Memorie.al publishes a voluminous archival file issued by the institution of the Authority for Information of Former State Security Files, where there are hundreds of documents with the logo “Top secret” belonging to the former political prisoner, Xhavit Qesja, originally from the city of Kruja, whose family during the period of occupation of the country, 1939-1944, was closely associated with the Anti-Fascist Movement, being one of its main bases and made available all the wealth it had, as Xhavit was one of the first members of the Albanian Communist Party for the Kruja district, leading the Kruja-Ishëm partisan battalion and the 22nd Assault Brigade. Xhavit Qese’s political career after the end of the War, where he was appointed and served in senior positions in the Albanian Army, the apparatus of the Central Committee of the ALP, and several districts of the country, from where he was sent to study in the Soviet Union, where stayed until 1957, when he was announced to return to Albania urgently, after openly expressing his views in favor of the political line being pursued by the main Kremlin leader, Nikita Khrushchev, condemning the Stalin cult. Enver Hoxha’s conversation with Xhavit Qesen in his office in the Central Committee, where he sharply criticized him for the wrong views he had expressed during his studies in Moscow, urging him to reflect and make self-criticism, but Xhavit rejected the suggestion of the first secretary of the Albanian Labor Party, which caused him to no longer be allowed to go to the Soviet Union to complete his studies, but to be sent to work as deputy chairman of the Elbasan Executive Committee, from where a year later, he was expelled from the Party and exiled to Zvërnec Island, where the communist regime kept isolated some of the former senior party and state cadres whom he had condemned for their anti-party views. Xhavit Qesva’s long ordeal and persecution from 1957 to 1990, where he spent a full 32 years in prison and internment, being one of the few convicts in Burrell Prison who went on long hunger strikes in protest of the treatment and savage attitude that the communist regime of Enver Hoxha was holding towards him. The complete form, investigative and judicial file in charge of Xhavit Qeses, which is published for the first time by Memorie.al, which contains the documents of the former State Security that reflect the prosecution and wiretapping against him, the reports of Security collaborators with pseudonyms their correspondence with the letters he sent to the highest party and state instances, as well as the highest leaders of the ALP, until 1991 when he was released from prison!

Todd is a turret and may have teased Xhavit, but he understood. I know Todd well, he’s a buffoon. What he did when they came with Mehmet Shehu’s sons, who immediately took them in as caretakers, helped them financially, which Todi’s nature.

Xh. Qesja, T. Lubonja and F. Paçrami, are convicted anti-party, prosecuted in 2 / A for agitation and hostile propaganda.
Assessment: The report has operational value; it shows that Xhaviti and Gjergji are aware of the hostile activity of Todi and Fadil in cooperation with the police agent M. Shehu and his followers. But it turns out that Gjergji does not talk to his collaborator about what he knows specifically about this problem.
Duty: B.p. instructed him, in addition to his duties towards other anti-party convicts, given in the previous meeting, to hold talks with Gjergj, regarding the joint hostile activity with the police agent and his connections. Specifically, you will have this conversation with Gjergji:
“I am surprised with you, Gjergj, until yesterday, keep Todi and Fadil closer than everyone else, and I believe that they may have talked about things of a secret state character and hostile activity together with the police agent and his connections, but I did not I believe that Todd especially, but also Fadil, get their feet out of the snake, this also for the fact that they try to learn secrets from others and I think that for myself I have to be careful.
This is because they know that you often come out in command for various problems?! However, what does not happen?! What about Xhavit, what did you want to learn and why does the latter hate them so much, when it is known by everyone that they had a close relationship ?!
Operational Measures: The report should be studied by the leaders of the Branch and printed according to the implications and used for information in Branch VIII in the Ministry.

