Memorie.al/publishes some archival documents extracted from the Central State Archive in Tirana (the fund of the former PPSh Central Committee), which belong to the year 1982, where there is a file with relations, reports, instructions, information, letters, minutes of meetings of the Political Bureau, the Secretariat of the Central Committee, etc., regarding the “hostile activity” of the member of the Political Bureau and the Minister of People’s Defense, Kadri Hazbiu, as well as some of his closest collaborators, such as : Feçor Shehu, Mihallaq Ziçishti, Llambi Peçini, Zoi Themeli, etc., who were accused by Enver Hoxha, as “the main collaborators of the police agent Mehmet Shehu”. In the file in question, there is also a document with Kadri Hazbi’s self-criticism, dated September 27, 1982, sent to Enver Hoxha and the Political Bureau of the Central Committee of the PPSh, regarding “his poor work at the head of the Ministry of of Internal Affairs and the lack of vigilance, for not detecting hostile groups, all of which the party and Comrade Enver had discovered”. In this document, the former head of the Ministry of the Interior writes: “From the beginning of September, when I was getting my hair cut, a driver who works with the transport lines abroad came to me and told me that, returning from abroad, the drivers they had spoken badly about my fate. I didn’t ask him what he had been told, but I told him to go and report it where it should be. He added in more detail that he had spoken to the companion who stays with me, which I ordered him to report. He told me that he had done this. I don’t know whether I told him about this case or not, friend Hekuran. After a few days when I returned from a 3-4 day service, my family told me for the first time that they are taking us on the phone and so on, in meetings they ask about you, where are you and how are you, because we have heard things not good, as if we have escaped as a family abroad, as if I have been dismissed from my position as Minister of Defense, etc. I told you that anyone who asks about us, you say we are fine and don’t engage in further conversation. I emphasize that these things have spread so much that even one of the workers who serves in my family left without expecting that something is happening with me and my family. All these things, I told my friend Ramiz, together with my opinion that there is not enough fight against these harmful slogans and that they are spreading from Tirana in the first place”. Likewise, the document in question also contains the minutes of the meeting of the Political Bureau of the Central Committee of the PPSh, held on October 8, 1982, where the “hostile activity of Kadri Hazbi” from the period after the war when he was in the position of Chief of Army Security, which has brought fierce debates, they all discussed, starting from: Adil Çarçani, Hekuran Isai, Simon Stefani, Manush Muftiu, Rita Marko, Prokop Murra, Photo Çami, Lenka Çuko, Pali Miska, Besnik Bekteshi, Muho Asllani and Llambi Gegprifti. Even the debates and strong tones in that meeting were not absent between Enver Hoxha and Kadri Hazbiu, which continued throughout the meeting, for several sessions. The meeting was opened and led by the first secretary of the Central Committee of the PPS, Comrade Enver Hoxha.
Discussion on the serious crimes of comrade Kadri Hazbiu.
COMRADE ENVER HOXHA: It is absurd to think that the Party could allow the Soviet advisers even in the best times of relations with them, that the latter were brought to the Ministry of Internal Affairs, as if they were the “masters of the house” and not our comrades, whom the Party had charged with responsibility in that sector.
This is how these relations were built, says Kadriu, since Mehmet Shehu was minister and continued like this, the same practice when I became minister. This happened until the end of 1960, when Comrade Enver ordered me to turn off the faucet to the Soviet advisers, and limit any information to you, until the final cut of all relations with them and their bodies.
Comrade Kadri tries in vain to diffuse his responsibility when he declares, not without mischief, that I, only at the end of 1960, ordered him to turn off the faucet to the Soviets, that is, that I knew what they were doing with the “faucet” of the Ministry of Internal Affairs.
