According to the report of Xhafer Spahiu, who drafted that report in cooperation with a working group composed of several other officials of the Central Committee of the ALP, such as Sadik Bocaj, Hasan Selenica, Pipi Mitrojorgji and Vita Adhami, who were present at that meeting, where the main directors of Radio-Television, Todi Lubonja and Nefo Myftiu, as well as the management team of the 11th Festival, led by Mihallaq Luarasi as director, and Nikola Zoraqi as leader were severely criticized and accused artistic. Also, in Xhafer Spahiu’s report on Enver Hoxha, a number of other names are mentioned, from simple employees of the Albanian Radio Television, such as journalists, editors and editors-in-chief, to those with leading positions, such as: Thanas Nano, Klimi Misja, Hasan Pinci, Kiço Pandeli, Skënder Nenaj, Endri Keko, Kristaq Dhamo, Alfred Xhufka, etc.

The general meeting was stopped, discussed and severely criticized the violations of the norms that regulate the internal life of the Party and especially the subjective liberal method, contrary to the party line, followed by comrade Todi Lubonja in the cadre issue. Radio-Television violates party norms, criticism and self-criticism, initiative and self-administration of basic organizations, etc. These have caused the weakening of the party discipline, the breaking of the unity of thought and action, the weakening of the fighting spirit of the communists and the leading and controlling role of the basic organizations and the bureau of the Party. Some of these weaknesses have existed before. But these took on large proportions with the arrival of Comrade Todi, especially in terms of liberalism, the disintegration of discipline and subjective attitudes with his personal sympathy and antipathy towards the cadre. Many discussants in the general meeting but also in the meetings of the organizations of the directorates emphasized that Todi Lubonja interpreted the speech of comrade Enver in Mat according to his liberal views and used it to make a broad cleansing of all those cadres, which according to him were expired, conservative, incompetent, without creative fantasy. Following Todd’s guidance, the party’s sectoral meetings to discuss Comrade Enver’s speech in Mat practically focused on “circulation” and organizational structure. This was done with the tendency to remove those cadres he calls, conservatives, old, incompetent, after they in one way or another criticized and opposed him or did not submit to him. Thus, he indirectly used the tactic towards the cadre, “o submission to him or elimination”, such as the action against Alfred Xhufka, whom at first, he had to remove, while later, when he submitted to him, he began to praise him. This created a situation that deepened the divisions and quarrels. Todi was openly manifesting his antipathy to all those who allegedly “supported” the former director Thanas Nano (Klimi Misja, Kiço Pandeli, Hasan Pinci, Sotir Peçi) and sympathy for the people who criticized Thanas (Nefo Myftiu, Emin Klosi, etc.) in the corridors and meetings, he uttered the phrase and advice, “Who does not feel capable of asking to leave”, “Be kind to me that I blow your rags in the wind”. In different ways he manipulated people and stifled criticism. The idea spread that if you criticize the general director you suffer badly. About 20 people were put on the circulation list or for transfer, among them directors, editors-in-chief, members of collegiums, etc. An honorable state of uncertainty and anxiety was created for many cadres. Doubts, misunderstandings, intrigues, rumors, old and new personal dissatisfactions deepened, conformist tendencies and servility developed, criticism and self-criticism drowned out and a situation of stagnation was created. The unity of the basic party organizations was broken. In his discussion, the former secretary of the basic television organization, Skënder Nenaj, finally made an open self-criticism and explained the whole behind the scenes regarding the change and falsification of the characteristic of comrade Klime Misja. He admitted that he made the changes with the direct intervention of Comrade Todi, who presented his subjective views on Klim as opinions of the Central Committee and the Party Committee of the Tirana district, while removing the positive assessments of the communists and the collective. because according to him they were made from a sentimental position.
