Memorie.al/publishes some archival documents extracted from the Central State Archive in Tirana (the fund of the former PPSh Central Committee), which belong to the year 1982, where there is a file with relations, reports, instructions, information, letters, minutes of meetings of the Political Bureau, the Secretariat of the Central Committee, etc., regarding the “hostile activity” of the member of the Political Bureau and the Minister of People’s Defense, Kadri Hazbiu, as well as some of his closest collaborators, such as : Feçor Shehu, Mihallaq Ziçishti, Llambi Peçini, Zoi Themeli, etc., who were accused by Enver Hoxha, as “the main collaborators of the police agent Mehmet Shehu”. In the file in question, there is also a document with Kadri Hazbi’s self-criticism, dated September 27, 1982, sent to Enver Hoxha and the Political Bureau of the Central Committee of the PPSh, regarding “his poor work at the head of the Ministry of of Internal Affairs and the lack of vigilance, for not detecting hostile groups, all of which the party and Comrade Enver had discovered”. In this document, the former head of the Ministry of the Interior writes: “From the beginning of September, when I was getting my hair cut, a driver who works with the transport lines abroad came to me and told me that, returning from abroad, the drivers they had spoken badly about my fate. I didn’t ask him what he had been told, but I told him to go and report it where it should be. He added in more detail that he had spoken to the companion who stays with me, which I ordered him to report. He told me that he had done this. I don’t know whether I told him about this case or not, friend Hekuran. After a few days when I returned from a 3-4 day service, my family told me for the first time that they are taking us on the phone and so on, in meetings they ask about you, where are you and how are you, because we have heard things not good, as if we have escaped as a family abroad, as if I have been dismissed from my position as Minister of Defense, etc. I told you that anyone who asks about us, you say we are fine and don’t engage in further conversation. I emphasize that these things have spread so much that even one of the workers who serves in my family left without expecting that something is happening with me and my family. All these things, I told my friend Ramiz, together with my opinion that there is not enough fight against these harmful slogans and that they are spreading from Tirana in the first place”. Likewise, the document in question also contains the minutes of the meeting of the Political Bureau of the Central Committee of the PPSh, held on October 8, 1982, where the “hostile activity of Kadri Hazbi” from the period after the war when he was in the position of Chief of Army Security, which has brought fierce debates, they all discussed, starting from: Adil Çarçani, Hekuran Isai, Simon Stefani, Manush Muftiu, Rita Marko, Prokop Murra, Photo Çami, Lenka Çuko, Pali Miska, Besnik Bekteshi, Muho Asllani and Llambi Gegprifti. Even the debates and strong tones in that meeting were not absent between Enver Hoxha and Kadri Hazbiu, which continued throughout the meeting, for several sessions. The meeting was opened and led by the first secretary of the Central Committee of the PPS, Comrade Enver Hoxha.
Discussion on the serious crimes of comrade Kadri Hazbiu.
COMRADE SIMON STEFANI: Kadri’s serious mistakes that we are analyzing in this meeting of the Political Bureau, are random and accidental, they are a long continuation of his work. On the surface, in the external appearance, Kadriu has shown himself to be mobilized in the implementation of the Party’s line, while the facts show that he has been a liberal element in the implementation of the norms in the work of the State Security. So, the pronounced omissions, weak control over the work of subordinates, the marked lack of responsibility towards the task, the unfounded euphoria and the sick familiarity that Kadriu himself has cultivated within the framework of the Ministry of Internal Affairs, has seriously damaged the Party’s line. , in this important and quite delicate sector.
Arrogance, megalomania and political myopia, has led Kadri to that position of enemies who were organized from time to time, in groups, starting from the Tirana Conference, until the actions of the last group led by Mehmet Shehu and some cadres of the Ministry of Internal Affairs. Thus, Kadriu has not justified the Party’s trust, he has worked very badly, therefore for all these serious faults that have caused a lot of damage to the interests of the Party and the homeland, he can no longer remain in the functions that he they are trusted in the Party and in power. Many bodies and organizations from all over the country, when they became aware of Comrade Enver’s speech held at the last Plenum of the Central Committee of the Party, have rightly demanded that Kadri Hazbiu give explanations and account to the Party and clearly state that why these enemies were not discovered at the right time, by the State Security bodies.
