Memorie.al publishes an unknown archival document extracted from the Central State Archive in Tirana (fund of the former Central Committee of the ALP), where there is a letter written by Isuf Mullai, (former member of the State Security with the task of the detective at the Albanian political diaspora in several different European countries) which belongs to the beginning of November 1982 and which is sent first to the Party Committee of the Durrës district and then to the Central Committee of the ALP, where the former the famous agent originally from Gjirokastra, who years ago had infiltrated the governing bodies of the Legality Movement Party in Belgium (also known as ‘Manush Kelmendi’, the main and real character in the novel ‘The Diaspora of the Cuckoos’ by the writer Nasho Jorgaqi), who informed the senior leadership of the ALP and personally Hekuran Isain, who at that time held the position of Minister of Internal Affairs and that of Secretary of the Central Committee of the ALP, on the suspicions of ij for the work and “hostile activity”, of some of the main cadres of the Internal Affairs Branch of Durrës district, such as: Kopi Niko, Lirim Pëllumbi, Bardhyl Çuçi, Ibrahim Braho, Kasem Bleta, Apostol Çabeli, Naum Shilla, Lutfi Ishmi , Demir Zhupa, Ajaz Isufi, etc., as well as some of the heads of the main directors of the Ministry of Internal Affairs and State Security in Tirana, such as: Kadri Hazbiu, Rexhep Kolli, Llambi Peçini, Feçor Shehu, Perlat Çaushi, Hasan Luçi etc. Isuf Mullaj’s unknown testimony about the event of 1961, when he asked Llambi Peçini to provide him with four mines, to blow up the hall in Brussels, where about 300 people would gather, “birds, ballists and reactionaries” others, led by Abaz Kupin, on the occasion of the holiday of November 28, a plan which was not approved by Kadri Hazbiu!
At the beginning of November 1982, just a few days after the arrest of the former Minister of Internal Affairs, Kadri Hazbiu (then Minister of National Defense), who would be personally accused by Enver Hoxha in the plenum of the Central Committee of the ALP, as “close collaborator of the polyagent Mehmet Shehu”, and “leader of the hostile group”, which also included: Feçor Shehu, former Deputy Minister of Internal Affairs and at the same time Director of State Security, Llambi Peçini, former Director of the Directorate of Preservation and Physical Security of the senior leadership of the ALP, Llambi Ziçishti, former Minister of Health, Mihallaq Ziçishti, former Deputy Minister of Internal Affairs, Nesti Nase, former Minister of Of Foreign Affairs, Fiqret Shehu, (Mehmet Shehu’s wife) former Director of the High School of the Party “Vladimir Ilic Lenin”, Gani Kodra, senior official of the State Security, etc., in the address of the Central Committee of the ALP- and personally Enver Hoxha, Ramiz Alia and Hekuran Isait, a large number of letters flooded from all over the country, where various persons, with or without official functions, workers, peasants, cooperatives, military, pensioners, etc., etc., denounced the “hostile activity” of ” enemies of the people and the Party ”, such as: Kadri Hazbiu, Feçor Shehu, etc.
One of them was Isuf Mullai, originally from Gjirokastra and living in the city of Durrës where at that time he served as an employee of the Hotel “Adriatic” in the coastal city, as for years, he had served as a Security Detective. of the State, infiltrating the governing bodies of the Legality Movement Party in Belgium, (otherwise known as ‘Manush Kelmendi’, the main character in the novel ‘The Diaspora of Cuckoos’ by the writer Nasho Jorgaqi), who in a letter addressed initially the Committee of the Party of the district of Durrës and then the Central Committee of the ALP, has informed in detail and details, casting his doubts on the work and activity of a number of senior staff of the Branch of Internal Affairs of the district of Durrës and key officials of the Ministry of Internal Affairs and State Security in Tirana. I, Cufe Mullaj, Member of the ALP, in the light of the Party materials and letters of Comrade Enver Hoxha, as well as the recent events for many enemies in the Ministry of Internal Affairs and Defense, since I have been for a while During the effective work of the Ministry of Interior and sent abroad as the detective of the People’s Socialist Republic of Albania, I also have my remarks and opinions which may be useful to the Party and the investigation into the actions of some enemies who are now in prison and at that time I valued them just as they had the posts the party had given them and with the respect that was formerly cultivated for them, as very trusted people, I too as a Party man never thought they could turn out bad guys and enemies sworn.
The persons are:
- Llambi Peçini, by order of the Ministry of Interior, with regular slogans met with me at the end of 1957 or the beginning of 1958 and all the materials collected during two and a half years, both in Greece and in Belgium. He told me when we had the meeting, to better contact any embassy of the People’s Democracies and proposed me to the Czech embassy.
I did not accept this suggestion, saying: I do not believe in the ability of others, telling him that even these days a group of Polish explorers was discovered in Brussels, so I ca not do such a thing: he told me good to see. When he came the second time, he said we left that option, well you said, it is not known what happens. Now I question, why did he want to connect me with the Czechs???
- I do not remember well the year, either in 1961 or in 1962, when I was in a very difficult state of mind from the war going on there, I decided to end my life and at least give a devastating blow to immigration, I wrote a letter to Kadri Hazbi in three pages in handwriting, proposing that: on the feast of November 28 of that year, at a feast which would be attended by about 300 reactionaries, with Abaz Kupi inside and dangerous criminals, exponents, ballistas and zogists .
I just asked for help with four time mines, I would do all the work myself. My letter of request was from October of that year, while in November I received the answer with the liaison, no, even removing a verbal remark from me. , that you cannot go to Julian Amery, while Abaz Kupi that you use, he goes, also for etiquette said; that Kadri Hazbiu had told him, that: a detective like you, we do not sacrifice even with 500, of those that you are killing and destroying every day, so tell Cufes, take that thing out of your mind.

