Memorie.al publishes some archival documents extracted from the Central State Archive in Tirana (fund of the former Central Committee of the ALP), which have been unknown for 40 years and see for the first time the light of publication, where is a voluminous file with secret materials and documents belonging to the months of October 1982, where is reflected the material of the Political Bureau of the Central Committee of the ALP entitled “On the pronounced lack of vigilance and serious mistakes of Comrade Kadri Hazbiu at the time he was Minister of Interior “, written self-criticism of Kadri Hazbiu,” Decision of the 5th Plenum of the Central Committee of the ALP on expulsion from the Central Committee and the Party and dismissal from all state and social functions of Kadri Hazbit ”, as well as the minutes of the Plenum of the Central Committee held on 13 and 14 October 1982 in the main hall of the building of the Central Committee, where the work was discussed and analyzed and the activity of the Minister of National Defense, Kadri Hazbiu, who is accused of his “hostile activity” for the period of almost 30 years when he served as Minister of Internal Affairs. COMRADE ENVER HOXHA: Where is Ndreçi?
COMRADE NDREÇI PLASARI: I have prepared a short self-criticism 6-7 minutes, if possible, friends, listen to me.
My mistakes and faults are serious. They have served the hostile purposes of Mehmet Shehu and damaged the Party. These mistakes and faults that were pointed out to me at the meeting of the basic organization of the Party and that I have known deeply are: by compiling the history of the 1st Brigade, I have fallen into the positions of Mehmet Shehu, who had as a goal that, for his diabolical purposes, to present that unit of the National Liberation Army as the unit that has decided the fate of the National Liberation War.
I have inflated the role of Mehmet Shehu, thus violating the scientific methodological criteria, Marxist-Leninist. I have also violated the scientific criteria for publishing documents, allowing that; the traitor Mehmet Shehu to include in the first volume of his black writings, five materials of speeches delivered from October 1942 to July 1943 in Mallakastër, compiled ostensibly immediately after the liberation, ostensibly based on the notes he kept.
FRIENDS: Why listen to this? Tell us why he made these mistakes.

COMRADE TEFTA CAMI: Even in the plenum of the Central Committee when the enemy Beqir Balluku was convicted, Ndreçi Plasari was criticized by comrade Enver, regarding the treatment of the historical problems of the II Brigade and the figure of Beqir Balluku, why he did not learn lessons from this critique:
COMRADE HEKURAN ISAI: There are some concrete questions, more Comrade Ndreçi: Why did he not inform about the microfilm of the London archive that he saw two years ago?! Why did he distort the history of the 1st Brigade and bring out Mehmet Shehu like that? These are concrete questions.
COMRADE GAFURR ÇUÇI: Ndreçi blew the cult of Mehmet Shehu and Mehmet Shehu praised Ndreçi. In the army assets twice Mehmet Shehu raised Ndreçi, as a good connoisseur of Military Art and demanded that he be called by the officers and listen to Ndreçi Plasari. Even in Mehmet Shehu’s office, when he was here, Ndreçi Plasari came more than other people.
COMRADE NDREÇI PLASARI: I have tried to go deeper and deeper into the causes of these mistakes and faults and with the help of my friends I have come to the conclusion that I have been opportunistic, I have lacked courage, I have been cowardly and politically myopic.
I say with conviction that these have been the causes. I have made a big mistake, overestimating the person of Mehmet Shehu, as one of the “main leaders, however I have known to him from the documents and from life in the 1st Brigade, all those mistakes and flaws. It never occurred to me that he was or could become an enemy and when I think about that traitor I had in mind, my tongue burns now.
COMRADE QEMAL BREGASI: You have made us quite moral and now you say that “I have shown myself to be an opportunist”, I have shown myself like that, I have shown myself like this. You had the documents in hand.
COMRADE PHOTO ÇAMI: One of the requirements of the Marxist-Leninist historian is to respect the facts, the documents.
COMRADE ADIL ÇARÇANI: Yes, the historian must respect the facts, the truths.
FRIEND PHOTO ÇAMI: You distorted the events, why did you do that?
COMRADE SOFO LAZRI: In the Political Directorate of the Army, before coming here, you were one of the main cadres for relations with the Yugoslavs.
COMRADE RITA MARKO: Main collaborator.
COMRADE NDREÇI PLASARI: In the Political Directorate?! Yes, I said that.
COMRADE SOFO LAZRI: Did not Mehmet Shehu and Beqir Balluku defend you, make you a general and make these assessments for them out of gratitude?!
COMRADE NDREÇI PLASARI: No, I did not think so. Yes, I mistakenly considered Mehmet Shehu, as one of the main collaborators of Comrade Enver.
That’s how I got to know him. This is opportunism, lack of vigilance, yes and I was afraid, I said,

COMRADE VITO KAPO: The strategy and tactics of the National Liberation War that you had put in the first work of Mehmet Shehu, who would do it, the Commander-in-Chief of the National Liberation Army or Mehmet Shehu? It was the work of Comrade Enver Hoxha.
COMRADE NDREÇI PLASARI: For whom? Where?
COMRADE VITO KAPO: In the first work of Mehmet Shehu, you put the strategy and tactics of the National Liberation War.
COMRADE TEFTA CAMI: And that work was elaborated by Ndreçi.
COMRADE NDREÇI PLASARI: In that work, the materials written by Mehmet Shehu were published.
COMRADE RAMIZ ALIA: I have a proposal: I think that the decision of the basic organization of the Party of the Institute of Marxist-Leninist Studies is right. The basic organization of the Party has considered his case in a Marxist way, because Ndreçi has made very serious mistakes.
He has covered many things he knew about Mehmet Shehu, he has not remained faithful to exactly that great principle of Marxist historiography to be based on facts, on documents.
He has hidden the documents and here is the great damage he has done to the Party. Therefore, agreeing with the decision of the grassroots organization, I propose to the plenum of the Central Committee of the Party, to approve the expulsion of Ndreç from the Central Committee of the Party that he does not deserve to be in this high forum of the Party.
Regarding the expulsion from the Party, I think we should keep in mind that Comrade Ndreçi has made these mistakes but he has also worked, he has done some good work, so there have been results, for example for the drafting of the Party History and other documents with importance.
We here are not able to look at and measure the pros and cons of his work, but I think we should approve his dismissal from the Central Committee and pass it on to the Central Audit and Audit Committee to look into the matter of Ndreç, to remain or not to remain in the Party.
Namely, the decision of the basic organization of the Party of the Institute of Marxist-Leninist Studies for the expulsion of Ndreç from the Party, not to judge us here, in the sense that as I said there is a positive side, if the Commission of Control and Audit looks at it. Comrade Pilo discusses it in this committee and decides. I have this proposal.