I propose that Kadri Hazbiu be removed from the Political Bureau and the Central Committee, also be dismissed from the functions of the Minister of People’s Defense and not be recommended in the lists of candidates that have been prepared for deputies in the People’s Assembly. These measures will further strengthen the unity of the Party and will increase the people’s trust in the Party, the communists and the people will once again look at the leadership of the Party, its determination, to implement its straight line. From this analysis I draw important lessons for my work, to strictly implement the norms of the Party and to increase its role in all directions. I will fight to increase revolutionary vigilance more.
COMRADE ENVER HOXHA: Now who wants the floor? You friend Paul? Okay.
COMRADE PALI MISKA: The self-criticism made by Comrade Kadri Hazbiu is nothing but an excuse; it is a mixture of known events and facts, which can be made by anyone. There is nothing there to convince you where his mistakes lie, in the very important work that the Party had assigned him, for a very long time, there is nothing clear where his responsibility lies for the work as Minister of Works of the Interior, in not revealing all this hostile work and activity, to the detriment of the Party and the popular power. So, in his self-criticism, the main thing is not stated, why have not been discovered by the State Security, all those traps and behind the scenes that were prepared by the enemies for a very long time against the Party, the popular power and against Comrade Enver? Not only why nothing has been discovered, but why didn’t Kadri Hazbiu at least give a signal, both to the Party Central Committee and to Comrade Enver?! Exactly, this is the main thing, Kadri Hazbiu does not say in his self-criticism.
Kadri Hazbiu has not implemented the orientations of the Party and the great lesson of Comrade Enver, that familiarity should be fought in the State Security bodies, as a very dangerous phenomenon that has serious consequences for the Party and our country. Familiarity, Comrade Enver teaches us, is harmful everywhere, but it becomes very harmful and with dangerous consequences in the Internal Affairs bodies, especially in the State Security bodies. Kadri Hazbiu, not only did not fight the familiarity in the Ministry of Internal Affairs, especially in the Security bodies, but he himself gave the impetus to develop the familiarity and not fight it.
The familiarity that Kadri Hazbiu himself had, with Mehmet Shehu, Mihallaq Ziçishti and Feçor Shehu, with Llambi Pečini and Gani Kodra and with many other enemies, led Kadri Hazbiu to that state, that for years in a row these enemies, to develop a feverish hostile work with very serious consequences, that this activity should not be discovered, especially by the bodies of Internal Affairs, because, like them and Kadri Hazbiu, they had great and excessive trust in each other. Therefore, how much Kadri Hazbiu demanded from them and how he demanded an account from them, he himself knows this, but I think that he could not demand an account from them, why exactly the sick familiarity and the mutual compromise that existed between them did not allow it.
Therefore, they worked for a long time against the Party and the people’s power. Kadri Hazbiu also had acquaintances with some people whom the Party has condemned for hostile activities, such as with Ali Kubati who was sentenced to years, as well as with some other bad elements. Why did the Minister of Internal Affairs have such a close friendship with these elements who were throwing bile against the Party and the people’s power? He did not explain this to us. It is noticeable that in the Internal Affairs bodies that Kadri Hazbiu has headed, there are many people from his family and friendly circle. A must see in my opinion. Kadri Hazbiu had such a friendship, even with the enemy Mehmet Shehu, and he did not mention this at all when he spoke, nor when he was asked for a written self-criticism by the Central Committee recently. What you say, Kadri, that in the Political Bureau you criticized Mehmet Shehu more than other comrades, not only does it not hold at all, because they have no basis, but you did this with predetermined goals, to create the impression, as if you allegedly never agreed with Mehmet Shehu!
What you said is not true at all. You and Mehmet Shehun, all the time you got along very well, you had conversations, as the people say, milk and honey with each other and this was very clear to everyone, when the dirty work of that enemy was not discovered dangerously. We know that all of you, with Mehmet Shehu, with Mihallaq Ziçishti, and others like these, have had a sick and great familiarity. Where does this come from, explain yourself. Kadri Hazbiu, has not implemented the other orientation of the Party, to get out of the closed work of the State Security bodies and to rely not only on some, but on all communists and cadres, to whom the Party has trusted you positions with responsibility in the State Security bodies, whether these are large or small. This is an orientation of great importance, given by the Party. Kadri Hazbiu, as we can call him, had an excessive faith in some cadres of the Security, who now, as is fully proven, were sworn enemies and had made this body a “wasp’s nest”.