So nowadays, I question that the intentions were not what he said, but he wanted to protect them, so I think now that he has sabotaged there???
- Again when I had returned by order to Albania and in 1967 or 1968, in the summer of that year, I discovered in Durrës Tourism, ‘Miss Rulin’ (In the novel “The Diaspora of Cuckoos” by Nasho Jorgaq, it is written: Miss Handerson .Our note), who was the head of American Intelligence based in Athens and directed all emigration against Albania and the Balkans.
And I thought that for our Security, this would be the biggest victory for me personally in the work of the detective. The Ministry of Internal Affairs, Kadri Hazbiu, Rexhep Kolli, Perlat Çaushi, who came to Durrës, met with him in Tirana for three days and then released him as undesirable. There is a big question mark about the work that is being done now.
Perlat Çaushi took the statement from me, how I dictated it and they took it together with Rexhep Kolli in Tirana with him and they know what they did. Only I know that Kadri Hazbiu, Rexhep Kolli, and Kopi Niko, who was the head of the branch in Durrës, and who was said to be a close friend of Kadri Hazbiu, did not even shake my hand to thank me.
I, who was very surprised by this event and said to myself that they do not want to make me dissatisfied with the Party and Comrade Enver, said to myself: I will never do this. So the current events show how they had goals.
So they have to say now why they released the American agent, the Chief of Intelligence for the Balkans and did they inform the Party and Comrade Enver about this important event??
- I add that Kopi Niko and Lirim Pëllumbi have looked at me with the greatest disregard. Of course, the enemy Lirim Pëllumbi came out who he was, what about Kopi?
In economic matters, I have been treated all the time as a simple policeman, with 650 lek per month, but I have never become dissatisfied, given the teachings of the Party they have helped us a lot.
The salary that I asked to increase a little for the effect of my pension, I wrote a letter to the Minister of Interior, they did not take it into account, I wrote a letter to Comrade Adil and he intervened with the Minister of Trade and made me 740 ALL.
I point this out, not that I am a materialist, but to show their considerations for the overseas scout, who had made life and children available to the Party.
- Lirim Pëllumbi a year and a half ago, tried to remove me from Tourism, because I was supposedly old and could not work anymore and wanted, according to the smells, to fall a woman, L.K. who is also a high school English translator at INTERKLUB.

The clothes were left in those non-permanent rooms, for cases of work of the service of the Internal Branch (for interceptions, hearings and supplies of foreigners), without spoiling the work.
We did not care about these things, because we thought, as it was said, that the weapon of the State Security was loyal to the Party, and as it is known, the people and the communists have a duty to help it.
Even I as one of the people of the craft, though they stayed away, thought that: the arrival of these often, would have hostile actions by tourists. These I say are certain. People talk up and down and we hear that they have had hotel rooms and more.
They confirm these with the services I quoted above, which are secret, if the First Secretary knows. Summary of Isuf Mullaj’s letter, sent to the Central Committee of the ALP
The issue is: For some suspicious actions of Kadri Hazbi, Rexhep Kolli, Perlat Çaushi etc.
- When Cufja was a detective abroad, on two occasions he met with him in Belgium, Llambi Peçini, who wanted to connect him with the Czech embassy, but he refused, to see why he did it?

English interpreter at ‘Interklub’ where Lirim was a regular client.
Says the secretary of the Bureau of the Tourism Party. Kasem Bleta, was a friend of the Liberation and did not receive instructions in the Party Committee, but in the Internal Affairs Branch, especially for the cadre.
Lirim Pëllumbi often went to Tourism in the “Adriatic”, with Feçor Shehu, Bardhyl Çuçi.
After the 8th Party Congress, Feçor Shehu and Viktor Nushi went three times, in one case from 6 pm to 9 pm, who ate bread, played cards, and ran away, so they were very kind to each other. the other. This has caught the eye of the service.
