In these meetings, an in-depth analysis was made of the causes that led to the flagrant violations of the law, taking the necessary measures.
For Comrade Elham Gjika, it was said that since he has been in the Directorate of Investigation for a long time, judging that “he has led and conducted large criminal proceedings, in terms of importance and character”, he also became a director and was supported by Comrade Feçor Shehu and Bato Karafili, has nurtured the opinion that “I am the most capable”, “I know well the laws and legal norms”, that “the laws and norms are for others and not for me”!
Thus arrogance, self-esteem and underestimation of friends, the tendency of complacency and euphoria, shows of work to appear, arrogance and arrogance were cultivated and flourished in this friend. These concepts, performances and foreign attitudes were argued with concrete facts and cases.
In his discussion, acknowledging all the criticisms leveled at Comrade Elham, he said, among other things: “Today I learned what it means to hold an organizational meeting, according to Party norms. Thinking that I would discover something big, I insisted on arresting that girl…, the concept of work for rage, pushed me not to stop later to correct mistakes in this process, especially when I found out the personality of the defendants and the signals of the Prosecution…!
My shortcomings were also influenced by the company of comrades Feçor Shehu and Bato Karafili, who must have noticed in me the signs of arrogance, but did not criticize me…, it was good that the basic organization shook me that I had fallen into euphoria. The basic organization of the Party gave him severe remarks with a note on the registration card and proposed that he be dismissed as director, and go to the base in the Investigation sector. Three communists, among them Comrade Elham himself, were in favor of returning to the party candidate and being sent to the base, outside the Investigation sector. The Party Committee was of the opinion that only serious measures should be left on the registration card. The two members of the Party Committee were for the heavier mass.
For Comrade Feçor Shehu, it was emphasized that; is responsible for the lack of control over the Directorate of Investigation, which is directly subordinated to him, he should not have allowed his secretary, Farudin Poçari, to make the expert report, moreover to have been acquainted with the conclusions of the Central Forensic Laboratory .
He should not be content with just giving the message “to analyze the violation of legality”, but to organize and direct the analysis himself. In addition, he did not ask for an account, what was done with the order given and on the basis of ill family, signed a formal generalization. Criticism was leveled at Comrade Feçor for what he kept close to and pampered Comrade Elham Gjika.
Comrade Bato Karafili was criticized because, although he learned of these violations in April 1981, he did not stop and did not ask for a deep analysis in the Party, but was satisfied with the cursory and formal information he made in the collegium, in the Committee of Ministry Party and in the grassroots organization.
This comrade was also criticized for excessive friendship with comrade Elham Gjika, who, although he had lost the Party card, for which he was punished and later committed serious violations of legality, with the recommendation of comrade Bato, was elected delegate for at the 8th Party Congress.
- Regarding this process, the bodies of the Prosecution and the Court also had shortcomings. The General Prosecutor’s Office, until it saw that the District Prosecutor’s Office did not obey, should not have issued an order to sanction the arrest without first studying the case in depth.
On the other hand, when she was made aware of the violation, it should not be enough to just intervene, but to demand that the perpetrators be brought to justice. When the removal of the acts from the investigative file was discovered, the Court, instead of acquitting Lindita Beka, took an opportunistic decision, saying: “Return the case for re-investigation”.
From the verifications and analyzes that were done for these violations of legality, it also emerged that; the internal life of the grassroots organizations and the Party Committee of the Ministry is still difficult. There has been a lack of criticism and strong demand for accountability, in some cases a spirit of command, sick familiarity and euphoria.
For all this, we gave the order and measures were taken to establish justice:
- The Investigation Branch of the Directorate of Internal Affairs of Tirana gave an account to the “Dinamo” Plant, for taking the defendant and unjust sentence of Lindita Beka. She was paid for her time in prison and provided with accommodation.
- He presented a report to the Central Deportation-Deportation Commission, and on January 12, 1982, he decided and lifted the deportation measure as unfounded, to Kudrete Dobi, Natsha Egro, Dedë Lasku and Ndoc Lasku.
- For them, it was recommended to the Executive Committee of the People’s Council of the Tirana district, to give them the right to housing and housing again.
- In addition, we intend to take the following measures:
-Comrade Elham Gjika, for the shortcomings and violations committed, to circulate.
– Comrade Feçor Shehu, to make self-criticism in the basic organization for the money of the First Directorate and the Directorate of Investigation.
-Comrade Neshat Tozaj, to return to the Ministry of Internal Affairs, as the man who has fought to protect the law and the norms of the Party.
– Regarding the mistakes and violations made by comrades Farudin Poçari, Kadri Gojashi, Sokol Koleka, etc., the issue should be raised in the basic organizations where they should be held accountable and maintained according to the degree of guilt.

On the night of October 20 and 22, 1980, in the city of Tirana, the tires of ten vehicles of foreign diplomatic missions were punctured. Among them, 4 belong to the Bulgarian embassy, 3 to the Greek one, and 1 to the Czech, Polish and Danish embassies. These acts were carried out in front of the Hotel “Dajti” in the residence of diplomats, in “Pjetër Budi” Street, and in front of the Greek Embassy in “Rreshit Çollaku” Street.
So far the perpetrators have not been discovered and are not known specifically, except for any suspicion that has been created about specific persons.
The Directorate of Internal Affairs in Tirana and the Ministry, have assessed these as a serious hostile act of organized political character and have determined the relevant and fair measures, for the implementation of which intensive work is being done.
The Party Committee of the Tirana district, upon becoming aware, held an operational meeting with its apparatus, with the participation of the secretaries of the Party Committee of the Regions, where it set the task to put the basic organs and organizations of the party at the head of leadership to strengthen revolutionary vigilance, to take comprehensive measures to raise public opinion against these ugly acts and to beautify and unmask at all costs their perpetrators.
Aware of these events, we went to the Directorate of Tirana and saw and helped for further measures to be taken by the Committee and the basic organizations of the Party of the Directorate. We emphasized the necessity of the organized work that will be done to root in every communist and cadre, the conviction that this is a sharp political act and not something ordinary.
To strongly fight any unjust and de-mobilizing opinion that the events took place in facilities covered by the relevant sectors of the central apparatus of the Ministry and not by the Directorate, to ensure the comprehensive strain of the entire staff and to strengthen control and accountability for it carried out with strict discipline all the tasks and measures set for this issue.
In the end, the necessary conclusions will be analyzed and the necessary conclusions will be drawn on the event and on the issues related to the improvement of the work for the physical security of the foreign diplomatic missions accredited in our country.