Not only me as the First Secretary, but also Hysniu, who on the party road, had connections with the organs of the dictatorship of the proletariat, did not know that the Ministry of Internal Affairs, Mehmet Shehu, Beqir Balluku, and Kadri Hazbiu with his friends, you they had opened every door and window, every drawer and file to the Soviets. This is the truth, and what Kadriu says is a lie.
It could not even have occurred to me from what we read that such “coordination” and “cooperation” had been established between our bodies of State Security and those of the Soviet KGB and some countries of the People’s Democracies. , so much so that our residents not only introduced you to their collaborators in these countries, from the ranks of civilian and military students, but also passed them on to them, etc.
This situation continued until 1960-1961, when bilateral relations with these countries were terminated. Consider what a difficult situation was created for the collaborators of our Security, in capitalist and revisionist countries. We happened to be completely exposed, and in very difficult moments, the consequences of which we later suffered in the years 1973-1975, during the military conspiracy, etc.
But we are suffering them now, after the discovery of Mehmet Shehu’s agent activity, and maybe we will suffer them even later. Comrade Kadri says that since 1961-1962, but even later, the list of all students who were like that has been published. I am convinced, he emphasizes, that I raised this issue with the relevant Secretary of the Central Committee, in addition to the traitors Mehmet Shehu and Beqir Balluku.
That he raised this issue with them; I have no reason to question it. They were the main instigators and responsible for these distorted and dangerous relations, for our Party and our country. As for the information of the Secretary of the Central Committee, this is not true.
Kadriu has a heavy responsibility for not raising this serious issue in the leadership of the Party, I emphasize the Party (in the apparatus of the Central Committee until 1975, there was no mention of this at all). Hysniu is dead, but he left the written document in 1975, he is surprised about this situation, and that he finds out by chance from outsiders. I am alive and I know nothing.
Mehmet Shehu probably knew, but when the issue came to light, he, with his letter-answer, to Comrade Hysni Kapo (in 1975), flame after flame on the same day, throws it on Comrade Kadri’s back and washes his hands like Pontius Pilate. He even underlines that Comrade Enver should be informed as soon as possible. These documents were sent to comrade Kadri. How did this fellow Hysni not revolt, “surprised” and “forget” while Mehmeti, washes his hands at all, and never even knew about such a matter?!
Why didn’t Kadriu come to me to clarify this big and delicate issue, to clarify his position and responsibility?! Similar conspiracies one after another, from 1973 to 1975, in art-culture, army, and economy.
All the conspirators were also accused as agents of the Americans, the Soviets, etc. Especially in the army, we had to do a deep search among the military, among all those old war cadres who had studied in the Soviet Union, and who were implicated in the conspiracy of black theses, etc.
We put only a few in prisons, the others we stripped, transferred, retired, etc. How did it not occur to Comrade Kadri to come and tell us that many of these cadres, if not all of them, are on the lists that you gave to the Soviets and they could have used them to put them on the street of betrayal.
Comrade Kadri, makes the conclusion that as a result of the agency work of the Soviet specialists in our Ministry of Internal Affairs, all our agencies in foreign countries are in danger. Of course, for this, a great responsibility falls on the Minister of Internal Affairs, who has implemented this bad practice, without having any such instructions from the Party leadership.
He may have had instructions from Mehmet Shehu or Beqir Balluku, Kadriu knows this, while we do not. But the fact is that our agency in foreign countries is a big risk. Currently, it has become a double, or triple, agency of the American CIA, the Soviet KGB, and perhaps the Yugoslav UDB.
This agency misinforms us, while the Soviets, the Yugoslavs, and others, and inform them about what we are looking for. As for what they are looking for, they serve it to us warm, leading us to a dead end. Therefore, our old agency should be completely replaced, or their data should be taken with the greatest vigilance, there should be great doubt in the data they provide and not blindly trust you.
That it should be understood that now, we have put them at the crossroads that serve others and not us. In this way, as it has been done in the Ministry of Internal Affairs, it is suspected that, in addition to the leaders we have in prison, there may be other officials who have gone astray and have dubious connections with the Soviets who worked with them.
KGB agents, if they were given such a trust, it is natural that they would first act inside the bodies of the Ministry of Internal Affairs, but at the same time outside, when they were left a free field of action. In fact, that Mihallaq Ziçishti, Llambi Peçini, and Feçor Shehu are agents of the KGB and other secret services, they have confirmed these themselves.
We cannot doubt everyone when we have no facts. But this loose friendship and this great familiarity with the Soviet advisers, who worked in the Ministry of Internal Affairs, and our people of this department, the familiarity covered with the veil of “immortal friendship with the Soviet Union”, has harmed us heavy.
But we will work with great prudence, we will be vigilant, and we will take measures so that the Ministry of the Interior is quickly regenerated with new, clean and determined cadres.
Old cadres should be respected for the good work they have done, while those who have reached the age should retire, others should work in less important sectors of the state. Kadri Hazbiu condemned Mehmet Shehu’s suicide as a hostile act and himself as a vicious enemy, as the whole Party described him.
As I emphasized at the beginning, I from Kadriu, expected and asked him to help the Party more. As he affirms in his self-criticism, now more in this meeting, I had known him and with the data proving who he was from the past as a conspiratorial agent.
“This, he says, helped me to create a complete vision that this was not about any kind of activity, but about a genuine agency work of Mehmet Shehu, as a senior agent in the activity”. However, he affirms below: “I had the belief that Mehmet Shehu could not have such a wide and organized support network in the Ministry of Internal Affairs, with the exception of Feçor Shehu, and someone else like this”.
What he says does not constitute any logical reasoning. Why would friend Kadri think so, from what our ears were hearing from the enemy Fiqrete Shehu and others?! We called the criticism you made to Mehmet Shehu in the Bureau good (some even praised you). But I want to emphasize that it is not true that Kadri realized the danger of Mehmet Shehu, when the latter killed him.
Kadriu realized this danger, or did not want to realize it, long after the suicide, when Mehmet Shehu’s agent network was being discovered. Not only his first self-criticism, it was completely superficial and lukewarm, without analysis of responsibilities, but on the contrary, with pompous statements about loyalty to the Party, etc.
He did not reflect further, and not only did he not show openness, as he asked you of me, to help comrade Hekuran Isai more closely, but he showed some hesitations that were also mentioned here and that made me think. . At a time when Fiqrete Shehu was asserting the criminal plans of Mehmet Shehu and his associates such as Feçor Shehu, Kadriu expressed the opinion that Fiqrete Shehu was an anti-party element (when she herself had asserted that she was an agent).
When Feçor Shehu was about to be arrested, he expressed his hesitation: “don’t this Fiqrete Shehu, it leads us to a dead end” and when measures were being taken to lay off and transfer some cadres who had made serious mistakes in the Ministry of Internal Affairs, Kadriu expressed his opinion to I think that Comrade Hekuran was in a hurry, because from his data to the cadres of the Ministry of Internal Affairs, there was confusion and demoralization.
Why these hesitations from friend Kadri?! Why these suggestions to take care of Fiqrete Shehu, Feçor Shehu, and the compromised cadres of the Ministry of Internal Affairs, at a time when he should be torn apart to see things through to the end?!
These hesitant attitudes and these two or three facts that we are analyzing, which are likely in the Ministry of Internal Affairs and with the knowledge of comrade Kadri, shake my faith in his sincerity. These attitudes are not right, they are not Marxist.
These documents and actions were not done without Kadri’s knowledge, as he tries to justify in his self-criticism and in this meeting, saying that they were done behind his back, such as Llambi Peçini’s letter, which was signed in his name, but the copy, “does not bear his signature”, according to the custom he had.
But Kadriu is an old member of the State Security and knows how to act in these cases. The absence of the signature is not proof that he was unaware of these letters and information provided by his subordinates. Memorie.al
