Memorie.al/ publishes an archival document labeled “Secret” extracted from the Archives of the Ministry of Internal Affairs in Tirana, which belongs to the State Security fund, where there is a combination plan compiled by the Deputy Head of the Branch of Internal Affairs of the district of Fier, Ndue Doçi in 1970, for the follow-up and surveillance of Sejfulla Malëshova, former Minister of Education and Culture and head of the League of Writers and Artists in the first years after the war, after being hit by Enver Hoxha, was interned in the district of Fier where he worked as a tobacco storekeeper. As we will see from the document in question, the State Security bodies headed by the Deputy Head of the Department of Internal Affairs of Fier, Ndue Doçi and his subordinates (Bajram Neli, Et’hem Sinani, Bahri Ferra and F. Boboçi) in collaboration with some of the doctors and nurses of that city, such as Kosta Shkurti, Veli Muska, (some of whom are collaborators of the Security, such as “Aparati”, etc.), have drawn up a combination plan, with the aim of lying to the hospital Sejfulla Malëshova, where after they put him to sleep with medication, they would take and copy the keys to his house, to check them later, as it was suspected that he wrote prose and poetry, with hostile content and took notes making remarks in the Party’s press materials! PLAN-COMBINATION
FOR THE SECRET CHECK OF THE APARTMENT OF THE ANTI-PARTY FACILITY
SEJFULLA TASIM MALESHOVA
From the agential processing of the object Sejfulla Malëshova, as an anti-party object, it turns out: That he writes prose and poetry in his apartment, at the same time the object warns the press and materials of the Party, leaving manuscripts, which are of interest to our bodies operative.
Being in front of this situation, there is a need to make a secret control of his apartment. To carry out these actions, we will work with the following variants:
FIRST OPTION:
The facility has recently been treated for bronchopneumonia by Nurse Kosta Shkurti.
a). Taking advantage of this moment, Kosta Shkurti will be taken to a meeting by P.Op. B. Ferra and the head of the section, B. Neli, to instruct him to go to the facility. S. Malëshova, to make an appointment with him, ask him about his health condition and advise him for another medical check-up, either at home with a doctor, or at the anti-TB dispensary, where he will do the radio-scopy visit.
b). Kosta Shkurti, who was also B.p. (currently maintains a good attitude), will ask the facility which doctor he wants to see.
c). After we have learned from Kosta about the doctor that the facility is looking for, Kosta will be taught by us to tell the facility that, the doctor you are looking for, I did not find, so I brought a doctor (who will be the B.p. of the organs ours), I think you will not object.
d). Doctor B.p. it will be ordered that the health condition of the object is not good, it is suspected of an incomplete recovery and to give a prescription for the necessary drugs, or for a radio-scope check.
dh). The radiologist will be Veli Muska, from the anti T.B.C. dispensary, who will be commissioned by sh. Ndue Doçi, that if Sejfullah Malëshova goes to visit him, he will take him out sick with bronchopneumonia.
e). If the object will not agree to be laid, the doctor B.p. would use in his direction, through nurse Kosta Shkurt, a quick-term medication to bring him discomfort, such as nausea, fever, etc. At this time, an ambulance will be immediately requested from B.p. “Aparati”, which will be on standby, to place the object in its ward.
SECOND OPTION:
a). If the first option will not give a result, then the nurse Kosta Shkurti, making an eye visit, will tell the object about a botkin, so to be sure, he is bringing you the competent doctor, who is B.p. The “device”, which, when it goes to the object for a visit, will ask the latter to perform urgent analyzes in the laboratory.
b). The laboratory Qibre Cerga, A.P., will be ordered by friend Ndue Doçi, so that the results of the analyzes come out positive.
c). B.p. As soon as the “apparatus” learned about the completion of the tests, it immediately took quick measures to admit him to its infectious ward.
In this combination, the following measures will be foreseen:
- The conversations of Nurse Kosta Shkurti, as well as B.p. The “device”, in the apartment of the object, in both variants, will be intercepted with T.OP. By F. Boboçi and B. Ferra.
- With the beginning of the combination, uninterrupted monitoring of the object and its residence will be organized, for the entire period that the combination will continue. Kryen, B. Neli and the surveillance team.
- In order for B.p. “Aparati” to be free to operate in this facility, one day before the combination begins, the doctor Vllash Gjeçi leaves the infectious disease ward, with service for ten days, in one of the localities of our district. For this issue, comrade Ndue Doçi will talk with the Chairman of the Executive Committee of the District, which has the patronage of health.
- It will be discussed with B.p. “Aparati”, that in his pavilion, provide a special room for laying the object, to easily carry out the actions and results, which will be given by the use of opium, to take without being understood by facility, apartment keys. Performed by B. Neli.
- A day before the combination starts, B.p. “Morena” will be sent to the house of the object, to do a general cleaning of the apartment, as well as to accurately determine the location of the keys of the suitcases. Lead, P.Op. B. Ferra.
- The Scientific Technical Branch should be notified, one day before the start of the combination, to send to this Branch, the key reproduction specialist and the photographer, Velo Pleshti, with the film camera.
- This combination will be carried out by the operative group, consisting of Ndue Doçit, Bajram Neli, Et’hem Sinani, Bahri Ferra and the persons who will deal with technical actions and the surveillance group. This combination will be led by the Vice President, friend Ndue Doçi.
