SOME PROBLEMS TO BE IMPORTED TO THE PARTY COMMITTEE OF THE MINISTRY OF INTERNAL AFFAIRS
- The organization noted that Comrade Elham did not take the opinion of the directorate. The comrades said that he made the plans of the directorate without first withdrawing the opinion of the heads of the branches, without seeing the plan of the branches that neither the management officers nor the heads of the branches asked about the staff problem, until the staff was raised from the base to the directorate. , so made a personal policy with the cadre. Even for legal issues related to the initiation or continuation of criminal proceedings, there have been cases where Comrade Elham did not take into account the opinion of management officers or branch presidents. The comrades said that even when it happened before the problem in October 1980, regarding the decision to necessarily arrest Lindita Beka, Comrade Elham did not consult with the Deputy Director, with the heads of the branches. The grassroots organization also blamed itself for not being criticized in time for these negative performances and tendencies. The communists made self-criticism. It is a fact that their voice was drowned out. Comrade Florian said that he had made several social remarks to Comrade Elham. Comrade Pelivan said that the comrades of the Audit Control seized the fact that Comrade Elham, with his frequent discussions and interventions against the communists, stifled criticism, but even this was not criticized in the conference report, we do not know why it was removed.
Comrade Feçor, Comrade Bato, the collegium of the ministry and the party committee were informed about concrete violations, but none of them gave clear messages about the seriousness of the violation, moreover they did not follow what was done, how it was analyzed, how the causes were extracted et. It must be said that Comrade Elham, when asked by us at first about this breach of law, did not tell the truth. He was not in the mood to tell the reality, why and how the event took place and where his responsibility lies. And in the meeting of the basic organization, he initially tried to avoid responsibility, saying: “The first mistake for me is that I told the minister that knives are cold weapons”, “I fell into subjectivism”, “I thought that Neshat Tozaj, does not judge the problem with objectivity, does not live with situations “, when the signal of the General Prosecutor’s Office came, I did not go deeper, because I lack ideological and political maturity, then I said to myself:” after all, the Tirana branch has the responsibility “.
Only at the end of the meeting, after the comrades argued these violations, the weaknesses and shortcomings of Comrade Elham, did he better reflect the right. Comrade Elham in his self-criticism, among other things, said: “Today I learned what it means to hold an organizational meeting according to the norms of the Party. My friends criticized me in a principled and partisan manner. I have badly affected the grassroots organization as well as the direction of affairs in the directorate…!
I love the Party and the love for it has always grown on me, but I have not learned how to love the Party, why to love the Party means to follow its norms and directives. Here I was wrong. I will reflect, that arrogance led me to cultivate euphoria, that I “am capable”, “I became a director”. So I rode the horse backwards. There were old and experienced friends here, but I, living in arrogance, did not ask them, I always said the last word. The kidnappings came from what I thought “I know everything”, “I am competent”. Thus I have violated collegiality.
I have not felt the leadership and controlling role of the organization. I got upset when I was reprimanded for discussing too much in the organization and stifling criticism, I also got the protocol to verify it, instead of doing self-criticism. Pride drove me so far that I thought and acted badly for paying the Party quotas, asking the secretary to come and take me.
In terms of behaviors, using the machine for personal work, etc., is as friends said. Out of arrogance, my friends also came into play. Rights are also criticisms regarding staffing problems, why I did not ask management officers and branch presidents, but only comrade Costa. I made unfair differentiations between friends. My friendships were also influenced by the friendship with Comrade Feçor and Comrade Bato. This cultivates my arrogance. I came and told my friends, “this is how I talked to the minister; this is how I talked to Baton, etc.” My shortcomings, the concept of working for fuss, made me not stop later to correct the process, all the more so when I learned the personality of the defendants. Arrogance led me not to do analysis judging “how I, the director, give an account”, “after all, the Tirana branch is responsible”, so I was satisfied with a shallow information in the organization.
While I was insisting on the arrest of this girl, I should have told Sokol: “Take only the act of Faraudin and Kapllani and take it to the Prosecutor to get the sanction”. So Sokoli is right, the issue is as he says.
It was good that the grassroots organization shook me that I had fallen into euphoria. In terms of mass, I think I need re-education. Judging by the serious violations of the law as well as by the good self-criticism, the organization decided to give him a severe reprimand with a note on the registration card, dismiss him as director and go to the base in the investigative sector.
Comrade Bato also spoke at this meeting. He said that the conclusions given by Comrade Rexhep are right; he made a self-criticism that has not been deepened in time in the analysis of this problem, etc. This is how the meeting of the grassroots organization took place and these were issues that it raised. Of course, in relation to this criminal process, violations and mistakes have been made by the comrades of the First Directorate, as well as those of the operational and investigative sector of the Directorate of Tirana. These errors and violations will be looked at and analyzed separately by the relevant grassroots organizations. But we see fit to draw the attention of the Party committee to these problems:
First: more attention will be paid to strengthening the leading and controlling role of grassroots organizations and the Party committee here in the apparatus of the ministry.
We say this because the event shows that there is still no clear concept for the leading role of the Party. Who continue to do closed work, think that the issues of violations of the Platform and legality, “solve them among the main cadres, without having to make them a problem in the organization and in the committee”, therefore they do not tell the Party openly in time the flaws and errors, as they are.
Moreover, even when the basic organizations and the Party committee are signaled, in this case, they have not delved deeply into the issues; they have been satisfied with dry announcement and shallow self-criticism. For their part, the cadres have continued with the concept of closed work, not unraveling the problem of these violations, as they had happened.
It is not an underestimating concept of the organization, only to Comrade Elham, but also to some other cadres. The comrades in the basic organization said that the situation in this organization was deplorable, that life there developed without criticism and proper accountability to the cadres, that some communists were afraid, and so on. This clearly shows that the leading role of this organization was weak.
Comrade Bato also has a responsibility, why even in the Party committee he did not stop and analyze especially this serious violation of legality and of the Platform, but it was enough with cursory information that was given to the committee and the basic organization. Comrade Bato told us that: “so we had the degree of recognition”? Well, why does he wait, why does he not get into trouble, why does he not ask them to prepare the staff and report them in detail, why did he not ask friends to verify the matter?
Comrade Bato had been informed since the beginning of April 1981, on the problem by the basic organization of which Neshat Tozaj belonged, who raised his voice and said: “innocent people are being punished, by falsifying the processes”. Comrade Bato also found out from the signal of the General Prosecutor. So why did he not delve deeper into these signals, why did he a priori agree with what Comrade Elham was telling him? If you did not get involved in the issues, Comrade Bato, if you did not demand accountability, if you do not face the cadres and problems based on the laws and norms of the Party, your school of knowledge can always remain superficial, superficial.
Comrade Bato, on January 13, 1981, with the report on the moral-political situation, informed the Central Committee that “as a result of a greater mobilization for the realization of certain tasks, a group with sharp hostile tendencies was discovered and hit.