On the realization of the tasks raised in the direction of the active processing object 2 / A Xhavit Qesja.
The tasks raised in the plan of operational agency measures dated 22.3.1984, in the direction of the active processing facility 2 / A Xhavit Qesja, have been realized as follows:
- Are directed with studied tasks in the direction of the object B.p. “Butrinti” and “The Repentant”, who have given for the hostile activity that the facility carries out in the ranks of other convicts.
- It corresponded to D.P. Interior Kruja and Durrës to come coordinated for the joint pursuit of the facility and its connections, but so far have not come.
- The convict Hazbi Lamçe, who has stated about the hostile activity that the facility carries out with its connections, has been studied and kept close.

Recently, the facility has restricted conversations with roommates and no information has been provided.

On some thoughts that can be briefly formulated from the various performances of M.E.S. convicts (anti-party-P.N.)
Although for all the different shows that have been heard, both by individual persons as well as groupings, it has been constantly reported. I am now making a brief summary that comes out throughout this period that I coexist with:
Properly here at MES there are very old convicts, with repeated convictions, young with various convictions ranging from treacherous organizations, for treason, coup plotters, to sabotage and to agitation and propaganda.
In my opinion, in order to draw the most fair and objective conclusions, in the first place, it is necessary to know exactly what it was like and what is their attitude towards the crime and the crimes they committed, for which they were convicted and then for the attitude they have held and continue to hold during their time in prison, as well as what is their final opinion on the future.
It is about these main questions that I intend to give some thoughts, which are not from the considerations that I may have for them, but which have come from their own expressions at different times and which I have reported in detail on a case-by-case basis.
Also in these few conclusions I do not intend to show what they represent as persons, for their character and as people in general, because I have written about this long before.
From the appearances of every human being in general it follows that, first: the main group, which includes the vast majority, is that of those who have not known and do not know to have any guilt, and who call themselves, that they are unjustly condemned.
This group includes: Maqo Çomo, Bardhyl Belishova, Xhavit Qesja, Gjergj Titani, Fadil Paçrami, Gjin Marku, Todi Lubonja, Sadik Bekteshi, Vaskë Gjino, Arif Hasko, Andon Sheti and Abaz Fejzo.
This is the main grouping, but even in this there are different views and opinions. They have said, or say that their punishment is unjust, because they did not have any legal basis, with those views and opinions that they had, they were in line with the Party line, but in different conditions and circumstances, they were not interested in the people of the leadership, or had to hold this attitude to the leaders of the Party and the state, but their goals and of different conjunctures.
Not only do they consider the crime, or their guilt, to be non-existent, but they have constantly expressed, especially after the suicide of the police agent Mehmet Shehu, that all other punishments, and especially those of the main groups, have been unjust and fabricated from above, starting with that of Teme Sejko until recently.
The most active in expressing these thoughts and which he has elaborated and others, are Maqo Çomo, Bardhyl Belishova, Todi Lubonja and recently the whole group of soldiers (with the exception of Halim Rahomito), including Kiço Ngjela, although this tries not to come out openly with that of others.
For these thoughts Maqua, which is almost the “file” of all sorts of thoughts and performances of the convicts, leaves no one, especially the military, without telling you, taking them one by one in order to convince them that these are as he says.
As a conclusion to the opinions that each one has on this issue, as well as the judgments that have been made here from the above statements, some thoughts about guilt have been reached.
Some absolutize at all that they do not admit any guilt, some say that it was necessary for the leadership for their own purposes, while some others blame the responsibility on those in charge of them, or on the friends who worked with them.
And some now dedicate it to the last group of police agent Mehmet Shehu. Kiçua and Rrahmani (Parllaku-P.N.), Are with the latter. Of the military, only Halim Ramohito admits guilt and despite the efforts made by these others to dispel this thought, he did not waver.
Second: Their views are that we do not have a fair policy, that there is no collegial leadership, that there is no real democracy, that we also have a power struggle that we cannot walk, with our forces.
That our economic development should have gone ahead, that the standard of our people is very low and that, because we are separated from friends and especially from the Soviet Union and China. Memorie.al
