Memorie.al publishes some archival documents recently released by the Authority for Information of Former State Security Files (AIDSSH) that for many years have been in the reserve fund with the logo “Top secret of special importance”, which belong to the period 1976 – 1984, where the Ministry of Internal Affairs in Tirana, through the Directorate of State Security and Political Intelligence, have surveyed and kept under control the political fugitives and the main leaders of the Albanian anti-communist emigration, mainly that of Legality operating in Sweden and some other countries of Western Europe, such as Belgium, Italy or in the USA, Rodezi, etc., where well-known anti-communist exponents, such as: Abedin Mulosmani, Jahuz Kuçi, Xhedvet Mustafa , Sami Korri, Adil Bicaku, Aziz Bicaku Kadri Bicaku, Xhafer Jakupi, Hasan Berisha, Ramazan Selami, Kujtim Berisha, Sherif Pleshti, Irfan Bushati, Niman Aliaj, wife of Xhafer Elezit, E. Haxhi ymeri, Skepët, Vishajt, M. Shpata, F. Gjuraj, I. Leka, Sh. Reçi, I. Sallaku, et al.
Report – information of the Albanian Political Intelligence operating in various Western European countries and State Security, regarding the exercises and preparations for landing in Albania of the group led by Xhevdet Mustafa (originally from Durrës), which also included Selim Kuçi, Sabaudin Haznedari, Halit Bajrami, Anton Frroku and Fadik Kaceli, who with the help of two foreign soldiers, William Vincent and Fogarty Rutherford, armaments experts, as well as Jani Lekë in Italy and Eqrem Kllobçishti, a trader from Dibra who entered and left Albania as traders, would carry out their secret mission.
Who were the Political Intelligence officers operating under the guise of a diplomat in the Albanian embassies who monitored and supervised the movements and preparations made by the group led by Xhevdet Mustafa in various European countries and those of the State Security in Albania, who through collaborators such as Shkodra Lake, “Actor”, “Boga”, etc., would keep under surveillance the family of Selim Kuçi (known variously as Jahuzi), in the city of Shkodra, from where he had escaped in 1963, one of the fiercest anti-communists, who served in the Court of Prince Leka Zogu in Rhodesia and who was labeled as the ‘King’s Brave’ by the Political Intelligence and State Security ?!
“Xhevdet Mustafa’s group consists of 6 Albanians and two foreigners. Xhevdet Mustafa, Sabaudin Haznedari, Halit Bajrami, Fadil Kaceli, Selim Kuçi, and Anton Frroku. Xhevdeti said that there are two other Albanians, his friends who, according to him, are brave. The two foreigners are William Rutherford, who graduated as a boat captain, and has only come for this job, i.e. just to steer the boat. The other is Vincent Fogarty, who came to filter the barrels of pistols and automatic weapons. These two foreigners are not clear about the intentions of the group, they know very little, Xhevdet, told you that the group will go to get some gold left by the Germans, during the war. The group is preparing, and is expected to enter Albania from the beginning of September. Two itineraries are discussed, one is Italy, for the coasts of Durrës and Kavaja, while the second itinerary is, Yugoslavia by sea, departing from Ulcinj or any other place in Yugoslavia. The launch will become very secretive. If the group leaves Yugoslavia, this will be done with the knowledge and permission of the Yugoslav state, if the group leaves Italy, then it will be done illegally. The main objective of the group is to enter Tirana, and carry out the action there. The main goal of the group is to eliminate the main leaders of the Party, and other important people of the Politburo…”.
This is stated, among other things, in an archival document recently extracted from a voluminous file by the Authority for Information of Former State Security Files (AIDSSH), which for many years have kept the logo “Top secret of special importance”. ”And already declassified, which belong to the period 1976-1984, where the officers and agents of the Albanian Political Intelligence who acted under the guise of diplomats in the Albanian embassies accredited in some western countries, as well as those of the Counterintelligence (State Security) , have been dealing with the surveillance, pursuit and control of the main leaders of the Albanian anti-communist political diaspora (mainly the one that was grouped with Legality), operating in Sweden, or in other countries such as the USA, Belgium, Italy, and to Rhodesia in South Africa. According to the documents in question that are published for the first time by Memorie.al., It reflects in detail all the activity of the main exponents of the Albanian political diaspora, such as: Abedin Mulosmani, Jahuz Kuçi, Xhedvet Mustafa, Sami Korri, Adil Bicaku, Aziz Bicaku Kadri Bicaku, Xhafer Jakupi, Hasan Berisha, Ramazan Selami, Kujtim Berisha, Sherif Pleshti, Irfan Bushati, Niman Aliaj, wife of Xhafer Elez, E. Haxhiymeri, Skepët, Vishajt, M. Shpata, F. Gjuraj, I. Leka , Sh. Reçi, I. Sallaku, et al. But all the work of Albanian Political Intelligence and State Security, seems to be focused mainly on the group led by Xhevdet Mustafa, which also included Selim Kuçi, Sabaudin Haznedari, Halit Bajrami, Anton Frroku and Fadik Kaceli, who with the help of two foreign troops, William Vincent and Fogarty Rutherford, armaments experts, as well as Jani Lekë in Italy (former Fascist Federal) and Eqrem Kllobçishti, (merchant originally from Dibra entering and leaving Albania as a merchant), their secret mission, where among other things in the documents in question it is stated: “The main objective of the group is to enter Tirana, and to carry out the action there. The main goal of the group is to eliminate the main leaders of the Party, and other important people of the Politburo. “If there is an opportunity, the members of the leaders’ families will be caught and killed.”
