Memorie.al / In a conversation with Mr. Kastriot Dervishi, who simultaneously held the position of Director of the Archive of the Ministry of the Interior, he shows for the first time how the lists of those classified as: “380 Albanians were compiled residing in the USA who were considered opponents of the regime” and were not allowed to enter the former RPSSH. This material, which is being published for the first time, since the fall of the communist dictatorship, the dissolution of the structures of the Ministry of Internal Affairs and the Third Directorate of State Security, has the exclusivity of this author only.
Mr. Dervishi, in the last decade you have been prominent in the Albanian press for a series of rich and very interesting materials, published in a book of yours, but also in the Dossier kept by you in the newspaper ’55’. It would be of interest since you have passed many such materials through your hands: What attracted you most in these materials and how would you classify them”
Among the many materials, I would single out this most recent material, which was published in Dosier – newspaper 55, “380 Albanians residing in the USA who were considered opponents of the regime – “Reactionaries should not come to Albania and none should go to them”, a dossier and now in your newspaper in the United States of America
Is there any document showing how the surveillance material was secured by the elements sent by the State Security or their Mission in New York?
During the years of the communist regime, information was provided by having the Albanian mission in New York as a data collection center. Here was the residency that depended on the Third Directorate of State Security. The latter was the director on the fourth floor of the Ministry of Foreign Affairs, while it organically depended on the Ministry of Internal Affairs. A category of officers of the Ministry of Internal Affairs camouflaged themselves with diplomatic functions to carry out their agency mission. The Security Officer in New York had set up his own secret network.
Information was provided by “open sources” (magazines, newspapers, published in the USA) and “closed sources” (by agencies). The only goal was the Albanian diaspora, since at no other level has the State Security penetrated with agency. This information was obtained mostly from open sources, i.e. from what the officer in charge saw in an activity of Albanians. Insurance has not had a high number of agents as one might imagine. For example, for 1959 alone, in the USA, Sigurimi had only 4 agents in connection.
The information coming from the USA, which was no more than the fact of generally identifying the element that did not like the communist regime, was forwarded to Tirana for the Third Directorate of State Security in the Ministry of Internal Affairs. The information was then distributed to the Internal
Affairs Branches of the districts which had opened the files of the fugitives, documents where the family ties of the fugitives were noted.
Is there a list of “380 Albanians living in the USA who were considered opponents of the regime” who, after the fall of the communist regime, are among the people who entered and left both Albania and the former Yugoslavia?
This is explained by two reasons: firstly with the inaccuracy of the giver and its processing, a major defect of the Security in many years, and secondly in the breakdown of relations between the former visitor and the communist state.
Mr. Dervishi, there are some names on this list who were Albanians living in the USA and who were considered opponents of the regime, but here in the USA, they are known to “go in and out” of the offices of the Permanent Mission to the UN in New York, or had strong connections with the diplomats of that time, i.e. suspicious people. How do you explain this fact based on these materials?
It is the same logic that works for the above case as well. In addition, we must also take into account the “dopiorol” effect, so useful in agent techniques, where of course the loser has always been the State Security.
There are doubts that through an agreement between the authorities of Tito’s ex-Yugoslavia and Enver Hoxha’s Albania, from the time of their friendship (1944-1948), information was constantly exchanged about specific individuals, who were declared undesirable as in former Yugoslavia as well as in Tirana. In fact, a good part of them are on the list of 380 Albanians living in the USA who were considered opponents of the regime. Is there any factual evidence of how this information was obtained about their activities in the USA and how do you think the combination was made? Between the Ministry of Internal Affairs of the former Yugoslavia, the UDB and the State Security Ministry of Albania for their documentation, photographs and identity data?
In the years 1944 – 1948, it is not that there was an agreement; the State Security was under the orders of the UDB, like the whole state. Even the first Security residency in the USA, set up by Nesti Kopali, has opened in the Yugoslav legation in New York on Fifth Avenue.
Are these materials part of the files today?
Technically, every material in the file is managed, it is not kept separate.
The last three or four years before 1990, when those big changes also happened, there seemed to be some liberalization – did this also happen in the sector of the First Directorate of State Security in the Ministry of Internal Affairs?
Although, the events of 1990 had come, the communist regime did not have any kind of change in the treatment of the Albanian political emigration who had emigrated for years abroad. It was not enough that a special directorate was held only to bring information (also this handicap) to the Albanian diaspora, but even on the eve of the changes, it continued to be seen with hostile eyes, not allowing them to come to Albania, not only those , but also their connections that had remained in Albania.
On July 9, 1990, the Visa Sector of the First Directorate of State Security in the Ministry of Internal Affairs, sent to the Departments of Internal Affairs in the district (security side), an information of the Third Directorate of State Security in The Ministry of Internal Affairs, in which the instruction is given that the listed persons should not have the opportunity to come to Albania, as they were “reactionaries”
The Visa Branch requested that the list sent by the Third Directorate be studied and that no Albanian citizen be allowed to visit the citizens who were part of this list. The Ministry of Foreign Affairs was also notified that the persons in question would not be granted entry visas to Albania.
When the list was last “edited”?
The list was “processed” in the First Directorate, with a delay of several days, due to the events of July 2, 1990. On August 26, 1990, it was completed with notes by the leaders of the Ministry of Internal Affairs and sent to the districts.
At the end of the document it is written: “Socialist People’s Republic of Albania – Ministry of Internal Affairs – Third Directorate – Tirana 22.6.1990. Information to the First Directorate
Where it was emphasized that: “During the last few months, the reactionary Albanian emigration residing in the USA, has organized a series of demonstrations against our country, incited and manipulated by the Yugoslav Discovery and others. Attached, we submit the list of persons participating in these demonstrations and activities against us:
