Memorie.al publishes a voluminous archival file issued by the institution of the Authority for Information of Former State Security Files, where there are hundreds of documents with the logo “Top secret” belonging to the former political prisoner, Xhavit Qesja, originally from the city of Kruja, whose family during the period of occupation of the country, 1939-1944, was closely associated with the Anti-Fascist Movement, being one of its main bases and made available all the wealth it had, as Xhavit was one of the first members of the Albanian Communist Party for the Kruja district, leading the Kruja-Ishëm partisan battalion and the 22nd Assault Brigade. Xhavit Qese’s political career after the end of the War, where he was appointed and served in senior positions in the Albanian Army, the apparatus of the Central Committee of the ALP, and several districts of the country, from where he was sent to study in the Soviet Union, where stayed until 1957, when he was announced to return to Albania urgently, after openly expressing his views in favor of the political line being pursued by the main Kremlin leader, Nikita Khrushchev, condemning the Stalin cult. Enver Hoxha’s conversation with Xhavit Qesen in his office in the Central Committee, where he sharply criticized him for the wrong views he had expressed during his studies in Moscow, urging him to reflect and make self-criticism, but Xhavit rejected the suggestion of the first secretary of the Albanian Labor Party, which caused him to no longer be allowed to go to the Soviet Union to complete his studies, but to be sent to work as deputy chairman of the Elbasan Executive Committee, from where a year later, he was expelled from the Party and exiled to Zvërnec Island, where the communist regime kept isolated some of the former senior party and state cadres whom he had condemned for their anti-party views. Xhavit Qesva’s long ordeal and persecution from 1957 to 1990, where he spent a full 32 years in prison and internment, being one of the few convicts in Burrell Prison who went on long hunger strikes in protest of the treatment and savage attitude that the communist regime of Enver Hoxha was holding towards him. The complete form, investigative and judicial file in charge of Xhavit Qeses, which is published for the first time by Memorie.al, which contains the documents of the former State Security that reflect the prosecution and wiretapping against him, the reports of Security collaborators with pseudonyms their correspondence with the letters he sent to the highest party and state instances, as well as the highest leaders of the ALP, until 1991 when he was released from prison!

In our country, says Xhaviti, there are people who see many things that are not right, but do not say that they are afraid and suffer like Tuk Jakova and Bedri Spahiu, who today stay in prison only because they had the courage to tell the truth .
Liri Gega and Dali Ndreu were shot because they knew many secrets of the Party and that the current leadership is not interested in coming to the square. Today in our country, says Xhaviti, there is more terror and murder than in the time of Koçi Xoxa.
Xhavit Qesja considers the escape of Panajot Plaku as an act of bravery and an important political act, saying that Panajot will explain the Communist Party of the Soviet Union and will expose the rumors of our Party, etc.
Based on these data, in 1958, Xhavit Qesja was interned in solitary confinement in the district of Vlora for 5 years, where he continues to be today.
During his stay in the camp, Xhaviti continues to carry out marked hostile activity. He not only persistently defends the revisionist views, but together with Pëllumb Dishnica, openly manifests hope for a change in the situation in our country.
Both of them, with the most hostile words for our Party and Leadership, have become impatient for the other internees as well, crossing every border. According to them, today nothing good is done for socialism and the people. They have made it a habit to present black and white.
Thus, for example, the care shown by the Party for the improvement of the economic and cultural situation of the working masses of our country is considered as demonstration and empty things. While our Party had normal relations with the leadership of the Communist Party of the Soviet Union, they left nothing unsaid against the Soviet Union and Khrushchev, while with the aggravation of these relations, they take the opposite side, speaking with admiration of Khrushchev and fabricating any slander for our Party and leadership.
Xhavit Qesja, expressing his opinion on the clarification of their position, says: “It is better to be disturbed once and for all, so that they drain later, it is not possible to pass like this with a blanket”!
He accuses the Government of the People’s Republic of China of inciting war, saying that the Chinese want war because they start from these positions:
The Chinese have a very low economic and cultural level and do not lose anything great from the war.
In terms of human reserves, the Chinese lose even half their population, they are not afraid of extinction.
Xhaviti considers the strengthening of our Party’s relations with the Chinese Communist Party as something for which our leadership has not started from principled issues but from extremist positions as in any previous case.
Speaking about the people of the National Liberation War, Xhaviti said: “The war was won by the indifferent, those who grazed Zog, Italy, Germany and us. It’s good that we fought, but what did we have to say, say amen like everyone else!
Prisoner Taho Sejko, talking about the hostile activity he has carried out with Panajot Plaku, among other things, states: “Panajot Plaku told me that in our country there is an opposition contrary to the leadership of the Party and the State, which, according to Panajot “was hit hard with the exclusion of Tuk Jakova and Bedri Spahiu from the Central Committee and that Xhavit Qesja was also part of this opposition”.
Xhavit Qesja and Pëllumb Dishnica, from the day they went to the Zvërnec Camp until today, are very closely connected. They have the same views and common language with hostile comments. They are brought before other internees as heroes and main ideologues for the whole camp.
They try to bring behind themselves all those who appear more determined to oppose the Party of our State. Any other interested person who went there after them, they still did on the first day to remove him aside, inform him about the internal situation of the camp and instruct him on how to behave, with whom to associate and by whom to be guarded. For example, they acted with Filip Ahmeti, Kadri Hoxha and Maqo Çomon.
Taking advantage of the time they have in the camp and the mistakes related to the work of the agency there (from the concrete conditions that exist there), they have been able to decipher two of our agents, who often provoke them in front of others, thus causing even scandals that have reached the point of beating, which has led to great difficulties for our agency in carrying out its assigned tasks.
Both Pëllumbi and Xhaviti, commenting on the current situation and the possibility of taking other more severe measures against them, said: “Time does not allow for more severe measures, they do not have time to deal with us now.” (This is especially late now after Maqo Çomo went to the camp, who informed him in detail about everything about the situation).
Although divided into separate groups and fees, our agency has been able to obtain complete data and alerts, according to which it turns out that Xhavit and Pellumbi (along with them and Maqo Çomo) manifest hopeful steps and sure to change the situation. . They declare in various ways that very soon the day will come when they will be released from exile and will be welcomed “with honors and bunches of flowers”.
Based on the above materials, which are a very brief summary of their hostile activity, we propose that Pëllumb Dishnica and Xhavit Qesja be arrested.
We emphasize that their arrest will bring these results to our work: In the first place their crackdown will put pressure on other anti-party elements located in the camp and free, who pose a danger in the current situation.
Other complete materials will be published on their hostile activity and other anti-party elements, for which our bodies to date have only a few signals. Possible channels of their connection with other anti-party elements outside the camp will be revealed, as our bodies have some data in this regard.

