Memorie.al publishes some archival documents extracted from the Central State Archive in Tirana (fund of the former Central Committee of the ALP), which belong to 1975, where there are some reports-information of the Foreign Relations sector of the Central Committee of the ALP, regarding the works of the material of the 7th plenum of the Central Committee “On the hostile and sabotaging activity of Abdyl Këllez, Koço Theodhos, Kiço Ngjela and Vasil Kat in the economy sector”. Full information report prepared by Peçi Orgocka addressed to the Central Committee of the ALP, regarding the holding of meetings in the basic organizations of diplomatic missions abroad, where the activity of Abdyl Këllez, Koço Theodhos, Kiço Ngjela, Vasil Katit, Lipe was discussed Nashit, Andrea Manços, Sami Muhametit etc. The accusations of Ambassador Musin Kroi, who said: “In 1952, when we were abroad, Kiço Ngjela asked me to send him something for myself. -But some problems that came out of the party-based organization meetings in Vienna and Beijing, during the work of the 7th Plenum of the Central Committee of the APL (for the hostile and sabotaging work of Abdyl Kellezi, Koco Theodhos, Kiço NGEJLËS AND VASIL KATI, IN THE TRADE SECTOR).

The document with the report-information drafted by Peçi Orgocka, for the holding of meetings of the basic organizations in our representations abroad, regarding the activity of Abdyl Këllez, Koço Theodhos, Kiço Ngjela, Vasil Katit, Lipe Nashi, Andrea Manços, Sami Muhameti etc.

                                                             I N F O R M A T I O N

On some issues that were raised by the communists of the Beijing-based organization during the preparation of the materials of the VII Plenum of the Central Committee of the ALP.

During the discussion of the materials of the VII Plenum of the Central Committee in the basic organization of our embassy in Beijing, among others, the following issues were raised:

1 – For Abdyl Këllezi

Abdyl Këllezi, managed to establish in the State Planning Commission a marked decentralization. He removed import goods from centralized planning, and dealt with setting quotas for departments. He thus left them free to order whatever they wanted within the quota.

2 – For Kiço Ngjela

Kiço Ngjela did not fight enough in the government; he even often told us “What do you need, we ask as much as possible, let them think how they will achieve it”. Kiço Ngjela, behaved differently with Sami Muhameti, Andrea Mançon, Petro Takun, and differently with others. They could not be scolded.

He had weakness for Manço and was interested in his illness, and where he had not sent him for cure. When Mancho did not want him in Budapest, he sent him to Prague. We found out that he sent her to Italy for treatment.

He had unwavering faith in Muhammad and Mancho. Contrary to our insistence that the Ministry of Trade control the spending of free currency, it left them free to do whatever they wanted.

3 – For Koço Theodhosi

Koço Theodhosi and Rrahmi Shehu, had the right to use the funds as they wished. He had gathered people in the ministry like Lipja and Rrahmiu. Koço was assisted by a person who was a secondary technician and received his salary from the Central Oil Directorate.

4 – For Lipe Nashin

Lipe Nashi, had put in key places, degenerate people with bad backgrounds. He had distributed many materials to the Army and agricultural cooperatives. Lipe Nashi, was a camouflaged man.

5 – For Vasil Katin

Vasil Kati used to tell people fleeing abroad that they knew how many feet his wife and daughters had, so he asked them to bring him shoes from abroad.

6 – For Andrea Mançon

When Andrea Manço, was in China he was indecently caught up with the Chinese Employees of Trade, and treated them like a rascal. He was the great supercilious.

7 – For Sami Muhamet

With Sami Muhameti, we had no desire to make correspondence as his telegrams were, deconstructive and insulting. During the discussion on further deepening the fight against bureaucracy, the basic organization of the Party has decided that:

A – In the Trade sector, in addition to the person previously removed, another to leave. Specifically, comrade Kosta Gjika, who left, should not be replaced.

B – By the end of the year, another person should leave in the facilities branch, since many facilities are completed and that the new facilities that will be built in the next 5 years will begin to be built after a few years.

C – In the Trade and facilities sector, to appoint a sponsor from friends who are not employed? It will help the spontaneous work that the friends themselves are doing now, and that this work consumes them time.

D – Since there is no job for one person, the position of the employee who deals with technical-scientific cooperation and the new reorganization that will take place in the Trade sector, this sector, to be transferred to the energy sector.
