Memorie.al/ Just a few days after the arrest of the former Minister of the Interior, Kadri Hazbiu and his deputy, Feçor Shehu, at the beginning of November 1982, according to the instructions of the secretariat of the PPSh Central Committee (signed personally by Enver Hoxha), extraordinary meetings were held in all the basic organizations of the party throughout the country, in which the “activity of the hostile group” of Kadri Hazbi was analyzed. ut and his closest collaborators, as; Feçor Shehu, Llambi Peçini, Mihallaq Ziçishti, etc., who together with the former Minister of Foreign Affairs, Nesti Nasen and the Minister of Health, Llambi Ziçishti, were accused of being the closest collaborators of the police agent Mehmet Shehu.
Then, all the materials of these meetings held in Tirana and in the districts were sent to the party committees of the respective districts, which after a preliminary selection, those discussions that were most important, were sent to the relevant sector of the apparatus of the Central Committee of the PPSh, which covered the organs of the Dictatorship of the Proletariat (Ministry of the Interior, Ministry of Defense, General Investigation, Prosecution, Courts, etc.), the sector which, after another more detailed selection was sent to the secretary of the Central Committee, Simon Stefani, who covered the Internal Affairs bodies.
In this context, the First Secretary of the Elbasan district Party Committee, Piro Kondi, at that time, selected the discussion of Hekuran Pobrati, (former senior officer of the State Security, who held the title “Hero of the People”), who was retired and lived with his family in the city of Elbasan. The letter with the discussion in question, which was held at the meeting of the basic organization of pensioners where Pobrati was fighting at the time, (where the materials of the 5th Plenum of the Central Committee of the ALP were discussed), after being read and looked at carefully by Simon Stefani, was sent back to the Ministry of Internal Affairs.
This is because there, in November 1982, by the order of Minister Hekuran Isai, a special group was formed, headed by the Deputy Minister of Internal Affairs Zylyftar Ramizi, (who also held the position of Director of the State Security Directorate), and two of his subordinates, Enver Zeneli and Hasan Ulqinaku, who had as their main task: “clearing up and documenting the hostile activity of Kadri Hazbiu’s group, as the closest collaborators of the police agent Mehmet Shehu”! In this context, there is also the discussion of Hekuran Pobrati, which we have separated from a voluminous file located in the Archive of the Ministry of Internal Affairs (now part of the fund of the Authority for the Information of Documents of the former State Security), which we are publishing on Memorie.al.

That’s why we shouldn’t have deadlines here; here the help of the people is more visible. While the contingent of the anti-party element, especially when they are not known, their activity, which becomes very thin, is less noticeable, therefore, time and continuous and fine professional work is required from the Operative Workers. Also, I think that the processing files for anti-party activities, when these materials are removed, should not be burned, they should be saved. So do spies.
As far as I remember, from 1951, or so, a bomb was thrown in the Soviet legation, to find out its author, they were arrested and after a quick investigation and trial, some of them were shot, most of them were processed, as I found out as a spy that they had organized and thrown the bomb.

Comrade Enver’s party, they have constantly ordered to increase the leading role of the Party in our bodies. There are many who talk about this role, but especially after the coup plotters Beqir Balluku, etc., “Party in command, not command in the Party”.

Whereas in Tirana, in the Ministry of Internal Affairs, there were those who had been there since the liberation until now, or who have left for 1-2 years and have returned. This treatment for some is unfair and harmful, because it cultivates their arrogance, comfort, servility, etc.
Even in the preparation of the officer cadre of the Ministry of Internal Affairs, has the hostile work of these enemies influenced?