On the eve, during and after the XXII Congress of the Communist Party of the Soviet Union, Xhavit Qesen, Pëllumb Dishnica, Maqo Çomon, etc., had raised their noses waiting for the overthrow in Albania, so much so that on November 6 they managed to organize a manifestation for expressed enthusiasm for Khurshov’s attacks against the Albanian Labor party, in which Xhavit Qesja spoke, raising the glass for Khrushchev.
In November, Captain Maliqi came and issued a warning: “Keep in mind, do not be fooled into thinking that there is an overthrow in Albania.” The next day the newspapers came with the speech of Comrade Enver, on the occasion of the 20th anniversary of the Party.
After that, it seems as if you parted your nose a part that they started to separate from each other, while Xhaviti, Pëllumbi and Maqo, still continue to stand two by two, or all three together, talking, to show that they have not fallen morals, sing a song, etc.
Iljaz Ahmeti and Foni Qirjako, say that we will wait a few more days and then we will ask Colonel Filati, or a representative of the Ministry of Interior, to ask for clarification on how our work will be done. Xhaferri told Fon that he also agrees.

In March 1957, Xhavit Qesja was appointed Vice Chairman of the Executive Committee of the People’s Council of the district of Elbasan. I know that Xhaviti, in the first days of his arrival in Elbasan, met Bedri Spahina.
After connecting with Bedri, Xhavit sent me a letter from Bedri, in which he wrote that Xhavit is our man, so I can talk to him freely. Xhaviti was aware that Bedriu and Tuku were related to Panajot Plaku, that is, against the leadership of the Party.

Held today on 5.5.1966, in the branch of Internal Affairs Vlora, by me the Deputy Chairman of the Branch of Internal Affairs, Niko Paskali, having the Operational Worker, Renza Alimema, who is in charge of the function of Commander of the Zvërnec Island Internment Camp.
This record is kept on the detention of a number of different books of the internee Xhavit Hajdar Qeses, who sends them to his family in Durrës (with this address; Sabrie Qeses, Durrës).
From the control that was done to these books, it was ascertained that there were notes made by the internee Xhavit Qesja, which left suspicions for hostile activities, that these books were sent to the First Directorate, Ministry of Internal Affairs, Tirana, they have taken according to certain rules.
