The secret document with the report of the State Security Operational Worker, Captain Ibrahim Nasku and the head of the First Section, Ramadan Cana, regarding the plan of agency-operational measures for the pursuit and surveillance of the Yugoslav citizen, Myrteza Bajraktari in the Seman Camp
Report
Secret
On the implementation of the tasks of the plan of agency-operational measures of the Myrteza Bajraktari facility for the first 6 months.
In the raised tasks of the plan of operational-agency measures of the last six months, in the direction of this object results as follows:
Almost in general, the tasks set up in this plan have not been realized because during the time of its active processing, there is no agency data and no other material in charge of this facility.
Concerning the first point concerning the direction of B.p. “Drini” on our part this B.p. is directed but does not provide anything for the object in question. These have not been implemented since he was released from Semani a few days ago, although this work was done a few days ago.
Also for the second point, which deals with who he accompanies in Seman, and for this point the combinations have not been realized, as there are no operational notes or other notes from the time this object is put into processing and until on today.
Likewise for the direction of B.p. “Kosovar” for the tasks given to him in terms of this facility, have not been realized, because in terms of this facility, we have no data.
Apart from the tasks that have been set up in this plan, and that have not been implemented, for the fact that the facility during the time of his arrival in Seman, has remained isolated and unaccompanied, with the exception of the Llazana brothers and 2-3 other immigrants who small talk.
To this end in the future, the main tasks remain to activate and direct the agency with certain tasks in order to make it possible to detect its hostile activity.
These are conclusions of the plan of agency-operational measures of this facility for the last six months of 1963.

The secret document with the report compiled by the State Security Operational Officer, First Captain, Odhise Gjylameti, regarding the testimonies given by Munduh Hamza Nurçe, for Myrteza Bajraktari
Material extracted from the report of the question of the repatriate Menduh Hamza Nurçe in Lushnje.
Mentioned deposits as follows:
While I was preparing the documents to come here, I met a teacher named Xhemali ….And he is from Racice who was a teacher in our village and that made us know each other.
One day he said to me: I have some words with you, but when you get ready to leave, I am afraid of being arrested. Later, when I got ready to come here, he left for his village and he was leaving to meet me. We met on the way.
After we greeted him, he told me that he would give me a message that I should say in the right place and that you would first give me the word that these conversations that would take place between us would remain here.
After I gave him the floor, he told me that a certain Myrteza Bajraktari from Gostivar had gone to Albania and that he was free there. It seems to me that this is an agent sent by the Yugoslavs, and that when I was in prison he was brought in as a spy to prove my position.
But you do not know how vile and clever he is. Later when I got out of prison I saw that Myrtezai was free and not only that but during the day he stayed with those of UDB. When I was in Idrizovo prison I found out that he fled to Albania but his children are kept here with a salary. After listening to him, I told him that I would fulfill his wish.
Myrteza Bajraktari, son of Fahri and Remzija, born in 1933 in Gostivar, poor peasant, teacher by profession, of Albanian nationality and Yugoslav citizenship, emigrated on 17.6.1962 to the Peshkopi sector, stated to the investigator that; has cooperated with UDB, but did not admit that he was sent on assignments by them to Albania.
And as such, suspected as a possible Yugoslav agent, he was sent to live in Seman, Fier, where he is today.

On March 23, 1964, Myrteza Bajraktari, Rexhep Llazana, Gani Ahmetaj, and he were talking in the large room. The conversation about the production of the Textile Factory in Tetovo started in the conversation, and Myrtezai said that the first place is occupied by Yugoslavia for the production of fabrics, especially for their quality.
They even occupy the first place in the Balkans. Rexhepi tells him that even in Tirana, in the textile factory, good fabrics are produced. Myrtezai tells them that they are nothing as their quality is not good. He says that when I came to Albania, I brought three pairs of good quality suits, which were not found in Albania.

The ‘Top Secret’ document drafted by the State Security Operational Worker, First Captain, Odhoise Gjylameti and approved by the Chairman of the First State Security Branch, Colonel Zylfi Lami, with the work plan for the pursuit and surveillance of the Yugoslav emigrant , Myrteza Bajraktari in the Seman Camp

WORK PLAN
“ON PERFORMANCE OF SOME VERIFICATION AGAINST THE KOSOVO EMIGRANT, MYRTEZA BAJRAKTARI”.
Myrteza Fahri Bajraktari, born in 1933 in the city of Gostivar, with the profession of teacher, of Albanian nationality and Yugoslav citizenship, on 17.6.1965, emigrated to R.P. of Albania and is located in the Emigration Center in Seman of Fier.
During the investigation with him at the Shijak Filtering Center, Myrtezai admitted that when he was in Yugoslavia he was put in the service of the UDB. While here he came sent by an anti-Titoist organization, which he had formed in Gostivar under the name “Shkëndija”.
According to him, he came here with the tasks of the organization in order to seek help and weapons from our government, and to return back to Gostivar, to organize the uprising. He said that; together with him in the organization, was also J. L. from Dibra e Madhe, who on 14.9.1963 immigrated to our country.
J.L. was born in 1938, in Dibër e Madhe, with a farming profession, 8 years of education, with Albanian nationality and Yugoslav citizenship, living in the emigration center in Çermë of Lushnja.
Mentioned in the Shijak filtration center, he testified about the existence of the organization and the role of Myrteza in it.
He stated that Myrtezai had charged him to come to Albania and ask for help and weapons. While J.L. he himself was not aware of Myrteza’s arrival in Albania before him.
Since his stay at the Immigration Center has been good, and he has provided some materials for our bodies, on 14.4.1964, he was recruited as B.p. of State Security with the nickname “Apple”, and his work is rated good.
To clarify the issue of this organization and the position of those mentioned, as there are many doubts that we are ahead of a UDB game, and Myrteza Bajraktari is likely to have been sent as their agent, the following measures will be taken:
- Arrange a meeting with B.p. “Molla”, who will be asked once again about the organization and its members, and will be asked in detail everything he knows about Myrtezain. After that, make a comparison with what he said at the time of emigration, in order to draw the contradictions that may exist between his statements.
- In case no suspicions arise and he will adhere to his statements, B.p. “Molla”, to prepare with a line of conduct and meet with Myrteza Bajraktari, whether in Lushnje or Fier and their conversation to be intercepted with T.O.
- Meet with repatriate Menduh Nurçe who lives in Lushnje and ask what he knows about Myrteza Bajraktari. Mentioned in this case, to be asked about two or three other people, so that he does not doubt who we are interested in.
- Also, after the decision of the relevant sector is made, the question of the repatriates Myzafer Afce, Ahmet Pere, Shefqet Telhaku, etc. will be organized. They are asked what they know about Myrteza Bajraktar. Likewise, these should be asked about two or three other people, so that you do not have any doubts.
- In conclusion, depending on the materials and the new situation that will arise with the mentioned, to determine the further measures to be taken.
