marriage.”
So it is clear that both comrade Mehmet and comrade Fiqret, knew them, were aware that, by accepting this engagement, they were acting contrary to the line and norms of the Party. In my opinion, the reasons why Comrade Mehmet made this mistake are twofold:
First, arrogance, self-overestimation, the belief that he is allowed to interpret the Party line and that its decisions are always fair and therefore indisputable.
Second, the distorted understanding of the Party line, of class struggle.
By accepting this marriage, Comrade Mehmet, in fact, thought that he was allowed to do anything, that he might violate the line and norms of the Party, the discipline of the Party, that he decided everything right. Arrogance, accompanied by an incorrect understanding of the norms of the Party, have led comrade Mehmet to think that the norms and discipline of the Party, vigilance and other norms, are obligatory for others and not for him, because he has given a lot of evidence, that he is immune, etc.
In the class struggle, the Party and Comrade Enver have always instructed us to be consistent, without underestimating either the danger of the left or that of the right. The mistake you made, comrade Mehmet, is the expression of right-wing opportunism, but, it must be said that you have two measures: towards others you are sectarian, to the point of formalism, while towards yourself and your family, you are liberal.
It is not exact that you were sentimental towards the second son and only in the case of the engagement. If you think well before and generally you have been consistently liberal with children, especially with your two youngest boys, who have been conspicuous for misconduct.
People talk about Skënder as a drunkard, who has also made scandals, known as a vagabond who has established contacts with evil women. You have tolerated these. Likewise, they talk about the Union and his wife as extravagant, foreign fashion conductors, etc. You knew this, if not, why not comrade Mehmet?
We have the right to ask: do you work with children? Do you pay attention to their education? There were friends who remarked on the behavior of the boys and the bride, but friend Fiqret said: Why will everyone dress the same? You need to reconsider your attitude towards children, but this is not done with concessions and liberalism. I say this because with Skënder, despite the grave mistake he made, and he made it first of all, because although he is a communist, he chose a man from a politically hostile circle as his wife, so despite this mistake, you continued to pet him.
Even in self-criticism, say that you will calm down in conscience when the boy gets married. That the boy will get married, this will surely happen, but you have to calm down in conscience, comrade Mehmet, and for that, you have to work, when the boy understands well the teachings and the line of the Party, to become a good fighter of her and not to make mistakes that cost the Party. All these should not be seen as family issues, as sentimental issues, but related to your concept of class struggle that should be correctly implemented by all.
Comrade Enver has several times criticized Comrade Mehmet both in the meetings of the Politburo and outside the meetings. I have in mind, those cases that I myself was present when I saw that he criticized him precisely for the kidnapping, for not respecting the norms of the Party, especially in relations with other cadres. For my part, excluding criticisms related to the work as well as any partial remarks, although with some wrong actions of comrade Mehmet, I did not agree, I did not criticize him in full and in their connection as I am doing today.
I say this in a self-critical way, because I feel that I did not do my job properly for the Party. Why didn’t I do it? In some cases, I thought wrongly and openly said, in an opportunistic way, that: this is how comrade Mehmet is, he gets angry quickly, but without going deeper that his nervousness was an expression of the tendency to impose his opinion and affect norms and interests of the Party. We all need to learn as much as possible, Comrade Mehmet must learn from Comrade Enver. We work together and talk every day with Comrade Enver freely and without any shyness.
COMRADE ENVER HOXHA: From all of you others, and not only from Comrade Enver.
COMRADE RAMIZ ALIA: Yes, I agree, Comrade Mehmet must learn from you and the rest of us. On the contrary, Comrade Enver listens to us with patience and attention, advises and corrects us, criticizes us when the opportunity arises, even strongly when necessary, but we never feel spiritually killed, because everything is told to us in a social spirit, with party spirit, with compelling arguments, that helps us all learn and work better.
From these phenomena, you comrade Mehmet, must see the violation of the norms of the Party, the wrong tendency to impose your opinion which you call the most right, the most correct. You have cultivated the misconception that you are a specialist in everything, both in Agriculture and in the Army, all the military regulations, even the book ‘On the Folk Military Art’, it is said that it was made by comrade Mehmet, and so on everything.
Undoubtedly, the deputy prime ministers are also responsible here, especially comrade Adil, who made self-criticism, but in my opinion, did not do enough. He and other friends should think more deeply, why in one way or another, they have nurtured these tendencies in comrade Mehmet, and even started to adopt this style themselves. Such a style of work, based on orders, does not help friends; it leads to
violations of norms and the creation of inaccurate opinions about staff. The one who acts as you think works well.
It is known that comrade Mehmet, when sewing a job, takes all the necessary measures and brings it to fruition. This is a very good thing, but I have noticed, perhaps, and I am mistaken, that this happens especially for those things, for those problems, which he himself has more in mind, or which are ideas of Comrade Mehmet himself.
This is what happened recently, with the issue of turkey breeding, or with the sanction for silage pits. Of course, both of these shares are valuable. With the encouragement of comrade Mehmet, for this purpose, special decisions were made, funds were allocated, investments were made, stables were built, bodies with special specialists were created, even comrade Muho Asllani, the task of raising the rooster was assigned to you as his main task in government.
I said, both of these actions are a good thing, but I ask: Why was not the same care, the same enthusiasm shown, why were not the same measures taken on the issue of spreading the experience of Plasa, or on the implementation of the decision of the VII Congress on Livestock Farms?
These important issues for the development of our agricultural economy, which were elaborated here 6-7 years ago by comrade Hysni Kapo and comrade Enver Hoxha, have remained almost in the initial stage, especially the experience of Plasa. This to me seems unfair. I was wrong, but here I see a tendency to advertise myself and to highlight the “special” abilities of comrade Mehmet.
Criticisms and remarks that I have, I am telling you openly, Comrade Mehmet, as all my friends told you. The point is, you can learn the lessons you need from them. I want to emphasize that these issues and the open relations, without reservations between us, are of great importance for the Party, for its work, for the Marxist-Leninist unity of the Party.
I am confident that this meeting of the Politburo, the criticisms we are making in the streets and in the spirit of the party, will serve the cause of the Party, will also serve Comrade Mehmet himself. They will further strengthen our Marxist-Leninist unity. I believe that, Comrade Mehmet, I will properly understand the criticism we are making and as a communist, he will react positively. He has the strength and we, his close friends, will help him without sparing anything. Memorie.al
