The secret document with the report of the senior State Security officer, Captain I, Fadil Kapisyzi, sent to his superiors at the Ministry of Internal Affairs, regarding the investigation process conducted against the saboteurs Iljaz Toptani and Gjetan and Selim Daci, where they also mention the name of Tuk Jakova
Secret Tirana, on 25.5.1951
R E L A T I O N
Among the group of saboteurs preparing to appear in court is Gjetan Daci, who came from Germany with Selim Daci and Iljaz Toptan.
From the study of the process held in Peshkopi, some shortcomings were ascertained, for this reason comrade Stavri Xhara is in charge, to clarify these. Based on the order, Comrade Stavri starts from work treating him very well. The generals were taken away yesterday and left for today to continue. The defendant, last night in the late hours has asked Captain Stavrin, without showing the reason.
When questioned today, he says that the reason for the request was because; in the process held in Peshkopi, I did not say everything, but now I make a commitment not to hide anything from the Party. Then he started with these words: When our group was going to cross from Greece to Albania, delegates from the “Free Albania Committee”, Zef Pali, Seit Kryeziu, Gaqo Goga and the American organizer, who stands next to the Committee “Albania e” “Free.” After they all gave us instructions together, they pulled me apart. Here, in addition to the delegates who were told, there was also the instructor of the American course, “Emili”.
Xhetani, among other things, says that they have been assigned a task, that; when he arrived in Albania, he would receive an order from the Center, to leave for Tirana, who as an escort, would have a civilian, who would be given to him by Dalip Kurti from Mati. Along with the civilian and Xhetan, Iljaz Toptani would also come, who would stay in Kruja. Neither Iljazi nor any of the group’s friends should have known about Xhetan’s arrival in Tirana.
The American organizer tells Gaqo Gogo that Xhetani in Tirana should meet with: Myslym Peza, Dali Ndreu, Esat Ndreu, Haxhi Lleshi, Tuk Jakova, Qazim Kondi and Xhevdet Petrela. As soon as he meets with one of them, he must present the letter from the “Free Albania” Committee, and the letter of notification (the letter of K.Sh.L., is a common letter, which they give to the saboteurs).
The mentioned says that; the purpose of the meeting was to obtain information, such as, for example, Myslym Peza being in the People’s Assembly, would provide information on the state of the Assembly. He also had to take care of finding a residential house here in Tirana, then he would go and pick up one of the radios that the group had and install it here, through which he would keep in direct contact with the center.
Gjetani also says this: “To convince me, after you seem unbelievable to me such a thing, the American organizer, speaks in English to Gaqo Gogos, saying that; these are truths taken from the Yugoslavs, through a fleeing albanian major. “Patsaj Gogua translated these words into Albanian.”
To keep in mind the people he was going to meet, they gave him a list of names, which he kept for three days and then handed it to the American instructor, “Emil”. Gjetani was also assigned another task, that in case anyone was in danger of compromising, he should immediately contact him through Dalip Kurti, so that through Macedonia, to cross to Greece.
As a final order, there were; when transmitting the information, he should not have given the name of the informant, but only the last letters of the surname, e.g., Xhdevdet Petrela, = “L.A.” – etj. With this, the center understood who was giving the information. For this, Captain Stavri, immediately informs the leadership of the Branch.
Immediately, says Captain Fadil Kapisyzi, I went to the prison, was informed by Captain Stavri, about which he had testified and then I interrogated his friend, Selim Daci. I did this to find out about Gjetan’s condition, what kind of person he was.
Selimi was asked about the delegation that came from the Committee “Free Albania”, about the tasks they have given you and finally about the composition of the elements of the group, for each in particular. Gjetani presents Selimi in this way: He did not do well with lessons, he is not smart, but one with a strong character and determined for Legality. For this quality, he enjoyed the sympathy of the exponents of Legality. Also from the investigator, they come out with such an impression, as a man of faith and custom.
From all this, we come to the following conclusions:
- Given the capacity and ingenuity of this person, in support of Selim Daci’s depositions and our impressions of the investigator, it is unbelievable that he could carry out such a mission. (Keep in touch with seven people).
- Given the strong character of this man, we do not believe that he himself has invented such a legend. We therefore assume that; The Center did indeed say such a thing, for the purpose of misinformation.
We are reserved to ask him further; as such an action is contrary to the platform.

Information
When Tuk Jakova fell from the position, Zija Dibra also fell. At this time Tuku says to Zija Dibra: “Do not care and do not worry at all, do not worry about it at all. This other Koçi Xoxe (Mehmet Shehu) will also find a place”. – These were told to me by my wife’s friend, who was told by her own sister, Bizere Zija Dibra. (The friend is Mejreme Gjrurgjoviçi).
When Mejremja talked to Ali Preza, Mehmet Gjurgja waited for them, saying; by god this winter is the end for this government. Last spring Mehmet Gjurgja went to Korça and Pogradec, for the work of the Company “Albania – B.R.S.S.” as an auditor he is and when he returned, Mehmeti told us how a group from Pogradec had fled to Yugoslavia.
They said Mehmeti, fled by boat, for this my friends told me, showing me the place where they had fled, at the same time they greeted them while they were leaving.

On 10 / V / 1954 he met with Kole Mirash Noshi from the village of Palaj Shosha, who told him that; Tuk Jakova received a letter issued by three citizens to become a UDB agent and Tuku was forced to sign this letter and accept to become a UDB agent.
The person who sent the letter to Tuk asked me to be the UDB agent for the Dukagjini district, but when I learned that he was sending the letter to Tuk, I was scared and did not accept it. I asked that man that; how are you not afraid to take this proposal to Tuk, but he told me that; I have taken them other times and if they wait for me, he goes too.

Report-information of the State Security officer, Lieutenant Kosta Goce, with the data of the Security collaborator with the nickname “Panorama of Llogara”, regarding the problems and dissatisfaction expressed in his work, Tuk’s brother, Frano Jakova
Received P.O. Lieutenant Costa Goce
Given B.p. “Panorama of Llogara” Dt. 3.VI.1955

Regarding the Directorate of Arts and Culture, Frano Jakova does not like this task very much, the fact that he does not manage it well and especially his few efforts to get to know the culture sector prove this. Since the reorganization of power and the introduction of the Arts Committee in the Ministry of Education, the direction of arts and culture issues has been weak.
Frano Jakova as director does not delve into the problems but works superficially. Very few control the work of the friends he has under dependence. The shallow study of the problems has made them even immature and that have damaged financially, for example, the Skanderbeg Monument, the film “Our Land”, the reporters of professional theaters, etc.
From what I see, he is excited to go to work in the diplomacy sector and not because he likes it as a job, but to take advantage of going abroad. He is adventurous in his life; he likes to go with other women, to live a life of comfort and position without responsibility. Fall into opportunistic positions, whether to elements without political guarantees, to put them to work, or to state problems related to art and culture.
Supports Shkodra elements. If it was a matter of work control, he is ready to come to Shkodra every week, or there have been cases such as: Zef Gruda, Pjetër Gjergji, Ndrek Gjergji, etc., whose requests he keeps or is silent about weaknesses, which Franoja does not have leadership quality for this sector. He is excited to maintain his position, but the work is done by others.
