Memorie.al publishes some archival documents extracted from the Central State Archive in Tirana (the fund of the former Presidium of the People’s Assembly of the People’s Socialist Republic of Albania), which belong to 1983 and are part of a file labeled “Top Secret ”, where all the correspondence between the Supreme Court of the People’s Republic of Albania, the Presidium of the People’s Assembly, the Ministry of Internal Affairs and the Central Committee of the PPSh is located, regarding the materials in charge of four former senior officials of the leadership and the Albanian government, such as: Kadri Hazbiu, member of the Political Bureau of the Central Committee of the ALP, Minister of Internal Affairs and Minister of People’s Protection, Llambi Zicishti, Minister of Health, Feçor Shehu, Deputy Minister and Minister of Internal Affairs , as well as Llambi Peçinit, director of the Directorate of Physical Protection and Security of the senior leadership of the APS, who in 1982 were arrested as “enemies of pullit” and were held in the investigation of Tirana near “Department 313”, with the charge: “associates of the police agent Mehmet Shehu”. In the file in question, in addition to the indictment of the Supreme Court of the People’s Socialist Republic of Albania (chaired by Aranit Çela), which sentenced to death Kadri Hazbi, Llambi Pečin, Feçor Shehu and Mihallaq Ziçishti, there are also documents with the minutes of the meeting of the Presidium of the People’s Assembly chaired by Ramiz Alia, (where the following participated: Rita Marko, Xhafer Spahiu, Mine Guri, Sihat Tozaj, Eleni Selenica, Elmaz Puto, Faik Çinaj, Ibrahim Gjevori, Nik Shyti, Petrit Gaçe, Rrahman Hanku, Simon Ballabani, Stefan Qirjako, as well as invited the President of the Supreme Court, Aranit Çela and the Prosecutor General of the Republic, Rrapi Mino), where the majority of its members discussed, considering the requests that the four defendants had sent to that high forum, for the pardon of life.

The convicts Kadri Hazbiu, Feçor Shehu, and Mihallaq Ziçishti, in order to make a hit, have reached the point of falsifying and fabricating false evidence. Constantly, as before the Tirana Party Conference in 1956 but also later, they have left the Yugoslav embassy out of control, which has always developed sharp hostile activities against our country, as well as they have allowed some people with a composition of political evil, or that they had materials for hostile activities in their charge. Contrary to the decisions of the Party, the Kosovar brothers who came to Albania were generally treated as suspicious.
The convicts Kadri Hazbiu, Feçor Shehu, and Llambi Peçini, have opposed the Party’s line also in terms of processing, taking various persons into processing without grounds, as well as leaving out of the control of the State Security persons who were carrying out hostile activities, in order to strike at our people and guard against enemy elements who were agents of foreign intelligence.
Also, these enemies have opposed the platform of the Politburo for internal affairs bodies and in relation to the agency issue. Some of the forms and methods of their hostile activity in this field have been, the fetishization of agency compared to other types of agency and operational work, the burning of agents en masse in various forms and ways, the introduction of agents of foreign discoveries in our agency network, exclusion of friends from this network, etc.
These enemies have also committed sabotage in the ranks of the intelligence agencies, especially by making changes to the structures and dependencies, significantly reducing the agencies under the pretext of the fight against bureaucracy, preventing the agency from penetrating the high state spheres of that were the object of discovery, as well as orienting the discovery towards the use of legal forms, as well as blocking information about the Party and mainly about its Leader, especially after the events of Kosovo in 1981.
An important direction of the sabotaging activity of the convicts Kadri Hazbiu, Feçor Shehu, Mihallaq Ziçishti, etc., has been the violation of socialist legality, the issuing of bylaws contrary to the laws and the Party’s line.
The most serious violations of socialist legality by the convicts Kadri Hazbiu, Feçor Shehu, and Mihallaq Ziçishti, during the time they worked in the Ministry of Internal Affairs, are the unfounded arrests, the open use of violence and other illegal methods.
When he was sent to work in Vlora by order of Mehmet Shehu and Kadri Hazbiu, the convict Llambi Peçini was tasked with supporting the families and relatives of the victims as anti-party elements, as well as keeping their hopes alive for the reversal of the situation duties which he has implemented.
