Report Dt.7.11.1983
The source informs that on November 5, 1983, when he returned from the investigation, Selimi asked him how he got on and the investigator tortured him. He said: I talked about that Zef’s problem with Niman. I showed the places where we had talked (without telling Selimi where), and the investigator asked me: which of the other fugitives, besides Niman, had met and talked to Zefi? I told him I do not remember, the investigator told me: think and I want answers.
But we are badly confused, so the investigator is asking me to explain. Selimi did not enter the conversation, but after a few days, when he returned from the investigation, he told him that: today the investigator spoke to me a lot, where he told me that your arrest was well seen, even after it was discussed by the higher authorities, it is make a decision, so speak up and explain what you did. Selimi said: I am accepting to suffer and not to tell about my friends, myself and my cousin, I do not care what I have talked about so far.
I spoke about the first group, and while dictating the second group, I was shot, group leader, assassinated against the Party leader and sent apostates by the Yugoslav UDB, to perform duties here in Albania. He said: here you Kosovars are not punished much; they severely punish us, who have entered into these affairs. From what you Selim told me, you were not caught red-handed in ambush, but you expressed thoughts and made such conversations.
Selimi said: yes this is true, we had conversations with friends, so I told him about the assassination, but he told him, how he advises me to do, because I am filling my mind that after we were not caught red-handed and we did not shoot. He said: the state is in our hands for the punishment, you Selim for what you say will you be punished? Selimi said: yes, I will be punished. He said, “When you have nothing to do with yourself or Shefqet, what will you do to your friend?”
Selimi said: the man has faith and should not talk, that is why I am holding back. He said: it is so, when a job is done with a friend and it is decided, not to talk to me, so it turns out, but the investigator has taken measures forward, so we insist and without talking they will not let you or me go. On November 6, 1983, when Selimi returned from the investigation, he told him that: they kept asking me about my friends, but I did not speak, in fact, I was very calm with the investigator, as if I was innocent, even they know that I will dismiss the charges even in court, and yet these do not bother at all.
I even told the investigator that, I have nothing. He said: you Selim asked me for your opinion last night when I said something I did not say badly to you, right? Selimi said: No, you did not speak ill of me, but I do not know how to act. He said: listen Selim, I after explaining the problem about what I talked to the investigator and until now when it came to asking for an opinion. But for example, if there were three of us here and the third one asked us both how to do it, as you are doing with me, how would they give the answer to the third one, after he would tell us , advise me both of you and tell me what I have done, party what faith I have in you, we will be given to think badly about it, or not and we had to talk to this man.
Salim said: We really had to talk to him never again, neither you nor I, then he said, think for yourself, this Selim. Selimi said: Both of us, we have not fallen deep into the conversations so far, we are getting to know each other here, since we have not known each other before, but now he will speak, as I told you 27 years here in Albania, also sent by UDB, here I could not keep it and I talked about myself and Shefqet Kelmendi, Estrefi and Halimi, the Shkodra group, now they are looking for me another, the second group, but I am trying not to tell my friends, I have very determined friends and capable, I have very close and trustworthy, two are professors in Fushë-Krujë, one is Kosovar, married and with two children, aged 43, the other, is from Cologne, Orthodox, his brother has at the Ministry of Finance in Tirana.
This friend of mine from Kolonja is a chosen and determined friend for everything and whoever asks him, he waits for you briefly: Do not talk to me about such things; he refused to let anyone talk to me about Selim Kelmendi, etc. As soon as I tell the investigator and explain on the spot, they are arrested and put in jail here. The third, a friend of the group, I have Myrteza Bajraktari and this is brave and determined, who is here with a job in Tirana, they put him in prison and stayed for eight months like the men in the investigator, without speaking, he even discredited them in court, as much as he can, he is tried. The fourth, a friend of the group, is Kristina Palu, who has been convinced and without my order did not even go to meet her mother, in the prison in Kosovo, Elbasan, she did not even go shopping, let alone go in Tirana, without my permission.
In continuation, Selimi said: In Fushë-Krujë, I had a lab friend, named Lekë, his wife is called Hatixhe, with my wife they are both teachers and we are both teachers, we became acquainted with each other, night after night we would come and watch TV in our house. I started trusting Leka and Leka told me that I was called by the Branch President and his deputy, who told me that they want you to know Selim Kelmendi, what a man he is inside. Leka told me this.
