Memorie.al / Today’s high school students, boys and girls, who unfortunately are regular users of alcohol or tobacco, I can’t even cross your mind and they won’t be able to understand that for such things, peers of them, before the 90s, would become the object of criticism and self-criticism, in the meetings of the youth organizations of that time, since smoking, alcohol or card games were strictly prohibited?! And those who were caught with them, not only were their behavior grade broken and, if they repeated it, they were expelled from the youth organization and from the school as well, but their issue became a problem and an object of discussion, up to the highest party bodies. and state, of the communist regime in power.
Even the head of the regime, Enver Hoxha, was dealing with that “problem”, as well as the highest leaders of the communist leadership who came after him, such as; Ramiz Alia, Manush Muftiu, Haki Toska, Rita Marko, etc.
This fact, among others, is made known by this archival document from 1973, (extracted from the Central State Archive, the fund of the former Central Committee of the ALP), which is published for the first time, which speaks for a group of “Ismailqemalsa” high school students from the capital, who during the military parade in Drojë of Mamurras, were caught drinking cognac, alcohol and playing cards.
For this action of theirs, the first secretary of the Central Committee of the Union of Labor Youth of Albania at that time, “comrade Jovan Bardhi”, informed the Central Committee of the PPSh, and their matter went to the main leader, Enver Hoxha, who after reading it, put his signature on that document and delegated it to his subordinates, Ramiz Alia, Haki Toska, Petro Dode, etc., who also put their signatures on that document, which shows that they are deal with the matter at hand.
What stands out in that document is that the names of the students of “Ismail Qemali”, who were caught with alcohol, papers and tobacco, are all with good biographies, (but then some of them were hit by the communist regime, such as the Dodbiba, Titani, etc. families), and even some of their parents held high party and state positions, which “shows the lesson” that the ALP “did not discriminate” and there was “one line of conduct” for everyone…?!

We are informed by the Youth Committee of Tirana, that in the ward of Mamurras, where the students of the 3rd and 4th year of the “Ismail Qemali” school of Tirana are training, this event happened: Sunday, September 9, at 19, 11 young people, among them two girls, were found drinking cognac, some of them even got drunk.
A group of them played cards earlier and with the money they won, they bought two bottles of cognac and lay down drinking, on a hill near the ward.
In the beginning, three young people started this work, then eight others approached. In this event, the following people were involved…:
Sokrat Petraq Titani, 4th grade student, weak in lessons
Genc Shaban Skenderi, student of the 4th grade, weak in lessons, who has repeated the second year.
Genc Pirro Dodbiba, 3rd year student, good student and youth organization activist.
Osman Ramazan Baroni, student in the 4th year, weak in lessons, has repeated the 3rd year, is not a member of the Youth Union. There were foreign appearances on the exterior.
Sokol Muke Turani, came to this school this year from Pogradec, his father is a party member and lecturer at the Artillery school.
Elda Agron Balili and Irma Myzafer Spaho, both weak in studies and have been drinking alcohol and cigarettes.
Edmond Qamil Gëzdari, 3rd year student, average in lessons, activist in the youth organization.
Veron Mati Baba, student in the 3rd year, my son is an officer in the anti-aircraft department. My mother is the director at the “Labinoti Conference” school. Good and polite student.

The last four did not drink themselves, but stayed in the company of others and did not stand up against their actions. One of these, Sokol Titani, who was also the initiator, had drunk so much that they sent him to the infirmary, where he died a few hours later.
Sokol Titani, Sokol Turani, Genc Dodbiba, Elda Balili, Irma Spaho, warned them to exclude them from the youth organization and proposed to the Pedagogical Council, to break them by one grade in behavior.
Others criticized them harshly in front of the organization. The Youth Committee, in the closest case it will have, will raise this issue to the leaders of youth organizations in schools, to draw conclusions from the event, to strengthen the educational work of school youth. MemorIe.al
