Memorie.al publishes some archival documents issued by the Central State Archive in Tirana (fund of the former Central Committee of the ALP), which belong to 1945, where there are some reports-information with the “secret” logo drafted by The Political Secretary of the Communist Circle of Durrës, Adil Çarçani, sent to the General Secretary of the Albanian Communist Party, Enver Hoxha, where it is about the election campaign of the Communist Youth organization of that Circle in December of that year. Çarçan’s full report on Enver Hoxha, where he, among other things, gives a detailed exposition to the ‘Commander’, regarding the anti-party work that was being done by some of the main leaders of the communist youth of that Region, such as: Skënder Çela, Mark Toçi, Drita Malile, Semiha Ishmi, Sabaudin Haznedari, Petro Laku, Kudret Ballhysa, etc., whose thoughts and ideas were also supported by Thoma Laku, Xhevit Topçiu, Theodor Rupi, Isuf Kurshumi, etc., as well as the hostile work of some people , former members of Balli and Legalitet, such as: Baftjar Kokona, Zihni Dervishi, Bedri Rama, Mustafa Xhumri, Ahmet Kalaja, Koço Mojsiu, Xhemal Haveriku, Xhoxh Piqoni, etc.
“A part of these young people are from those dungeons of balls and luxuries, but another part are young intellectuals and athletes, who have a certain sympathy in a part of Rinis. But for the most part, they are known to the people as elements of the Front of Legality, the most important and most dangerous of them, who are constantly seen on the move and maintain frequent contact with young and old are: Zihni Dervishi (of Legality ) Bedri Rama (of Legality) Mustafa Xhumri (of Balli) Ahmet Kalaja (of Legality and wounded in Preza against us), Koço Mojsiu (fill-Engles) Xhemal Haveriku (of Balli and with tendencies of Muslim democracy), Xhoxh Piqoni ( i Ballit). These are the main elements that a group of 20-25 people have with them. Yesterday, Baftjar Kokona (Former – of Balli District in Tirana) was here from Tirana. He is a young university student, he lives in Tirana and here in Durrës he has got in touch with the above-mentioned elements “.

In addition to this report, there is another one drafted by him and in these two letters that Çarçani sends to the General Secretary of the Communist Party of Albania, Enver Hoxha, he reports on the elections of the Communist Youth of that Region, where a a group of young communists from that city, do not obey the orientation of the Center (Albanian Communist Party), to elect at the head of the Youth those who are proposed by it. Çarçan’s first letter, dated September 21, 1945, is published in abbreviated form, while the second letter, written on November 14 of the same year, is published in full.

“In the reports we have sent to you, we have constantly written to you that some of the Party members are young and some are inexperienced and some are old despite a lot of dissatisfaction and claims. These old elements who have been in bigger jobs before, you do not like not to have good positions again and for this they try by preparing other comrades to speak not against the party, but against the comrades that the Party has put in charge of work.
These friends, as you know are: Hysen Ballhysa, Skënder Çela, infected by these Mark Toçi, Drita Malile, Semiha Ishmi, Sabaudin Haznedari, Petro Laku, Kudret Ballhysa, etc. These are the ones who speak openly that there are some others who are in favor of their opinions, such as: Thoma Laku, Xhevit Topçiu, Theodor Rupi, Isuf Kurshumi… etc.
A part of the Student Youth, from those who in the time of Balli and Legality, have become part of the organized youth of Balli and Legality, seem to move a lot and constantly issue slogans against the popular power of the Democratic Front.
They are constantly on the block with each other and not only that, but they try to increase their circle more and more every day, opening themselves to the anti-fascist and communist youth, especially to those who may have some dissatisfaction.
In addition, there are signs that they are holding secret meetings as well as other signs that they should have something to do with Tirana. Some of them have whispered that on Election Day, they will stay inside and organize a lunch with guitar violin and mandolin.
A part of these young people are from those donzhuan of balls and luxuries, but another part is young intellectuals and sportsmen, who have some sympathy in a part of Rinis. But for the most part, they are known to the people as elements of the Front of Legality, the most important and most dangerous of them, who are constantly seen on the move and maintain frequent contact with young and old are:

We have made every effort to bring them closer, since we know their position from the beginning, but always, they have left our (Youth) organizations, conferences, rallies and personal contacts. “Now we’ve gotten over it and started working to break it up as a bloc.”