I spoke with Leka, trusting him, about the injustices done here, about many things in 1973, when my mother came from Yugoslavia for two months and left on November 20, 1973, I went out and waited at the border, as soon as my mother shook my hand, he handed me a handkerchief quickly, letting go of my hand. When I quickly put it in my pocket and no one caught our eye. On the handkerchief were 9 pieces of “Reta” brand watches. When we came home, we had dinner; Shefqeti came with his wife, Leka with his wife, etc.
The watches were four pieces by Shefqet, one for Shefqet, one for his wife, one for Shefqet’s father and his wife, and five were mine, when I sold one of them to Lekë for 10 thousand lekë, when the others they asked me for 13 thousand lek. Later, I broke up with Lekë, because the women got into each other. They agreed again, while we, although Leka tried to agree with me, I did not accept. I have witnessed this, since Leka did not get along well with his father, they did not go in and out of each other, I became friends with Leka’s father, and I talked to him, on the occasion of the events of Kadri Hazbi and Fiqret Shehu, that now the leadership, was forced to go from Shkodra, etc.
I have to witness this as well, as well as a Kosovar named Kajtaz Berisha, with whom I had conversations and this had to do with a girl named S!.! With S ………………fell in love, until came her aunt who fled from Yugoslavia, who is now married in Durrës. I used these in each other’s eyes. S …………… is married in Tropoja, I met her, when I was in Tropoja in 1982, there was …………… !. After becoming a lover, Kajtaz Berisha became angry with me, because S …………… he loved me, even here they mentioned S…, and K…, D…! These lovers of mine, for now have this point hh for hh.
Shiko told him, during the time I stayed in Fushë-Krujë, I did not leave the bartender without putting it in his hand, how much does this brandy room cost, I drank from it for free, as well as coffee and cigarettes. Let me be with friends, I never paid, deducting, even the expenses of friends. How good Leka has seen from me, as a woman, and eating and drinking without money. Selimi continued: in 1961, here in Albania, my younger brother, Ymer Kelmendi, came to me, together with a friend who had fled from the Shkodra border.
At the time I was working in Kurbnesh, Ymer was taken and isolated in the Shijak Hotel for three months. Ymeri during the time at the hotel, who was not allowed to communicate with anyone, not even with me, secretly sends me the letter, throwing it in the mail, without seeing the police, when I asked for permission, but I was free only inside the district of Mirdita and they did not give it to me. I sent three thousand lek to Ymer. Ymeri was asked, saying: you are an envoy of UDB and with this he lost his doubts and went to school in Elbasan.
After two or three months, he was again excluded from dealing with Soviet books and was interned in Seman, Fier. I said Selimi, in Kurbnesh, I met some East German engineers who told me that life is better in Yugoslavia than here. These engineers gave me a lot of outer shirts and clothes. Although I had to be careful not to fall into the eyes of these. In 1962, my other older brother, Isuf Kelmendi, came to me again, but also this one with an escape. Isuf was interned in Çermë of Lushnja. We were not allowed to meet each other, but since Shefqeti had Albanian citizenship, he came to Isufi and from this, he came to me.
He put me on the current of everything. They appointed Isufi a bartender and here Isufi gained the influence of all the emigrants where he gave them to drink without money. When they made the inventory, the deficit came out, but the friends disbursed the money instead, saying that we drank in advance. Isufi asked them to allow him to return to Yugoslavia across the border to withdraw his wife, but they did not allow it and told Isufi that since he has influence over Kosovars, we will make him head of emigration, but he asked for conditions, being said: I accept if you are going to dissolve immigration camps, transfer young people to universities and other clerks to departments.
They told him: Our party does not accept conditions. Isufi, in 1965 returned at his request to Yugoslavia, a month later his other brother, Ymeri. Isufi, before returning, came and met me in Kurbnesh, where he slept for two nights. The people I have in Yugoslavia lived well. Ymeri has a car; he also has a truck, where three tour drivers work for our account. The brothers are in good jobs, the salaries there are not like here, they are big there, my brothers, they are famous, they have killed and beaten by making all kinds of scandals in various public places, they have just been called or punished a lot pak.
Isufi, fled from Yugoslavia to Belgium, where they caught up and drew their revolvers with each other, with Muharrem Bajraktar, and after that he spent some time in France. The brother, Ymeri, by car from Italy where he passes without permission, took Isuf’s wife and Isuf returned to Belgium. In 1971, when the Kosovo amateur group came here, I received an invitation and was told to wait at the Durrës Tourism, I went and who met me, organized a dinner at the Tourism, where we were 16-17 people.
