Memorie.al / Exactly 42 years ago, on October 15, 1982, the bodies of the Ministry of Internal Affairs issued an arrest warrant for Kadri Hazbiu, former Minister of People’s Defense and member of the Political Bureau of the Central Committee of the ALP- at that time, who from 1953 until December 1979 held the position of Minister of Internal Affairs, being the longest-serving minister not only in Albania, but also in all the countries of Eastern Europe, where the Communist Parties were in power. The arrest of Hazbiu, which was carried out on the same day (on 15.10.1982), came after his dismissal from all party and state functions, by the 5th Plenum of the ALP Central Committee, held two days ago, on 13.10.1982.
During that marathon meeting, after numerous questions that were asked to Hazbi by members of the Plenum and his answers, Enver Hoxha finally intervened and, after a debate with Hazbi, addressed him saying: “I give the order that arrest”, and Hazbiu replied: “Yes, my Party arrests me”, a debate which ended with Enver shouting: “Your party arrests you, because you have committed serious mistakes and sins”!
Now all of these are very well known, since after the 90s, numerous testimonies and documents on; the “hostile activity of Kadri Hazbiu” and his close collaborators, such as; Feçor Shehu, Llambi Ziçishti, Llambi Peçini, etc.
Based on this, Memorie.al will publish a large number of archival documents, extracted from the voluminous file in charge of the former minister Kadri Hazbiu, (under the motto “Top secret” and already de-classified by the Information Authority Documents of the former State Security), which have never been made public. In this issue (together with the relevant facsimiles) we are publishing the document for the reception of Kadri Hazbiu in active processing 2/A, as well as the plan of his arrest, on October 15, 1982.

DECISION
FOR PROCESSING 2/A OF KADR HAZBIUT
I, Operative Worker, Ylli Birçe, officer of the 1st Directorate of State Security, after studying the materials at the charge of Kadri Hazbiu:
I FOUND:
Kadri Dautaj, son of Hazbiu, born in 1922, born in Mavrovë village, Vlora district, and resident in Tirana, of middle peasant origin, with higher education, civil servant by profession, former Minister of Defense Popular, with Albanian citizenship and nationality.
He participated in the Anti-Fascist National-Liberation War since 1942 and with the creation of the 5th Brigade; he joined the ranks of this brigade, where he had responsibilities up to battalion commander.
After liberation, he had important functions at the Ministry of Internal Affairs, as Chief of Army Security, Deputy Minister of Internal Affairs, and from 1953, he was appointed Minister of Internal Affairs, where he remained until December 1979 when he is appointed Minister of National Defense.
He was elected a member of the Central Committee and since the 4th Congress of the APS; he has been elected a member of the Political Bureau of the Central Committee.
The Political Bureau of the Central Committee of the ALP, in its meeting dated 9.10.1982, dismissed Kadri Hazboi from all the functions he had in the Party and in the State, while the 5th Plenum of the Central Committee, dated 13.10. 1982, excludes Kadri Hazbi, also from the Party, as an anti-party element, who, in cooperation with the traitor Mehmet Shehu, not only did not inform about the coup that Mehmet Shehu was preparing, but is his close collaborator and has seriously damaged the implementation of the line of the Party, for the time he was Minister of Internal Affairs.
In order to discover, document and stop in time and in depth, the hostile and conspiratorial activity of Kadri Hazbiu, in cooperation with the enemies; Mehmet, Fiqret and Feçor Shehu;
DECIDED
That I take Kadri Hazbiu into active processing 2/A, as an anti-party element and as one of the most active members of the coup that the traitor Mehmet Shehu, and his other collaborators, by doing the vindictive actions, in the Registry of the Branch of IVs.

In Tirana, on 15.10.1982, with the approval of the General Prosecutor of the People’s Socialist Republic of Albania, the arrest of the enemy, Kadri Hazbi Dautaj, will take place.
The following friends will participate in his arrest:
