Memorie.al publishes some archival documents extracted from the Central State Archive, (the fund of the former Central Committee of the ALP), where there is a file with the correspondence between the Party Committee of the district of Tirana, and the Party Committee of the State University of “Enver Hoxha”, the High Institute of Arts and the “Studenti” City Directorate, where we are talking about the unusual event of March 20, 1989, where, according to the official version, the dormitory students of the buildings of the Institute of College of Arts and Civil Engineering.
That event that shook the communist regime of Tirana has remained in the memory of few people, only from the testimonies that came from the boarding school students, who returned to their homes at the end of March 1989, with statements from the most contradictory, which knocked each other down. !
In this regard, it is about these archival documents that are published for the first time, but these documents show only one side of the “medal”, the official version and not the truth of what happened that evening of March 20, 1989, in the city “Student”…! Something which can be clarified one day by the testimonies of its protagonists!

INFORMATION
ON THE MEASURES TAKEN FOR SOME STUDENTS INVOLVED IN THE EVENT THAT HAPPENED ON 20.3.1989 IN THE CITY “STUDENTI”
As we have informed you, this event had no political nuance and no element of organization. However, the Party Committee and the basic organizations evaluated it as an extraordinary event and drew out the responsibilities, conclusions and corresponding duties, through analyzes that were made, throughout the mass of communists, with the organizations of the Youth Union, the organizations of the Professional Unions and state bodies.
Conclusions and tasks for their work, the levers of the Youth Union organizations in the dormitories, such as building councils and the “Student” City Council, also drew. From their analysis, it turned out that such events, of course not on this scale, have happened before in the dormitories, whenever there is a reason, especially when the lights are turned off, and during exams.
The bad thing is that they have often been underestimated and no measures have been taken against some elements prone to chaos, against those who, as it is said, have taken their hand in disturbing peace and unpleasant situations. These elements also stood out in the event of March 20, not just as disturbers of the peace with songs and healthy humor, but as students, with serious deficiencies in their education and general formation, even in public environments, or in state institutions, such as dormitories, seriously and repeatedly violate the moral image of our young people and become instigators of serious events.
Some of them were identified and the following facts were confirmed for them:
- Students Gjergji Çollaku and Aurel Nauni, from the Faculty of Civil Engineering, initiated the event for the boys’ buildings. Despite all the calls that were made by the friends, they did not reflect. Gjergj Çollaku used a vulgar vocabulary and sang foreign songs. This student has constantly created disturbances in the building. Therefore, for him, the measure of exclusion was taken, for one year from the dormitory.
Student Aurel Nauni received a warning.
- Students Sh. M. and E. K., from the faculty of Natural Sciences, were not only some of the initiators of the event, but they turned their room into a hearth where other girls also gathered and gave “fire” to the unpleasant situation that was founded. Sh. M., is a discreet student about issues……and the youth itself can’t stand her anymore in her ranks. She was expelled for a year from the dormitories and from the faculty. Since she is a repeat student, she was permanently expelled. And E. K. gave you a warning.
- Students A. Gj., M. N., V. G., Gj. Gj., E.S., B.G., of the High Institute of Arts, showed their zeal to provoke the students with ugly words and songs to participate in the event. Especially the first two, they loudly used street vocabulary of…!
The students, the building councils and these 6 women themselves have affirmed that, if they had not behaved as they have, the ugly event that they all condemn would not have happened. Therefore, for these six, the council of the building and the council of the “Student” City, made a decision to exclude them from the dormitories for one year. The Directorate of the Higher Institute of Arts expelled only four of them from the school. It did not exclude M. N. and B. G.
The Party Committee examined the conclusions, opinions and decisions of the youth forums and evaluated them as correct, directing the youth organizations and deaneries to support them. With little hesitation, in some youth organization, the measures taken were fully approved.

INFORMATION
At the High Institute of Arts, efforts have been made to strengthen the educational work with students and discipline in school and in the dormitory. Given some poor performances last year, some analysis and discussions were made in the directorate, in the departments and in the students’ courses.
But the unpleasant event that took place in the dormitory on March 20, once again drew the attention of the Party organization, the directorate and the pedagogical team, to our responsibilities, the tasks that come to us for strengthening the educational work and for enlivening the cultural-artistic work.
In addition to other measures, the basic organization and the directorate called it necessary to take administrative disciplinary measures for some students who have broken discipline at school and in the incident in the dormitory, and have been identified as the most active.
Specifically, the directorate took the following measures:
Students Xh. Gj., E. S., A. Gj., and V. G., to be expelled for one year from school, for serious breach of discipline, at school and in the dormitory. With the exception of E. S., the others, after this event, were given a notice with a warning for expulsion from school (for unreasonable absences). The above-mentioned students have been given a condition, that within this year, they will be organized with work in their districts. The studies will resume, presenting a certificate from the work center, where their activity and behavior have been evaluated.
The directorate, at the same time, decided that the students M.N., L.M., F.G., will be reprimanded with a warning for exclusion from school, for breaking discipline at school and in the dormitory. Several other students have also been reprimanded for breaking discipline at school and in the dormitory.
In the current period, we are paying special attention to the implementation of the tasks that have been determined, for the strengthening of educational work, discipline and cultural-artistic activities.