The leader of this group was someone I knew in Peja, he worked with UDB and his name was Ramë Kapllani, who spoke to me about Isufi, and the brothers, then a 35-year-old boy spoke to me, to whom Isufi had told, you will accompany me with his “Benz”, at the time he had just returned from East Germany. This friend of the amateur group, then a Rugova, told me separately: keep in mind that those who are talking to you are from UDB. The investigator told me that: your brothers were soldiers of Kadri Hazbi and Feçor Shehu.
This point, Selimi told me, worries me, despite the fact that they have been intercepted. He said: did Kadriu say this, or did the news come from outside? Selimi said: that Kadri Hazbiu himself, who was then Minister of Interior, may have spoken. But, it is not excluded that this has come from outside and for this I am, inside the prison. See how it works. Many currents have emerged in Kosovo that are bringing trouble to Yugoslavia, the established organization that has connections with the two main leaders here in Tirana.
This summer, by special plane, they themselves brought three Kosovars from Belgium here in Tirana and walked them for a month in Albania at the expense of the state. Only the hotel, with accommodation, specifically cost 120new ALL for night, these three, are brothers, are led by the Kosovo organization. They have one of them in Elbasan, his name is Qazim Radoniqi. Selimi said this, he knows well, since I know Qazim himself. These three brothers have two grandchildren, who are Kosovars with me in Fushë-Krujë, one is a professor and the other a teacher, but, as they go badly among the Vedas, they came and left, and did not come to visit the grandchildren in Fushë-Krujë. -Kruja.
Selimi continued that: when my brothers find out that I am here in prison, the embassies of these people outside will feel bad, after they will see the quarrel. Selimi asked him: are there local security officers in “Bajram Curri”? He said yes and showed two or three people. Then Selimi said that here I am learning the practice of questioning, as they are asking me questions if you and later your investigator, will stop when you met them outside, or inside the border, or outside in any mountain, how did you connect with Zefi, with them and where did Zefi meet Niman Kadriu, after his release from prison.
He, after looking him in the eye, said: You Selim are smart and do not give us more explanations. The source informs that, today afternoon Selimi said: today I fought with the investigator, telling him that I have nothing to speak, I am innocent and what I have said, I will oppose and ordered him, so that you do not speak, when you go to the investigator, that thus you will be punished a little. If I had known only four hours before I was arrested, I would have fled abroad, fortunately I do not have my brothers here, because they would have arrested them too.
“Shkëlzeni”
Explanation: Selimi’s two friends in Fushë-Krujë, about whom B.p. says, for whom they belong to the second group, should be: Hil Kamani living in Laç, who is a Kosovar emigrant and Llambi Kacorri, originally from Erseka, lives in Laç and both are teachers.
– Kristina Palu, lives in Fushë-Krujë. K.P., connection of Selim Kelmendi.
– Myrteza Bajraktari, lives in Tirana, emigrant, has been convicted of hostile activities, is in 2 / A.
– Shefqet Kelmendi, lives in Lezha.
– Leka, about whom Selimi says that I had hostile conversations with him, is a teacher; he lives in Fushë-Krujë.
– Kajtaz B ……, lives in Fushë-Krujë, is of Kosovar origin, was B.p. of our organs, drawn with coercive materials, has given some clues to Selimi, and in 1982, was excluded, as in active, now in 2 / B.
– Selim’s brothers, Ymeri and Isufi, it is true that they came to our country, through the escape from Yugoslavia and later repatriated. Both have been UDB agents.
– Qazim Radoniqi, resident in Elbasan, is an emigrant and is followed in 2 / B. In Fushë-Krujë, there are two of his relatives, Nusret and Myrteza, Radoni, both in operational control, 2 / B.
Assessment: The data has operational value, as Selimi talks to B.p. about the members of the second group and says: that when my brothers abroad find out, their embassies abroad will see the quarrel.
Task: In conversations with Selimi, say that the investigator, after asking me which other fugitives Zefi met, and that I gave him and kept the minutes, told me to talk about the hostile activity, what did you do yourself, and let me think well of these, for from this door, he does not come out without speaking.
Operational Measures: Familiarize investigators with the data.
Llambi Kacorri and Hil Kamani, who according to Selimi, belong to the second group, to be processed and control measures to be taken, especially when the Party leadership passes.
Kristina Palu, to rise to 2 / A and strengthen the measures against her.
To Kajtaz B …… to direct the agency, in order to see his reactions, about the arrest of Selim Kelmendi. Memorie.al
