Memorie.al/ Just a few days after the arrest of the former Minister of the Interior, Kadri Hazbiu and his deputy, Feçor Shehu, at the beginning of November 1982, according to the instructions of the secretariat of the Central Committee of the PPSh, (signed personally by Enver Hoxha), extraordinary meetings were held in all the basic organizations of the party throughout the country, in which the “activity of the hostile group” of Kad was analyzed ri Hazbiu and his closest collaborators, as; Feçor Shehu, Llambi Peçini, Mihallaq Ziçishti, etc., who together with the former Minister of Foreign Affairs, Nesti Nasen and Minister of Health, Llambi Ziçishti, were accused of being the closest collaborators of the police agent Mehmet Shehu.
Then, all the materials of these meetings held in Tirana and in the districts, (with their minutes and the discussions of the persons who had spoken there), were sent to the party committees of the respective districts, which, after a preliminary selection, those discussions that were most important, were sent to the relevant sector of the PPS Central Committee apparatus, which covered the organs of the Dictatorship of the Proletariat (Ministry of the Interior, Ministry of Defense, Investigation General, Prosecution, Courts, etc.), the sector which, after another more detailed selection, sent them to the secretary of the Central Committee, Simon Stefani, who covered the Internal Affairs bodies.
In this context, the First Secretary of the Elbasan district Party Committee, Piro Kondi, at that time, selected the discussion of Hekuran Pobrati, (former senior officer of the State Security, who held the title “Hero of the People”), who was retired and lived with his family in the city of Elbasan. The letter with the discussion in question, which was held at the meeting of the basic organization of pensioners where Pobrati was fighting at the time, (where the materials of the 5th Plenum of the Central Committee of the ALP were discussed), after being read and looked at carefully by Simon Stefani, was sent back to the Ministry of Internal Affairs.
This is because there, in November 1982, by the order of Minister Hekuran Isai, a special group was formed, headed by the Deputy Minister of Internal Affairs Zylyftar Ramizi, (who also held the position of Director of the State Security Directorate), and two of his subordinates, Enver Zeneli and Hasan Ulqinaku, who had as their main task: “clearing up and documenting the hostile activity of Kadri Hazbiu’s group, as the closest collaborators of the police agent Mehmet Shehu”! In this context, there is also the discussion of Hekuran Pobrati, which we are publishing in full (together with the relevant facsimiles), in two issues of Memorie.al.

On 11.11.1982, Comrade Piro Kondi sent the discussion that Comrade Hekuran Pobrati made in the meeting of the base organization, when the materials of the 5th Plenum of the Central Committee of the APS were discussed. This discussion is related to the information sent by the Party Committee of Elbasan District, for the preparation of the materials of the 5th Plenum of the Central Committee in the Internal Branch and the Prosecutor’s Court.

DISCUSSION
I am fully in solidarity with the decision of the 5th plenum of the ALP Central Committee and the conclusions of our beloved leader, Comrade Enver Hoxha, that just as all our victories are dedicated to him, even this victory that cannot be counted and compared to all the victories, even this of these enemies with high treason, led by their commander, Mehmet Shehu.
This agent was dirty because he didn’t leave trash without putting the cups in, with all his friends, like; Feçor Shehu, Mihallaq Ziçishti, Fiqret Shehu, Llambi Ziçishti, Nesti Nase, and even the latter, Kadri Hazbiu and Vali Llaka and company, belong to this “great loyalist”, this high and bright leader, who works and watches day and night to keep Albania always red and to protect and help in the triumph of Marxism-Leninism.
This great victory is not only ours, but also the Marxist-Leninists in the world, the entire proletariat.
Now that Comrade Enver’s Party has brought us this far, just like for everyone and for us, it is clear and we are able to conclude that this conspiracy, just as more external agencies are involved, is also involved with the groups of internal enemies of the people and the Party, from Koci Xoxe to their commander, the agent of many agencies, Mahmet Shehu and the latter, Kadri Hazbiu and his friends, and what they may be others.
Kadri Hazbiu was in charge of the Security of the Army, in the Ministry of Internal Affairs; I am convinced that Mehmet Shehu brought it with his arrival. I say this as he, although in the beginning, as far as I remember, he was appointed director of a directorate and former deputy Beqir Ndou, Mehmet Shehu did not do anything without asking Kadri. This Kadri, who sat knee-to-knee with Koçi Xoxen, imprisoned many officers and soldiers, now Mehmet Shehu, this (rabid anti-Koçist), sits knee-to-knee with him and after Beqir’s escape, appoints him as his deputy in the Ministry. So did Mihallaq Ziçishti.
This conceited and arrogant Kadri, after coming to the Ministry, became a laughing stock or a mob. As far as I know from my work, Mehmet Shehu did nothing without asking Kadri and praised his work until after his departure, Kadriu remained Minister of Internal Affairs and Mihallaq Ziçishti. Although I spent a little time in Mallakastër as a partisan, for two months, I did not see Feçor Shehu either as a partisan or as an activist; I did not hear his name or recognize him.