While the story of the so-called “Xhevdet Mustafa Gang”, which landed on the night of September 25, 1982 on the Albanian coast in the area of the Divjaka Lagoon, and after executing a police officer and several civilians, advanced towards Rrogozhina and villages of Lushnja, where Xhevdet Mustafa and Sabaudin Haznedari were later killed, while the third, Halit Bajrami who was the man of the State Security, “surrendered”, is already very well known, Memorie.al, is publishing these unknown documents , where according to reports and information of the State Security, the so-called “Banda Xhevdet Mustafa”, had begun preparations for landing in Albania, many years ago. And in its composition, in addition to Xhevdet Mustafa, Sabuadin Haznedari and Halit Bajrami who came to Albania, it also mentions the names of three other people, Fadil Kaceli, Anton Frroku and Selim Kuçi, (otherwise known as Jahuzi), originally from the city of Shkodra, from where he had escaped since 1963, through Lake Shkodra together with five other people. Unlike all other persons, members of the so-called “Xhevdet Mustafa Gang”, whose names are already known, the name and role of Selim Kuçi (who served as the bodyguard of King Leka Zogu in the Royal Court in Rhodesia, Africa of the South and was known by the nickname “The Brave King”) in its composition, becomes public for the first time. Together with the relevant facsimiles of archival documents issued by AIDSSH (Authority for Information of Former State Security Files), Memorie.al publishes some rare photos of the so-called “Banda Xhevdet Mustafa”, as well as photos of Selim Kuçi, which together with the documents in question, were made available to us by his nephew (brother’s son), Mr. Gëzim Kuçi from the city of Shkodra.

Until a few years ago, bad people in Sweden were few, and even those who were, did not dare to go out in open action. For not only was no one listening to them, but they also encountered opposition from those who did not want to be confused with them. But recently these, have begun to attract each other. The most active for now are considered Selim Kuçi, Sami Korri, Adil and Kadri Bicaku, Xhaferr Jakupi, Hasan Berisha, while the others are people who are mainly attracted to them or the society of the tribe. One thing should be noted that even those who are not active, when appropriate situations are created, become even more dangerous than the first. He also connects this with the latest event in Skansen (incident against the ensemble). Regarding the latter, he said he did not know well who threw the bottle. But he thinks, according to the rumors circulating, that he must have been the son of Him Avdis, or one of the Bicakcins. Albanian Intelligence Information on the activity of the main leaders of the Albanian anti-communist emigration in Sweden and other Western countries
Comrade Kujtim Jaho by phone no. 128 dated 28.9.1977. announces:
The demonstration was attended by 31 people with women and children. The organizers were Sami Korri, Selim Kuçi, Irfan Bushati. They did not participate because they are for active acts of terror, A. Bicaku, I. Karaj, Xh. Elezi, etc. Initially, it turns out that Haxhi Skepi did not participate, and that there is dissatisfaction from Shpataj and Pashuk Vishaj. Disagrees with such actions. Qemal Panariti has not been seen, for reasons that are not known. In addition to the above, E. Haxhiymeri, Skepët, Vishajt, M. Shpata, F. Gjuraj, I. Leka, Sh. Reçi, I. Sallaku, wife of Xhafer Elez, etc. Rexh Balaj was also seen at the meeting place of the above persons, who tried to justify his arrival. He did not march with the others. From the Kosovars, despite the efforts made, they have not been able to attract any. From November 10 to 14 in Sweden, it was Abedin Mulosmani, as the envoy of the “Palace”. In Stockholm, he organized a meeting with the fugitives, but not everyone attended. These issues were raised during the meeting. Greater material and moral assistance have been requested for the enterprises of Leka Zogu, it has raised the need for military registration at the age of 35, and the readiness to act against our country. It has posed the problem of unity among the fugitives, regardless of the groups they belong to and the views.
He called the actions against the Albanian staff and representation not opportunistic and that such actions should not be taken. It has tried to settle disputes between immigrants in Stockholm, which arose during the meetings. Hasan Berisha did not go to the meeting at all as a result of the efforts with Sami Korri’s group. War which takes place for the leader of the Party for Sweden.
In this meeting, suspicions were expressed by the Bicaks about I. Bushati and E. Haxhiymeri that they serve the Soviet Union and others. Irfani defended himself at the meeting and said that he supports Leka, and that he is the secretary of the “Covenant”. The quarrels are not about hostile activity but simply about personal issues. A. Mulosmani, left unsatisfied. Selim Kuçi, went near the “Palace”, located there indefinitely. Adil Bicaku seems to want to do the same and has not returned yet. While Mevlud Bicaku has returned from the “Palace” before the holidays.
The reactionary element celebrated November 28, inviting Albanians and Kosovars. Ramazan Selami, Kujtim Berisha, Xhafer Elezit’s wife, and Aziz Bicaku, were dressed in military uniform.
Speeches were given by Sherif Pleshti, Sami Korri, and Irfan Bushati. “Reja”, “Djaloshari”, and “Bleta” were invited to the meeting. “OI” is not gone. The Albanian club has opened in Tunnel Gatan 14, in Stockholm and Niman Aliaj serves there.