In the Faculties of Construction, Natural Sciences, Economics and the Higher Institute of Arts, meetings of the basic Party organizations and those of youth organizations were held, related to the discussion of the events in the City of “Students”.
In order to ensure a fruitful analysis, we organized a meeting in advance with the main leaders of the faculties and fellow youth leaders, who we briefly introduced to the ugly event and instructed them on how to act. We asked that the emphasis be placed on finding the causes of why such an event happened and secondly, why there was no immediate counter-action, with the initiative of young people, to prevent this event.
On the other hand, we emphasized that the analyzes should be done without sectarianism, i.e., that “we blame the song, or any occasional harassment, student by student”, and without opportunism, i.e., “that these are things that happen’, are in the psychology of the student”, so we have no reason to worry.
We emphasize that, on the initiative of several branches of the Faculty of Construction, the Party and Youth organizations had gathered, where they were discussing the events in the City of “Students”. After discussions, some conclusions were drawn in the University Party Committee and the Party Bureau at the Higher Institute of Arts.
What was concluded?
First, in all the discussions, it was accepted that we are dealing with an ugly event, in which a large number of students (about 1,500 people) were spontaneously withdrawn, some of them “in the game”, for harassment and banal humor, with friends, others to assist in these scenes, some watching from windows or terraces.
It was not concluded or accepted that there are organizers, but it was emphasized that some students enjoy these types of scenes, which are more present during exams or after exams, which could be identified as liberals, snobs, etc. Secondly, despite the fact that the students have a good political and ideological level, the fact that only some of them intervened to prevent the event, says that there are problems in their formation.
Thoughts were openly expressed and criticisms were made by name, that in the ethical and moral sphere, the weaknesses are more pronounced. This sphere is undervalued, both by the high school, by the chairs and pedagogues, as well as by the youth themselves.
Banal vocabulary, lack of respect for many lecturers, loud conversations, insults and unhealthy humor, open fights, even with fists, inappropriate behavior towards girls, provincial insults, etc., are more widespread and for them there are no right concepts.
Their underestimation has led to their lack of standing and open opposition. Some students, at the High Institute of Arts, criticized the lecturers, that they stay away from these problems, do not promote and do not support the positive attitudes that are held.
Thirdly, the effectiveness of the Party’s and Youth’s educational work should not be measured by the number of meetings, lectures, and conversations, but by coping with the specific problems faced by the high school and collective life in the City of “Students”.
This is a widely discussed problem, but it was emphasized that we often cling to the formal, visible aspects, for the sake of excitement, and we do not get into the interests, demands, and psychology of students, especially those who live in dormitories. In general, it was accepted that it is an educational, superficial, even irresponsible job.
Self-reliance and initiative of the students must be understood inseparable from the care and especially from the thought-out, argued work of the professorship, which is also seen in the not-so-deep analyzes made by the Party organizations and the departments.
The event was considered not accidental, because the organization of the University Party has drawn attention to it several times and has been asked to do more qualified educational work.
Some problems and some manifestations that must be attacked by the work of the Party were defined, such as those of indifference, the individualistic view of events in schools and the City of the “Student”, the life of some without social preoccupation and political nerve, the correct ideological interpretation of, foreign shows, especially ethical and moral ones, problems of cultural formation in general.
Even the fact that in some Party organizations, to some members of the Party Committee, the event in the “Student” city was taken lightly or started as a “pumpkin game”, that “the fault lies with the girls of the Higher Institute of Arts, who are promiscuous in vocabulary, and in some cases also in morals”, that the boys of Civil Engineering are prone to vagrancy and harassment”, he says that the problems are not on their heads, in their essence, that they do not seen as a liberal spirit and accommodation in them.
After extensive discussion, in the University Party Committee, several measures were taken:
-Today the analyzes will be done in the Party and youth organizations of other faculties, which were not involved in the event.
– For some employees of the city dormitories, who do not perform their duty, and who have also had other manifestations of lack of piety, it will be discussed for their removal from this job.
– It will become a joint asset, party and youth, to analyze and define tasks, for the deepening of educational work.
We note that, in addition to the positive critical attitudes, for the usefulness of this work done and the assessment that the case was caught on time and correctly, many students and lecturers remarked that the intervention of the investigation is excessive and in a way, has create an uncertainty.
We tried to clarify and calm their conscience that the investigation has no reason to deal with this issue.
It is in the hand of the youth itself, in the high school. It also turned out that the statement that a student of building no. 3, has come out naked.
The girls point out that they saw a white thing, but not a person. Rather, they say, this is an indication from a girl’s voice, which was spread without reason and without any real basis.