Before the provocations of August 1949, one day when Mehmet Shehu returned from the Gjirokastra district, at that time several gangs had entered there from Greece. Since the head of the gang branch and the deputy were not there, he called me, who at that time was the referent of South Albania, for this sector. He let me report to him for 5 minutes, while he spoke to me for almost half an hour about Feçor Shehu, about the contribution he had made, in the discovery of Izet Vrazhdo’s gang, etc., about his dexterity and insight, as far as I remember, the success, don’t get me wrong, was the capture of a bandit.
It was the first time I heard the name of Feçor, who was in the bodies of Internal Affairs and there chief or deputy, while not a word was spoken about the chairman, I was surprised about Feçor, that he made him a Hero, this Feçor is not late, from that post, I go higher and higher. Everyone was wondering about his character, they talked in small mouths, but no one spoke up, in the Party’s ear.
Kadri Hazbiu, as arrogant, vengeful and prepotent, proud and immoral, knew this fellow, in particular that he was criticized and open when Beqir Balluku was struck, he protected and not announced high, there was no doubt that he had been ordered by Mehmet Shehu and left him as an agent the Russian and Yugoslav Izmit, at that time. What about Halim Xhelua, how does he go to the Army as the head of its Security?
A conceited, arrogant and pretentious stud! Mehmet Shehu and Kadri Hazbiu knew Halim well, who was their son, and keeping him, for a long time, in the directorate of Tirana and the caresses they gave him, has a purpose, now the materials of the Party, the word of comrade Enver, makes it clear to us to conclude that his placement at that time, there in the District Director of Tirana, was needed by canned agents, to protect the pie noodles, so that the cabbages would not come out , Mehmet Shehu and Kadri Hazbiu. And surprisingly from here, this pretentious stud, who as far as I remember his father, as an agent at the head of a group, escaped and was taken by the detectives, abroad.
How are you held and allowed to occupy such an honorable and important place, by Kadri Hazbiu. Who didn’t know that his…. Halimi used it as his…. why was he allowed to take it from wherever he wanted to transfer, because only through her, he would perform those tasks, as it was proven then and as it turns out today, that Mehmet Shehu, Kadri Hazbiu and his friends wanted! That is why this sworn enemy of the Party, this agent, is kept as a good cadre in the Ministry of Internal Affairs, because Kadri Hazbiu himself was such an enemy and agent, therefore he would carry out the orders of Mehmet Shehu and Kadri, as their loyalist and that of Beqir Balluku.
In 1954, when I was at the Koplik Internal Affairs Branch, at 10:00 p.m. (at night) the border checkpoint informed me that a car with Tirana license plates X, which did not stop, was speeding towards Bajza, and was shot by the guard. I ordered the strengthening of the border, informed the District and left for Hot. When I returned, close to dawn, in Bajze, I found behind the church, the secured car, and empty.
I was informed by a villager that it belonged to Gjin Marku, he had gone to dinner with his driver, who was from there. On the pretext that I supposedly came from the highlands. Vukel village, I went and verified. For everything, as ordered by the District, I made a report and informed him.
A year ago, I went to Gramsh, I don’t remember after or before the Tirana Conference, Muke Hoxha, A.P. friend of our bodies, informs me: “I was in Tirana with a cousin of mine, an officer who works with Gjin Marku in the Ministry of Internal Affairs, he has spoken very badly to me about the leadership of the Party, it seems that he is instigated by Gjin Marku”. Then Gjini, former deputy minister in the Ministry of Internal Affairs, for MCR and preparation.
The content of the giver was completely consistent with those of the enemies at the Tirana Conference. I notified the Ministry about everything and after a few days, after I was notified, I sent A.P. Muke Hoxha, who, as he told me himself, after being heard, was sent to the officer. After a while, the officer was transferred to Gramsh and released, while Gjin Marku stayed in the ministry and after a while was arrested. Even for his arrival in the Ministry of Internal Affairs, which is well known by the enemies, Mehmet Shehu and Kadri Hazbiu, I suspected that it was taken for hostile purposes by them.
Around the year 1945-1946, when I was commander of the Pursuit Forces, in the Krujë – Tirana area, I was informed that the fugitive, his cousin or brother, Bubareq Toptani, was seen in the cow stable of Lik Toptani. On the basis of this information, we set out to surround and control the house of Lika and the Bubereq family. The Operative Worker of the area, Ali Kruja, was with the forces and to control the women, they had taken Jire Rexha, Bab Rexha’s daughter.
During the search of Lika’s house, we found many antique weapons on display? When we decided to take Lik Toptan, he nervously threw himself into defense, asking that they not be taken, and especially for one that belonged to the enemy Mehmet Shehu, with whom, when he was in Fullsi’s school, as his close friend, he stayed at Lika’s house and when he went hunting, he took that gun. Lik Toptani, as far as I know, was later arrested and his processing and investigation file can be seen.
Even these facts prove that the activity of Mehmet Shehu, Kadri Hazbiu and his friends, has distant roots, it is intertwined with the hostile activity of Koçi Xoxes and their descendants, in turn. When I take a look at this big conspiracy today, they were able to reach where they were, and distributed in key and very important places, such as in the Prime Minister, in the Minister of People’s Defense, in the Foreign Minister, in the Interior, in health, etc.
Think of everything that happened, if it hadn’t been for the strong hand, the great clear mind and the sharp and watchful eye of Comrade Enver, what bloodshed, carnage, several times more than the liberation, they would have been killed, brother by brother and those who would remain, who wanted life, like in Palestine, in slavery. That’s why I say with my soul, long life, live as long as our mountains, march from our lives, of our children and grandchildren, Comrade Enver that only you, Comrade Enver, and the Party you created and lead faithfully, our dear leader, Comrade Enver Hoxha, have provided us with such a happy life and these good things.
Seeing the high treason of these enemies, which history has known and the incalculable damage that the Kurds brought to the people, the Motherland and the Party, I completely agree with the proposal of Comrade Qamal Ahmeti, that justice should not show mercy, give the worst punishment to the enemies; Feçor Shehu, Firet Shehu, Kadri Hazbiu, Veli Llakës, Nesti Nases, Llambi Ziçishtit, etc.
The remarks made by Comrade Enver Hoxha, about the Internal Affairs bodies, as an employee of these bodies, even today as a pensioner, puts me also in front of the responsibility, either for an insufficient work, that I have done as much as I should, or for vigilance, that being a subordinate of these enraged enemies, my eye, as a Security worker to see, has not been right and my criticism as a communist, has not been enough. The hostile work of these enemies in our bodies, for not revealing the activity of anti-party elements and spies, sobers up I think:
In the first place, as according to my opinion, it has come from the disconnection of our organs, with the masses. Enemies, having announced the great power of the people’s discovery, that there is no activity without his hand, were terrified.
I will give some examples, from the war against gangs, what I can remember. If they get 100 bandits caught or killed, we are not mistaken, 80 were from the hands of the people, for Zanel Shehu, the people also signaled Hatem Çako, the people caught the game of the Resistance Front, and the people opened the roads. Talk about the connections with the people; but fearing and with the intention of reducing the reconnaissance force, engaging the Security agencies and dispersing their reconnaissance force and disorienting, in search of hostile activity.
It is not put into practice what was said, that the very method and bureaucratic practices dictated from above, influenced and blocked the path of this cooperation from below. For example, if we had an alert; for theft or for a hostile action, on this basis, it was put into processing and if the object was arrested, on the basis of these materials, it was put into statistics as a result of the agency’s data, not the people’s data.
This action must be condemned, as it reduces the role of the mass of the people and the continuous and all-round work of the Party, in increasing vigilance, readiness and determination for the defense of the Motherland. It disconnects the Operative Workers from the connection with the mass, unfairly giving priority to the agency role.
I remember a case when I was in the Ministry, there from 1949 or the 50s, the Central Committee; they made the statistics on the gangs. The column of the liquidated is divided into two. In one, they were marked liquidated by the people, in the other liquidated by agency. A case of those liquidated by agency, they were much less than those of the people, they started the movements that looked at and criticized each other, I don’t know now, it seems to me that it has been opened in all types of statistics, or in some.
If this is the case, this action must be condemned, because it puts the Operational Worker to sleep, it does not revolutionize it, to take measures on their professional side, in the establishment of the agency, which has been neglected, especially the one with compromising material. Even down here, in the weakening of ties with the masses, their bad work has influenced us, dealing more with office work, we have become detached from the masses, and we have become bureaucrats.
The connection with the masses is made in many forms and natural ways, but the most necessary, it is for us the direct one individually and collectively, from above – below and vice versa, to let them come to us, to listen to them, to enter their world, to give and take from them. There are many weaknesses in this direction. From the leaders to the Operative Worker, not only when we go to the field, we don’t even meet with the leaders, there are some of them that we know.
Thus, here in the Branch, it seems unfair to me to set the meeting schedule of those in charge. We are the information organs of the dictatorship. The people come to us to inform us and ask for help, why don’t we meet them every day.
Every time the people in charge come in and out, don’t hold your head up, but greet them, ask them and help them in solving problems, this is how trust is created, this is how connections are created, not everyone does it right. There are evil examples in this direction. In order for the people to believe you and say what they see and hear, you must be clean, keep your head down, honest, hardworking and loyal to the party, to the people of the Motherland. Memorie.al