If safety had come out of this closed job and relied not only on a few, but also on a few others, there was no way that alerts would not have been heard, even if these were small, to trace this activity so hostile and very dirty. Or, if there was a signal and he did not appreciate it, that this or that person raised it, then this other mistake on his part is even bigger. On the surface, as friend Simon said, Kadri Hazbiu gives the impression that it is a mass cadre, but inside, it was the opposite, it was not like that. I think that Kadri Hazbiu has done a closed job in the Internal Affairs bodies, he has relied only on a few, he has not properly relied on the cadres and on the healthy communists with partisanship and devotion, that is why he has not fallen into traces of this feverish hostile work. And Kadriu does not tell us why, so let him try to explain it to us clearly, as it should be explained.
Kadri Hazbiu has lost his vigilance, if not more, which is necessary for the State Security bodies, a norm which the Party has constantly raised with great force. It could not be left to Llambi Peçin alone, the sending to the Soviet Union of all those secrets of the dicastery with a delicate and sharp character, almost the entire summary of the archive of the Ministry of Internal Affairs. As Kadri Hazbiu says, Llambi Peçini and anyone else in the ministry could not do such an action with his own head, but he did it as it is written in the report and in the letter “at the behest and by order” of Kadri Hazbiu. This action, in my opinion, defeats all the purposes of lowering vigilance. Or burning all that agency out, both in Intelligence and Counterintelligence, indicates a great loss of vigilance, if nothing else.
Even the placement in very important positions of some cadres, who had been exposed abroad with the agency and who were known by Kadriu, such as Kristaq Qarri, Mendu Tetova, Malo Harshova, etc., up to the position of the Director of the Operational Directorate in the Ministry of People’s Defense , indicates a great decrease in vigilance, or not keeping directly under control the investigations that were carried out on the group of Beqir Balluk, Abdyl Këllez and their collaborators by Kadri Hazbiu, completely leaving this extremely important issue, as he says , in the hands of the enemy Feçor Shehu and his collaborators, who created a vicious circle of questions, covered up all that bad work and the connection they all had with the enemy Mehmet Shehu, shows that Kadri Habziu had lost his vigilance, creating excessive trust, especially in the enemy Feçor Shehu and his collaborators.
If you received alerts directly and didn’t evaluate them, that’s even more serious than the investigations you say you did yourself. This for Kadri is unforgivable, in my opinion. It is strange and completely incomprehensible how Kadri Hazbiu, first as deputy minister, then for a very long time also as minister of internal affairs, did not fall in the footsteps of this furious hostile activity that took place for a very long time long, how he has never cast doubts on the work of these enemies. This is inexplicable. The enemies we put in prison today, it was not possible for them to always work well, according to the Party’s guidelines. Then how are they closed their eyes especially to you, as the main responsible before this situation in the Ministry of Internal Affairs?!
Kadri Hazbiu, in his work in the State Security bodies, has never ensured the necessary leadership and control of the Party, even in all cases. Many problems, as it turns out now, he solved himself, others he solved by informing the enemy Mehmet Shehu, with whom he had direct connections, some others with the secretary of the Central Committee, but for the latter, as it turns out now from the concrete facts, he has done very little. I want to underline on this occasion that for many important and cardinal problems, he did not inform the Central Committee of the Party and the corresponding secretary of the Central Committee, while for some very important problems, I emphasize, very important, he had duty to inform Comrade Enver himself and get his opinion and approval.
But Kadri Hazbiu did not do such an action. This action displaced both the direction and the control of the Party, of its Central Committee. Why he did not do this, let Kadriu explain himself, but I think that he did not call the direction and control of the Party for all the problems of the State Security an absolute necessity. With words, he has accepted this direction and control, but he has not implemented it with actions. There are problems with the State Security bodies, for which, based on the platform, the opinion of the First Secretary of the Central Committee of the Party must be taken, while Kadri Hazbiu, the Platform, a document of a very secret character, signed by Comrade Enver , sent him to the Soviet Union as if there was nothing wrong with him, without even asking Comrade Enver.