Dear friends:
On the occasion of the Youth elections for the exit of the council of the Prefecture here in Durrës, it was confirmed by some Party members, the preparation of a bloc against the comrades of the Youth Circle, preparations that led as a consequence that the elections did not go well but to prove in them quarrels and accusations by party members against other Party members, in front of all the youth who had gathered there at the rally.
Such an action, which for us was a sudden toast and like a bomb, has harmed us politically: it has made it clear to the anti-fascist youth of a part of the people who assisted in the elections, that’s supposedly in the ranks of our Party there is no divergence, and disarm.
This block, prepared in advance to overthrow the comrades who lead the youth in the Region, in a word against the entire Regional Youth Committee: has been hatched in this way by what we have been able to ascertain: Hysejn Ballhysa and Skënder Çela , the first member of the Party Committee of the Prefecture and the second member of the Agit Prop Commission at the Regional Committee, have been the main organizers of this group of Party members, in spite of the comrades who lead the youth.
Both of those mentioned recently on the occasion of the youth elections in the neighborhood, as well as before when only the slogans for the youth elections were issued, have shown a very great interest in these elections, sometimes neglecting the work in their sector, from this interest and through some dissatisfied elements in the youth, to do a preparatory work to overthrow the current leaders of the youth in the new elections, which the Party has appointed and to lead them.
During this work of theirs, by moving more the elements dissatisfied with the Youth and the Party, they have aroused in a part of the youth and Party members a great hatred towards the entire Youth Circle, especially towards the political secretary Niko Nishku.
In this way and under the rug, these two as the main protagonists have prepared to a part of the youth the opinion that on the occasion of the new elections, the whole old Council should be overthrown and in its place, a new Council should emerge, with elements that the youth, local and not foreign, know well, and from those who worked with the youth even during the time of illegality (why Skënderi and Hyseni at the time of the occupation were once in the Youth Circle here in Durrës).
The opinion was prepared in such a way that before the Election Day came here in Durrës, it was whispered to the youth that there would be debates, opposition, etc. in the elections. “You old people have 10 hours”, “Hyseni and Skënderi can lead the youth better”, and so on. These whispers had even fallen on the ears of some of the Circle’s youth comrades, but they had ridiculed them and ignored them, not even putting us properly in the current.
The work showed that exactly from this opinion prepared in advance by Hyseni and Skënderi, the youth elections here in the city of Durrës did not go well at all, and from the quarrels and disagreements proven there, we lost politically. It is in this connection that this issue has preoccupied us enough in recent days to resolve it until we have discovered the truth and the source of this preparation.
1) Why the greetings given on the morning of the opening of the youth rally by Skënder Çela (for the Front of N / pref.) Hysen Ballhysa (for the Government) and Drita Malile (for the Woman) were only about the way of the elections, the elements that had to be were elected, thus preparing the ground a little better for the afternoon in the elections.
2) Why in the Party Committee of the N / prefecture, when it was discussed who would make the greetings on behalf of the government, Hyseni insisted on saying ay, although some friends objected.
3) Before the election started in the afternoon (some 1-2 hours ago) I talked to Hysen and in the conversations, I pointed out that he should not accept to be elected to the Youth Council, until he had a the labor sector entrusted to him by the Party (power) and other new elements dealing only with the work of the youth had to be chosen there. Ay replied to me: that is in the hands of the youth, who will vote for me and not me.
When I told him that Niko Nishku should have become president, he replied: “Niko Nishku has no sympathy for the youth, and you will see this now inside the elections. This suggests that ay had prepared him before terrain in that direction, for as long as he was one hundred percent sure that Niko Nishku would win a few votes, as it actually happened.
4) In the afternoon of election day, Comrade Koço Pepo, secretary of the committee of N / pref. informed Skënder Çela and Mark Toçi that at four o’clock they would have the meeting of the Agit-Prop Commission where they were part of. The meeting of the Commission for this hour, exactly where the youth elections would take place, I combined without any purpose.
Skënder Çela, mourning that the meeting of the Commission was not supposedly appointed to sabotage his going to the youth elections, angry with Koço Pepo, shouts at him with bloodshed, saying exactly these words: “I know I took Koço Pepo “that you do all this to sabotage me not to go to the youth elections, but I will go because the youth loves me.” He goes to the polls. This convinced us that ay would leave any job, just go to the youth elections.
5) Hyseni, Skënderi and Semiha Ishmi, before the elections for almost 20-25 days in a row, have whispered that: on the occasion of the youth elections there will be debates, opposition, the old council will be overthrown, there is another two hours, etc. .
As I have touched on above, all these whispers that Party members are now telling us show that they have been preparing this issue for a long time and have manifested it in the elections.
6) Petraq Laku, member of the Party, influenced by Skënderi and Hyseni: when asked by us he said that: on the morning of the elections, Skënderi spoke to me about the opposition and debates that would be confirmed, as they were actually confirmed.
In addition to what we said above, what reinforces our opinion that in the elections there was pre-preparation and organized in the first place by the two I mentioned above, is that in the questions we asked each of them separately, have asked to be defended with the same statements, as the saying goes: Why the Party had not previously given us a prepared list of who should be elected (this was said by Skënderi, Hyseni and Semihaja).
What does the youth like Agallia Zoto who bathes all day in the sea and then comes and holds us accountable?
The youth does not like Niko Nishku, because he knows that he has a bad past (this was said first by H. Ballhysa and then by Skënderi and Semihaja). These same statements and defenses convince us even more that they have talked to each other about how to respond, as well as of course about all other matters.
In addition, the frequent contacts they had with each other before the elections, as well as after the elections, and the same dissatisfaction they showed after this event, reinforce even more the opinion that these are the main organizers of this event.
From the questions we have asked to members of complex parties in this matter, from the information given to us by the Committee of N / Pref!(One line is illegible Our note). We have introduced into them, our elements, which they do not know, but know as their own, and so we are in the daily current of the movements of their work.
We hope to have some success in this work with them, but nevertheless, the fact is that they work to extract something; they constantly work to discredit our power. Regarding the work done and what we plan to do in the second period of the campaign, I will write them in two or three days in another separate letter.
