Part forty-two
Memorie.al publishes a voluminous archival file issued by the institution of the Authority for Information of Former State Security Files, where there are hundreds of documents with the logo “Top secret” belonging to the former political prisoner, Xhavit Qesja, originally from the city of Kruja, whose family during the period of occupation of the country, 1939-1944, was closely associated with the Anti-Fascist Movement, being one of its main bases and made available all the wealth it had, as Xhavit was one of the first members of the Albanian Communist Party for the Kruja district, leading the Kruja-Ishëm partisan battalion and the 22nd Assault Brigade. Xhavit Qese’s political career after the end of the War, where he was appointed and served in senior positions in the Albanian Army, the apparatus of the Central Committee of the ALP, and several districts of the country, from where he was sent to study in the Soviet Union, where stayed until 1957, when he was announced to return to Albania urgently, after openly expressing his views in favor of the political line being pursued by the main Kremlin leader, Nikita Khrushchev, condemning the Stalin cult. Enver Hoxha’s conversation with Xhavit Qesen in his office in the Central Committee, where he sharply criticized him for the wrong views he had expressed during his studies in Moscow, urging him to reflect and make self-criticism, but Xhavit rejected the suggestion of the first secretary of the Albanian Labor Party, which caused him to no longer be allowed to go to the Soviet Union to complete his studies, but to be sent to work as deputy chairman of the Elbasan Executive Committee, from where a year later, he was expelled from the Party and exiled to Zvërnec Island, where the communist regime kept isolated some of the former senior party and state cadres whom he had condemned for their anti-party views. Xhavit Qesva’s long ordeal and persecution from 1957 to 1990, where he spent a full 32 years in prison and internment, being one of the few convicts in Burrell Prison who went on long hunger strikes in protest of the treatment and savage attitude that the communist regime of Enver Hoxha was holding towards him. The complete form, investigative and judicial file in charge of Xhavit Qeses, which is published for the first time by Memorie.al, which contains the documents of the former State Security that reflect the prosecution and wiretapping against him, the reports of Security collaborators with pseudonyms their correspondence with the letters he sent to the highest party and state instances, as well as the highest leaders of the ALP, until 1991 when he was released from prison!

Report dated 23.3.1982
“Europe fought when it wanted the interests of the bourgeoisie,” said Maqo Çomo, on one occasion on March 21, 1982, walking with him in the prison yard.
“The US intentions have been and are to have Europe as a counterweight to the USSR. Aim and desire that remain far from concretization. It is true that they have bases, they have a place and a place in the European economy, but Europe has also moved and it is no longer the post-war one. Now it does not want war. The only continent that has 37 years without war. as English.
Their tendency is not to move closer, but to move the US away from Europe. Economic ties with the USSR are vital for them. What Lenin predicted was that Europe could not live without the wealth of Siberia and its ties with Russia. He will ask for these and will fulfill them at any time……. ”
The situation in Kosovo is serious, the misfortune of that people as it has always suffered the consequences of the policy of intervention. This is what happens when nationalism comes to the fore. When he crosses internationalism, it is like beheading Marxism, says Lenin. In Yugoslavia and Kosovo, the national issue has not been resolved. These are the consequences. The dissolution of the federation does not interest anyone today.
This is relative, because for a while the Americans supported and nurtured….! In our country, national minorities have no claims, especially those of Macedonian origin. As for the Greek minority, they seem to be satisfied. I cannot say the same for those of Vurgut, that they have no way to be satisfied, because Dropulli has a higher degree of development. “Claims may arise in the future.”
“The world situation is very serious,” said Kiço Ngjela. The report of the Secretary of the Central Committee in the Writers’ League gives us a clear picture. As far as we can understand from the press, there are big movements in all countries. The walks of the Washington-Moscow presidents, prime ministers, secretaries, and emissaries. “Contradictions have intensified, as does a fierce struggle for hegemonic materialism.”
Plenum of the Writers’ League
From the very beginning he emphasizes that from some expression, it appears that the Report of the Writers’ League, respectively from the member of the Politburo and the secretary of the Central Committee, as well as the chairman of the League ……. were in the center of attention. Of course, they were the subject of group discussions. Thus, for example, T. Lubonja and F. Paçrami, openly and loudly showed that this is not common.
“I read it carefully and made underlines”, says T. Lubonja. But the newspaper “Drita” I have mine. It’s Gender. This one is a pleasure to read and what is true has provided me with the whole press. On the other hand, when he does not want to be underlined in articles (he speaks with irony) he leads them either to the archive or home.
In one case, Gjin Marku says that these pro-Western whores must have made you happy about the former prime minister’s suicide. That is how they will suffer one after another, they think. “According to them, someone will suffer and be hit.”
Hazbi Lamçe’s concern
As Hazbiu has noted in some cases, both Lipes and him, that he has shown some concerns regarding the suicide of M. Shehu and the consequences that this may have in the address of Feçor Shehu….! The plenum meeting will surely have taken place, but they have not announced it.
There have also been changes in government. It was decided that the Minister of Interior, who was also the secretary of the Central Committee, should remain a member of the Politburo. “No,” says Kiço, answering Lipes. “Our party is not illegal and if there was a plenum meeting, there should have been a press release. Or are they afraid”?!
On the letter sent by the First Secretary of the Central Committee of P.P.SH, to the cooperative activists of Cakran.
Gjin Marku, when we were walking in the yard, says among other things: “The letter has a deep meaning. First it is addressed not only to the Cakran cooperative, but to the whole of Mallakastra. It is an appreciation of what they gave during the war, a call for present for mobilization and for the realization of the plan.Second, it relates to the moment.
- Shehu’s suicide will have been exploited by the enemies. They were left alone. Mehmetin killed himself…! Feçorin was removed…! The Party comes out for God and tells you that Mallakastra has been and remains the Party. It is not of individuals. These, have their role as long as they are okay. So it is not just for wheat and corn, but it is deeper. It responds to a request of the time. “

Report dated 31/3/1982
He announces that regarding the Plenum of the Writers’ League, Todi Lubonja and Fadil Paçrami in particular showed a great interest in reading and listening to the materials that were published and given on the radio.
Both of them read the Plenum Report twice and the speech of the Secretary of the Central Committee of the ALP, with the reading of these materials in these two in this period, a certain joy was manifested, which was expressed as in the courtyard, in the courtyard when these commented on each other about these materials, as well as in the hallway and other facilities we have here.
Todd on one occasion in the evening service, when we were getting ready for bed, comes to the counter of our room and ironically says to Fadil: “You fell asleep, sleep, good night and have a beautiful colorful dream ”. (Here he ironizes the criticism of Ismail Kadare).
This liveliness and joy of theirs has impressed others as well. So for example in the conversation Kiçua, Agron, Rrahmani and Ai, have said why these are now all joy, all joy, as it seems Kiçua says, that they are not criticized in these materials, or that there is more talk about schematism.
During this period, especially after the hunger strike, Xhaviti also increased his conversations and friendships with Maqon, Bardhyl, Todi and Faddil. When she went on hunger strike, Maqua went and had a conversation for about two hours, but as Maqua said, I could not convince her and as if she told her that I am tired of my mother and I want to die in front of her. As for Agron and the one who was told to eat at the time of the hunger strike, Xhavit was told that it is not up to me.
