Memorie.al publishes a voluminous archival file issued by the institution of the Authority for Information of Former State Security Files, where there are hundreds of documents with the logo “Top secret” belonging to the former political prisoner, Xhavit Qesja, originally from the city of Kruja, whose family during the period of occupation of the country, 1939-1944, was closely associated with the Anti-Fascist Movement, being one of its main bases and made available all the wealth it had, as Xhavit was one of the first members of the Albanian Communist Party for the Kruja district, leading the Kruja-Ishëm partisan battalion and the 22nd Assault Brigade. Xhavit Qese’s political career after the end of the War, where he was appointed and served in senior positions in the Albanian Army, the apparatus of the Central Committee of the ALP, and several districts of the country, from where he was sent to study in the Soviet Union, where stayed until 1957, when he was announced to return to Albania urgently, after openly expressing his views in favor of the political line being pursued by the main Kremlin leader, Nikita Khrushchev, condemning the Stalin cult. Enver Hoxha’s conversation with Xhavit Qesen in his office in the Central Committee, where he sharply criticized him for the wrong views he had expressed during his studies in Moscow, urging him to reflect and make self-criticism, but Xhavit rejected the suggestion of the first secretary of the Albanian Labor Party, which caused him to no longer be allowed to go to the Soviet Union to complete his studies, but to be sent to work as deputy chairman of the Elbasan Executive Committee, from where a year later, he was expelled from the Party and exiled to Zvërnec Island, where the communist regime kept isolated some of the former senior party and state cadres whom he had condemned for their anti-party views. Xhavit Qesva’s long ordeal and persecution from 1957 to 1990, where he spent a full 32 years in prison and internment, being one of the few Burrel prison convicts to go on long hunger strikes in protest of the treatment and savage attitude that the communist regime of Enver Hoxha was holding towards him. The complete form, investigative and judicial file in charge of Xhavit Qeses, which is published for the first time by Memorie.al, which contains the documents of the former State Security that reflect the prosecution and wiretapping against him, the reports of Security collaborators with pseudonyms their correspondence with the letters he sent to the highest party and state instances, as well as the highest leaders of the ALP, until 1991 when he was released from prison!

R E P O R T
On July 12, 1959, Amali Dishnica went to Zvërnec to meet with her husband Pëllumb Dishnica. When she returned from there, among other things, she told me the following:
Xhavit Qesja, told me in detail about his mother’s visit to Zvërnec, how they (Xhavit’s parents) found you after 15 years of abandonment, which he had done to you. His mother had told Xhavit that in the house we are building in Durrës, we will keep the most beautiful part to Xhavit.
Xhaviti says Amalia, told me two cases of his harsh behavior with the family and how sorry he is now that he has fought so hard his father, just because he was rich and for nothing else, after his father had helped much the National Liberation Movement. The first case was the telegram that the family had made to him on the occasion of his sister’s death and he took Toni Jakova by the hand, when he was talking to his friends in the bureau about how to do it, and after I read it, he said I put it with one side and I continued the work.
The second case was when he received a telegram of his father’s death, from Albania to Moscow. I was, says Xhavit, hospitalized from the heart and despite the fact that the nurses there realized that this telegram would not harm me; they gave it to me with great fear. I took it, read it and left it there without making any gesture. The people in the hospital reminded me that I did not lose consciousness, but when the nurse asked me, I told her that I was like this, my feelings towards my family had cooled down, but now, Xhaviti had said, my family happened to me here, and no one else.

It is confirmed that it is one with the original that is in the file of Amali Dishnica.

P L A N
OF AGENCY-OPERATIVE MEASURES FOR THE PROCESSING OF XHAV BAG II / A
OPERATING SITUATION:
Xhavit Qesja, was drafted 2 / A on 15/11/1957, as an anti-party element, because he whispered against the Party line and its leadership.
Acting contrary to the Party line, he commented and said that our Party’s position on our relations with Yugoslavia is not fair, as the leadership of our Party must analyze the mistakes it has in relation to Yugoslavia and make the turn. Likewise, he does not call right the position of our Party regarding the statements made in the press on the issue of Poland and the revisionist Communist Party of Yugoslavia and others.
For all these views the above was called and advised by the Central Committee of our Party, for he still stands in the same hostile positions against the Party line, talking and commenting against the Party and its leadership, with other anti-elements. -party and sick. Gives rights to enemy elements, such as Bedri Spahiu and Tuk Jakova. He does not call fair the measures taken against them and Dali Ndreu and Liri Gega. He calls this terror, which our Party allegedly does against people who are not guilty, etc.
- PURPOSE OF THE PROCESSING:
- To discover and prove his anti-party and hostile activity that he develops and will develop. The social circle or friendships where this activity takes place, the source of where it relies for the glorification of this activity.
- To discover his connections with other anti-party elements and enemies who exercise activity against the revolutionary and anti-government, be they in our Region, or in other regions and districts, as well as the manner of their connections.
- OPERATIONAL MEASURES TO BE TAKEN:
- To study his social circle that he has created in the city of Elbasan and from their ranks to choose a strong candidate to recruit in his direction, in order to be checked with a parallel agency, to verify the data in his direction. For this to choose Angji Faber.
Captain Avni Mehmeti is in charge, in cooperation with the leadership of the Directorate until 30.1.1958.
- To contact the collaborators “Skëndi” and “Pëllumbi”, to verify if Xhaviti talks to Agron Frashëri and a number of other people. Also to prove through them the connections and the purpose of these connections, talk or not, despite the Party and what they talk specifically.
Captain Avni Mehmeti is in charge, until March 25, 1958.
- To collect data and material on the negativity of his work in the organization and management of the sector he leads and to inform the first secretary of the District Party.
Captain Avni Mehmeti is in charge until 30.3.1958.
- Regularly monitor his postal correspondence in order to discover and verify his connections with the anti-party element and enemies he may have either create or in other districts and counties.
Captain Avni Mehmeti is in charge of performing, constantly.
- To be surveyed every time he leaves Elbasan for Tirana and other cities, in order to control his movements and connections he may have in other cities.
Captain Avni Mehmeti is in charge of performing, constantly.
- Talk to the first secretary of the Regional Committee, so that we do not send him on duty to the district of Librazhd, as it is a border area and there is a risk of fleeing to Yugoslavia.
Charge Captain Avni Mehmeti in cooperation with the leadership up to….?

State Security report on the intensification of the pursuit, surveillance and interception of Xhavit Qeses in the district of Elbasan, where he was deputy chairman of the Executive Committee
RELATIONSHIP ON PUTTING ACTIVE PROCESSING IN 2 / A XHAVIT THE BAG AS AN ANTI-PARTY ELEMENT
The Secretary of the Central Committee summoned Xhavit from the Marxist school in Moscow to advise him of some of his mistakes and anti-party views, and decided to take measures to remove him from his studies and send him to Elbasan as Vice-Chairman of the Executive Committee of the District.
Xhaviti during his time in the Soviet Union and especially after the XX Congress of the Communist Party of the Soviet Union and the Party Conference of the city of Tirana, began to express his anti-party views calling the position of our Labor Party, unfair, regarding Yugoslavia and Poland, as well as a series of other whispers about the leadership of the Party, members and candidates of the Central Committee of the Albanian Labor Party. For these mistakes, the mentioned person was summoned by Moscow to the Central Committee of the ALP, where they pointed out these mistakes, taking the above-mentioned measure.
During the time that Xhavit has come to the city of Elbasan, his attitude has not been good, the task he has performed has not performed well and he maintains a menefregist attitude, giving ridiculous or ridiculous orders and instructions, he likes to be taken more too much with tears, showing jokes, than with the human problems he has in the labor sector, often times, in the search for the account he appears in hypocritical rather than serious words. Recently, he has started talking and propagandizing against the Party and its line saying that there are mistakes in our Party line, but these mistakes are not recognized by its leadership, as our leadership is afraid of losing the posts it holds.
“Our Party’s position,” he says, “on relations with Yugoslavia, is not right, as our Party has many mistakes in this regard, which it must analyze and recognize, before the Yugoslavs, it must not our bell rings, but also that of the Yugoslavs. Our party criticizes Yugoslavia in connection with the Hungarian counter-revolution, but it is not as our press says, the mistakes of the leadership of the Hungarian Labor Party, led the people to this state. “The party is wrong,” he says, “and these are no less than those in Koçi’s time.”
“This is proven,” he says, “by the numerous arrests and measures against persons who are not enemies, such as measures against Tuk, Bedri, etc., persons who have criticized our mistakes. The sentencing of Dali and Liria, as agents of a foreign state, is an accusation of opposing Yugoslavia. “All of them, he says, were convicted because they dared to tell the truth and not because they were wrong.”
“On the Polish issue,” he says, “our party does not take a fair stand, in the Secretariat,” he says, “they tell me that Gomulka is a Bukharinist and not in a sound position as a Marxist, while in Pravda,” goes on to say that you should act as the Voice of the People says: and not otherwise. This came after I told them that here I had my thoughts from “Pravda”. In this regard, he says that: “Principality is the main issue where the Party and each of its members must support to be consistent in their path and not to start only from interests, simply personal, for position and career issues.”
“Yugoslavia,” he says, “is a socialist country guided by Marxist-Leninist principles, it pursues an independent policy, and this was done with the consultation of the Parties of the socialist countries, where the Yugoslavs did not take part in this consultation.” To understand the situation in Yugoslavia, the fact that the people remain attached to the Party and the government is enough, although Stalin said that the situation would soon change in Yugoslavia and many others left nothing unsaid about the Yugoslav leadership.
If Stalin said something against Enver and Mehmet, they would not take 24 hours. “There is socialism in Yugoslavia without bureaucracy.”
“In our country, on the one hand, there is talk of improving relations and on the other hand, we shoot Dali and Liri, as spies of the Yugoslavs, what did they do in the end, if they had not contributed so much that they would not have been executed, if they had more Et’hem Çakua who was a criminal with a stamp”!
“In our country there is nothing but statements and speeches, expressions in the form of slogans, everything is made a slogan.”The truth is not told to us, things are not deepened and analyzes are not made.”
With regard to various industrial constructions, in our country, he does not call the Party line right and says e.g. that: what do we want from the “Enver” Hydropower Plant, which spends millions of lek, or to show off?! “We have been able to meet the need for electricity with existing engines.”
In another case, he said that the ministers live for free on the beach of Durrës, while we cannot even go with our money because we do not have an account. He said that Comrade Beqir’s mind has grown and he does not look at others with his eyes. He said that on the Radio, penicillins are advertised, and the people are torn to pieces and cannot get a bottle.
It is noticed that Xhaviti has created close friendships with a series of sick elements and anti-party views, such as Agron Frashëri, Angji Faber, Nazim Batalli, Aleko Kolaci, and Xhevdet Petrela, etc.
Based on the facts that Xhavit Qesja is a man with anti-party and revisionist views, which is confirmed by the agency data summarized above, as well as frequent contacts with anti-party elements, such as Agron Frashëri, as well as elements of sick found such positions. We set it up and got it in active processing, characterizing it in 2 / A. Memorie.al
