Memorie.al publishes some archival documents extracted from the Central State Archive in Tirana (fund of the former Central Committee of the ALP), which are part of a voluminous file of the Ministry of Internal Affairs, which are sent to the Central Committee of ALP, where there are some reports and a study made by the General Investigation of the Republic, (signed by Minister Hekuran Isai), regarding the proposals made by the Directorate of Internal Affairs of Tirana and the Internal Affairs Branches of some districts of the country, such as: Tropoja, Kukësi, Shkodra, Dibra, Saranda, Korça, Fieri, etc., with proposals for the arrest of various persons who had committed crimes against the state, such as agitation and propaganda, betrayal in the form of espionage, sabotage, etc.

The full document with the proposals made by the State Security, for the arrest of four defendants accused of being agents of the Yugoslav Intelligence, such as Nexhat Hamiti in Elbasan, Sulejman Aliu in Saranda, Hamdi Vata in Kukës and Havzi Dangëllia, a Greek Intelligence agent in Korça, Nexhat and Ajet Iljazi, Kosovar immigrants with Yugoslav citizenship, Vitali Paska and Jacques Jumba, with Congolese citizenship, as agents of American, Yugoslav, Greek, Italian and Turkish Secret Intelligence, Ilia Stavri and Stavro Kajavoj, as agents of Intelligence Siri Jazo and Xhemal Lile from Vlora, Vasil Dhima from Saranda, Ali Hyka from Tropoja, Agim Patoku from Tirana, Hysen Hyseni, Bernard Lajthia, Pashko Marko and Bruno Hika from Shkodra, Hysen Verdalis from Pogradec, Mersin and Rexhep Hoxha from Dibra, etc. .

After studying the study material on the proposals for arrest, I express some thoughts:

From the form this cannot be called a study, but some conclusions arising from the practical activity of the Investigation, regarding the proposals for arrest. And from the content, I think this material leaves much to be desired.

The study, both in form and content, needs to be broader and deeper.

The friends of the Directorate of Investigation have made and sent us to another “study”, for which we have the same remarks that we say and for this “study”, both in form and content. For this “study”, we remarked to the friends of the Investigation, who agreed with our remarks.

I think that in this study that is presented for the proposals for the arrest, some deeper conclusions should have been drawn in order to better serve the work of the body and the Party.

It would be to present in this study:

• How was the reasonableness and objectivity in getting it processed and followed?
• If the processing tracking is done operatively or with clumsiness and procrastination exceeding the tracking deadlines.
• If the complex of agency-operational types of work has been used correctly or only the agency or operational technique has been absolutized.
• If the education and management of the agency has become fair, continuous and in line with the trend and personality of the processing.
• Some conclusions should have been drawn regarding the personality of the persons proposed for arrest, such as: political composition, social status, and age, place of residence, extent of hostile activity and the degree of their danger that a war had been fought before preventive with them.
• How was the role and assistance of those responsible in following these developments, etc?

All this has to do with how and to what extent the bodies implement the Party’s orientations to be and judge as objectively and partisanly, as accurate and fast, as harsh with the enemy, but also prudent with its victims. .

And for these remarks, I think we should introduce the colleagues of the Directorate of Investigation, to take them into account in the future.

At the same time, I think that Comrade Qemal Lame, Deputy Director of Investigation, should be told that in doing his studies, he should engage other colleagues, both within the directorate and in the sectors with which the study is related, and then in the end make them familiar with this study.

I say this, after the previous study that deals with the agency in detention rooms, with the conclusions that have been drawn, to leave the impression that it has not consulted with other sectors.

Comrade Qemal is new in the sector he works in, so for many things he should consult with friends within the directorate and with those of other sectors.
