Memorie.al publishes some archival documents extracted from the Central State Archive in Tirana (the fund of the former Central Committee of PPSh), which belong to the years 1945-1949, where there are some reports, information, relations, announcements, decisions , etc., of the District Party Committee of Tirana, signed by the first secretary, Fiqret Shehu, sent to the Central Committee of the PPSh, regarding the proposals made in the meetings of the basic party organization of the Directorate of State Security, where, after analyzing the “Trotskyist and hostile activity” of the highest leaders of the Ministry of Internal Affairs, such as: Koci Xoxe, Nesti Kerenxhi, Vaskë Koleci, Vango Mitrojorgji, Mihallaq Ziçishti and Myftar Tare, the relevant motivations for the measures taken were given and the punishments against them.

The minutes of the meetings of the Directorate of State Security, where most of the management staff who took the floor there, discussed and analyzed the activity of their work for the period 1945-1949, evidencing terror, persecutions, internments, arrests, imprisonments , torture, shootings, crimes, extrajudicial and extrajudicial killings, disappearance of persons, etc., etc. that had undertaken the highest cadres of the Ministry of Internal Affairs, starting with Koci Xoxe, Nesti Kerenxhi, Vango Mitrojorgji, Vaskë Koleci, Myftar Tare, Mihallaq Ziçishti, etc., who, among others, were accused of, in collaboration with the Yugoslav advisers of the UDB who were included in the Ministry of Internal Affairs, such as the infamous Colonel Safet Filipovic, Major Mirko, etc., had put the State Security bodies over the Party, going so far as to control the mail of to the ‘Commander’ (Enver Hoxha), as well as to supervise the main leaders of the Party and the government, such as: Mehmet Shehu, Spiro Kolekën, Bedri Spahiun, Nako Spiron, Njazi Islami, Spiro Gusho, etc.

Attached we send you the proposals of the basic organization of the Directorate of Insurance, No. 1, regarding the measures to be taken for the comrades: Vaskë Koleci, Vango Mitrojorgji, Myftar Tare and Nesti Kerenxhi.
Thoma Vangjeli: Nesti told me that before a captain in Security, I don’t even put a captain in the Army. Why?!
Zoi Skurti: I ask Nesti, if the Commander has been informed about the surveillance of Nako?!
Siri Çarçani: Was he behind the scenes of Berat, Nesti?!

Angji Faberi: I ask Nesti if the suicide of Nako Spiros is behind the scenes, after he sent me to the State Planning Commission a few days ago. 3-4 months ago, Nesti sent me to the bank to withdraw 1000 US dollars and convert it into Albanian Lek. Nesti sent me to take letters to the Yugoslavs, which I then took to the Soviets.
Vangjel Pecani: Have the Yugoslavs been given important documents in the sector where I worked, I ask Kerenxhi and Taren?!
Miltiadh Pope: Every issue that was presented from below against the Yugoslavs, we made reports where we noted all their atrocities. But these were returned to us by Nesti Kerenxhi and Vaskë Koleci.
Dhosi Pecani: Nesti told me that for a while no more work was done on the Xega and Konomi process. The work on this process started after August 15, i.e. after the decision of the Informburo to release Nako Spiro as an agent of the Anglo-Americans. Maqo Pecani told Miltiadhi that, what are you doing like this, since you are still continuing for their punishment. For the torture circulars, at the end it was written that, after being read, they should be burned.
Mihallaq Ziçishti: I reinforce the suspicion about the behind-the-scenes, since Comrade Nesti also had doubts about the Commander.
Sadik Bocaj: How could it be immediately believed that Nako was an enemy of the Party, when he was in the Central Committee and had direct contact with the Yugoslavs?
Sali Ormëni: How could Koci not tell Xoxe, friend Nesti, about the surveillance of Nako Spiro?! And the fact that this issue was discussed and decided at Koci’s house is behind the scenes.
Angji Faberi: Comrade Nesti, he sent me to the Planning Commission to prepare an agency network, to find out where the plans were. He sent me two weeks in advance, so I say he knew about Nako in advance.
Sadik Bocaj: The fact of the report made by Comrade Angji Faberi, 10 days before Nako’s murder, and his sending to the Plan Commission, as well as plans in the Army, means that Nako Spiru and Mehmet Shehu were enemies.
Muharrem Lila: After all this self-criticism, friend Nesti, he should realize that Nako’s case is behind the scenes.
Sadik Bocaj: My friends asked me to clarify about the self-criticism of Comrade Nesti in the Central Committee. I told them that here, his self-criticism has been more extended and that he has given materials to the Party, and continues to give them.
Vaskë Koleci: Regarding my privileges, such as palaces, etc., it is not right, as Comrade Nesti put it, that I was in the same rank as Koci Xoxen. I have lived in an apartment of 5 people, and I have not had any privileges and for that, look at the accounts. Accusing me of theft is not fair.
The vote was taken and the result was: That Nesti is expelled from the Party, with four votes in favor. For him to be in the Party, equal to all, without four. Celula’s decision is to remove a serious remark from Comrade Nesti’s biography.