Using the authority of the director and member of the Central Committee of the Party was imposed on the secretary of the organization and severely violated the norms of the Party at a time when for their observance, Comrade Enver, a few months ago had spoken again in Mat. It is worth mentioning the fact that as long as Skënder Nenaj had not revealed Todi’s behind the scenes, he was praised and supported by him. He even went so far as to dismiss Todd’s salary as soon as he was fired as secretary of the grassroots organization. Another discussant (Hysen Pojani), said that for comrade Todi, Kiço Pandeli should have been replaced by Piro Andoni. To prepare the public, Todi organized a meeting with the newsrooms and in the party organization Kiço Pandeli was criticized for incompetence and disobedience to his orders. Thus, indirectly and dishonestly, the departure of Kiço Pandeli was prepared. Another way was used to remove Hasan Pinci. At the initiative of Comrade Todi, an editorial meeting was convened, chaired by Hasan Pinci, ostensibly to discuss the new structure. From the very beginning of the meeting, Todi starts talking about what the editor-in-chief should be like, describing the qualities of an ideal boss. After that, the editors get up and discuss in turn and one after another propose to dismiss Hasan Pinci for incompetence. With that the meeting closed without realizing at all on the structure for which it was called. All this staged meeting was prepared to transfer Hasan Pinci under the pretext of the “line of measures”. In another form, the directors of cinematography, Endri Keko, and Kristaq Dhamo left, who as experienced staff were sent to television to prepare the new staff.
Comrade Todi Lubonja created an atmosphere of distrust around them in their abilities, spread the idea that “they have nothing to give us”, “they have no work”, etc. In these conditions they sought to leave and left. In discussions about the cadre, he often used expressions such as, “sell this cadre”, “I will take what I want”, “wait for the coroner”, etc. In addition to leaving a good and partisan cadre, the meeting severely criticized Todd’s actions to bring to television people who did not have the necessary political guarantees but who agreed with his liberal views and tastes, such as the case of Mihallaq Luarasi, director of the play e Murrme ”, severely condemned by the party, known for its liberal views and political instability, or the case of Sotir Andoni, a writer from the Korça district, expelled from the party for attempting to escape in the post-liberation years, later rehabilitated but unsuitable for television and without any special literary skills, with which Todi is acquainted in Korça. The point is not that the general director has no right to have his own opinion about the cadres and to express it, but in the fact that his actions were characterized by open violation of party norms, by subjectivism, by indirect ways and means of dishonest against partisan cadres, from the tendency to gather around him, and to support those who agreed with his liberal views, who submitted to him and blindly obeyed him. With his actions he cultivated careerism, conformism, servility, bureaucracy, submission, moral, political and ideological degeneration of cadres, their opposition to party norms.
Criticizing the violations of the norms and internal rules of the party, the discussants strongly condemned the fact that Todi Lubonja not only did not help as a member of the Central Committee of the Party, but on the contrary had a negative impact on the implementation of the norms of the Party. in some cases, he himself has openly violated them, such as in staffing issues, in the lack of collegial work, in the non-functioning of the general directorate, in the incorrect implementation of the line of measures, in the suppression of criticism, in the disintegration of state discipline, etc. Weaknesses in the work of the party organizations were criticized by the party bureau and comrade Sotir Peçi, who, although he held the right stances and confronted Todi on personnel issues, could not grasp the important problems of Radio-Television. The Tirana Party Committee and the Party Committee of the region were also criticized for insufficient assistance. Fadil Paçrami was told by some discussants that he has had as much influence as possible on Radio-Television. Twice Fadil has been on the case of Klimi Mises and Emin Klosi instead of helping has disoriented the organization. More than once he addressed his friend Klimi Misja with such expressions “you drowned us with folklore, folk music and marches”, expressing his opinion on the expansion of Radio music programs with light foreign music. He openly told Klim that “I do not agree with the rule and discipline you demand from your employees”. He has spoken out against the initiative of the newspaper “Bashkimi” for the abolition of journalists’ fees, saying: “Be encouraged in support of this initiative. Not everything has to be accepted as revolutionary. “Our journalists have not yet reached that level of conscience not to receive royalties for their articles.” It should be noted that Comrade Thanas Nano was praised by many communists who spoke both in the bureau and in the general assembly as a tireless worker, who required strong order and discipline, who did not agree with liberal aesthetic tendencies and tastes and who controlled occasionally up and the important comments of the editors, at one time, were said, when Todi did not even look at the thematic plan of the directories, let alone their comments.