Another action of the counter-revolutionary organization headed by Mehmet Shehu, and with the main collaborators Kadri Hazbiu, Feçor Shehu, and Mihallaq Ziçishti, has been sabotaging the policies of the cadre by going against the Party line, especially in not joining the ranks of the Labor bodies. Internal cadres from the working class, in violation of the norms for the resolution, preparation, and education of cadres, using the method of coercion and punitive measures, in making a personal policy for the cadre, in frequent and indiscriminate movements, etc. .
Traitor Kadri Hazbiu, although he was for a brief period the Minister of People’s Defense, he further deepened the hostile activity organized by Beqir Balluku, Mehmet Shehu, and other former enemies in the Army, making great sabotages in all sectors her.
In particular, he focused his attack on the leading role of the Party, on undervaluing the educational work of the Party, and on putting emphasis on punitive administrative measures.
Kadri Hazbiu called the consequences of the previous hostile work in the army surmountable, and when the Party Committee of the dicastery raised such problems, he replied with brutality that they did not know the situation well, demanded the narrowing of the topics of the Party’s basic organizations, to avoid him from the cardinal problems and has tried to impose the problems he discussed himself.
The convict Kadri Hazbiu was for the barracks army and against the Free Schools. He released the military secret despite calling for its preservation, just as he debunked the transition of the army to a new structure.
He was for the centralization of the powers of the minister, wanting to acquire the powers of the Defense Council, as well as those of the General Staff, and the Commander-in-Chief of the Armed Forces of the People’s Socialist Republic of Albania, etc.
Kadri Hazbiu further deepened the hostile concepts of Mehmet Shehu, related to the powers to alert the ministry’s apparatus, the headquarters and corps commands, as well as the various units of our army.
Although the Commander-in-Chief, became aware of them on 3.6.1982, struck these positions and ordered their correction, the enemy Kadri Hazbiu did not correct the violations in order to use these powers for the realization of the military coup.
This enemy has also sabotaged a number of other decisions of the Party related to the field of defense, has also sabotaged the sector of Interconnection, Radiolocation and Obstacle, in the fortification of the country, as well as in the military industry. The enemy Llambi Ziçishti has also committed numerous sabotages with serious consequences in the Health sector.
According to the tasks given by the counter-revolutionary organization, Llambi Ziçishti, has sabotaged the work for the introduction of modern scientific technique in health, for putting modern devices into use, for the provision and distribution of drugs, for the completion of the Antibiotic Factory, has introduced the spirit of liberalism in the health sector, etc.
Also, he unjustly spent 990,226 USD from the foreign exchange fund to visit people and buy medicines abroad, without being necessary. “I acted to sabotage the health sector, to make the working masses unhappy”, said this enemy himself.
Both in the investigation and during the course of the trial, it was proven that the enemy Kadri Hazbiu and all his collaborators have opposed the Marxist-Leninist line of our Party in all areas, raising and propagandizing with each other as well as with persons others, against the victories achieved in our country.
The enemies, Kadri Hazbiu, Nesti Nase, Fiqret Shehu, Llambi Peçini, etc., contradicting the reality and the position of our Party, have characterized the events of the demonstrations in Kosovo as accelerated, they have expressed the need to review relations with the Soviet revisionists , and have been in favor of an opening with both the East and the West.
They have never believed in the principle of relying on our forces. Regarding this, among other evidence that was administered in the trial, the enemy Xhavit Ismailaga, testified that: “Feçor Shehu, he propagandized to me that the capitalist countries are moving forward and we must take loans to move forward like them, we must open the gates for foreigners to come here…..”!
Finally, the court, based on all the materials of the case, estimated that all the criminal activity developed by this counter-revolutionary organization directed by the police agent Mehmet Shehu, together with the main collaborators: Kadri Hazbiun, Feçor Shehun, Fiqret Shehun, Llambi Pechini , Llambi Ziçishtin, Mihallaq Ziçishtin, and Nesti Nasen, have endangered the victories of the popular revolution, socialism in Albania, as well as severely damaged the People’s Socialist Republic of Albania in the political, economic, ideological and military fields.
In determining the punishments, the court took into account the role, activity, and degree of guilt of each defendant. Especially the court focused on the very dangerous activity of the enemy Kadri Hazbiu, the main collaborator of the police agent Mehmet Shehu, the man whose ferocity, cynicism, foxiness, and hostile determination, has left no stone unturned to damage the People’s Party ours.
The activities of Feçor Shehu, Llambi Peçini, and Llambi Ziçishti were considered quite effective and dangerous, especially for their extensive activity in the field of espionage, as well as in the preparation of the act of terror and the military coup.