- Mihallaq Ziçishti:
1/12/1948. The Directorate of Security, Koci Xoxe, have sold the secrets of Security to the Yugoslavs, such as: Koci Xoxe, Nesti Kerenxhi, Vaskë Koleci, and Vangjo Mitrojorgji.
- Strati Papa:
1/121948. Even the members of the Party were arrested by order of the Directorate. For an A.P. Nesti Kerenxhi told me from Skrapari who appeared in the proceedings; arrest him, I didn’t arrest him.
The director, when Vangjua went to Moscow, because I was going to replace him, he told me that; the network will rise, in ten people, one associate. It didn’t seem fair to me and I reported it to Nesti Kerenji, who told me that; your point is right, so we will make an army of informants.
The problem of the Yugoslavs arose from below: Information on Yugoslav individuals was requested in two translated copies. Nesti told me: are you sure about this information about the Yugoslavs and told me that they probably produce it as a result of chauvinism and you should not give information without being 100% sure.
Later, Kantiere’s comrades were called to the Directorate by order of Nest, regarding the relations with the Yugoslavs. The one from Kuçova, Siri Qerimi, told me that: “Nesti called me and told me that; why is he reporting against the Yugoslavs”.
A few days before Koci Xoxe spoke at the Party school, there was a meeting of the leaders and the issue of our relations with the Yugoslavs was raised: There, Nesti took out a part of the speech and told me that a Party envoy will refer this, but this was something prepared.
Two or three days before Comrade Nako Spiro was killed, Nesti called me and someone said what is being done in the Economy sector, who is in charge of the Planning Commission, he told me to go to the Ministry of Industry, Trade, World, and Bank.
The arrested Anthim Konomi sends him a letter and asks him to bring a friend from the Central Committee to give him something important. I gave this letter to Nesti. He told me, take an envelope and paper and go to write.
When I handed over the letter he addressed to Koci, I gave it to Nesti, and then Koci and Nesti called me and said: did you beat him, because the wood is forbidden?! Paskal Andoni had given Anthim a couple of palms and for beating, we were arrested by Nesti.
Regarding a letter that was found in Xega’s house, Nesti called me and told me to take out others. We beat this, and I continue to mention names like Gaqo Tashko, Spiro Kolekan. Nesti told us that he wants to provoke us and answered me: “Yes, he knows our weak points”. When he charged us with this, it was before the VIIIth Plenum.
- Vaskë Koleci:
13/12/1948. They were told that he had knowledge of all the affairs, I accept this, that during the time when he was Nesti Kerenxhi, the bosses kept in touch with him. The responsibility as a line is the Yugoslavs who gave it, Koci who took it, as well as Nesti and me, as one of the main cadres, because I also received these instructions from Nesti.
The very responsibilities that Nesti had, even becoming a member of the Bureau, show that Koci Xoxe did not have too much faith in me.

Nesti told me that; you will not go to Mehmet Shehu, but to Beqir Balluku. This happened before Mehmet left the General Staff, and he wanted to remove from me the obstacles that Mehmet had removed. From now on, – Nesti told me, – the Ministry of Communications will be created and I will tell you which one you will contact.
When I told him how Mehmet “kicked” all those sacrifices, he told me that: “he did them for himself”. I know that Nesti spoke badly about the Greek Communist Party and the Greek people. Nuri Huta spoke to me by order of Nest, against the party and the Greek people. Nesti spoke with great sympathy for Josip Gjergjian. From Nesti, I found out about Isuf Keçi, who was suspicious, as well as Ali Kubati, who is associated with Isuf Keçi.

Regarding the decision no. 7/592 dated 25.3.1949
The Central Committee of the APS, after considering the proposal of the basic organization of the Security Directorate No. 1 and your decisions on the measures to be taken against the comrades: Vaskë Koleci, Vangjo Mitrojorgji, Myftar Tare, and Nesti Kerenxhi, as well as taking into account the development of the trial, against the Trotskyist group of Koci Xoxes, approves these measures:
- Vaskë Koleci, to be expelled from the Party for these reasons. He was an active and distinguished member of the Trotskyist group of Koci Xoxes, he conscientiously implemented the orders and directives of the chief bandit Koci Xoxe, under the responsibility of the Deputy Minister of the Interior, he was the main supporter of Koci Xoxes for the criminal work carried out in the sector of State Security.
By his order, Party members and especially state leaders such as comrades: Mehmet Shehu, Bedri Spahiu, Spiro Koleka, etc., have been put under the police control of the State Security bodies. Also, he worked to issue fake statements, and invoice them to his friend Nako Spiro, allegedly as an agent of the Anglo-Americans, as well as checked the Commander’s mail.
On his orders, unjust and illegal arrests, imprisonments, tortures and executions were carried out. He cooperated closely with the representatives of the UDB, and gave them secret documents of state importance. He showed a marked anti-Soviet spirit, despised the experience of the Soviets, and ordered them to be monitored by the State Security bodies.
- Vangjo Mitrojorgji, to be expelled from the Party for these reasons. He was an active member of the Trotskyist group of Koci Xoxes. As Head of the most important Section in the Directorate of Security, he acted consciously and was predisposed to implement the orders of the traitor Koci Xoxe in the State Security. He gave orders for illegal arrests, imprisonment, torture and executions.
He cooperated with the OZNA (UDB) envoy Safet Filipovic, giving him secret documents of our country. He showed an anti-Soviet spirit as he ordered that secrets from the Soviets be kept in Kučovo, as well as ordered their surveillance.
- Myftar Tare, to be punished with severe remarks in the biography for these reasons. He was predisposed to cooperate with Koci Xoxen, Vaskë Koleci, Vangjo Mitrojorgji, and Nesti Kerenxhi, in the development of hostile work in the State Security sector.
This has been one of the main cadres of the State Security (in the Intelligence sector) and his behavior has not been good as he has made baseless intrigues and accusations. He cooperated with the OZNA (UDB) envoy Safet Filipovic and gave him secret documents of our state. When he was criticized for his mistakes, he did not react well.
- Nesti Kerenxhi, to be punished with severe remarks in the biography for these reasons. As Deputy Minister of the Interior, he has his responsibility for the hostile work developed in the State Security. He underestimated the Soviet experience, as well as worked on the establishment of the State Security structure on Trotskyist bases.
He checked the Commander’s letters. But despite his serious mistakes, the Party gives Nesti Kerenji a hand since he has made a somewhat complete self-criticism and gives hope for improvement. Memorie.al
