Memorie.al/publishes some archival documents extracted from the Central State Archive in Tirana (the fund of the former PPSh Central Committee), which belong to the year 1982, where there is a file with relations, reports, instructions, information, letters, minutes of meetings of the Political Bureau, the Secretariat of the Central Committee, etc., regarding the “hostile activity” of the member of the Political Bureau and the Minister of People’s Defense, Kadri Hazbiu, as well as some of his closest collaborators, such as : Feçor Shehu, Mihallaq Ziçishti, Llambi Peçini, Zoi Themeli, etc., who were accused by Enver Hoxha, as “the main collaborators of the police agent Mehmet Shehu”. In the file in question, there is also a document with Kadri Hazbi’s self-criticism, dated September 27, 1982, sent to Enver Hoxha and the Political Bureau of the Central Committee of the PPSh, regarding “his poor work at the head of the Ministry of of Internal Affairs and the lack of vigilance, for not detecting hostile groups, all of which the party and Comrade Enver had discovered”. In this document, the former head of the Ministry of the Interior writes: “From the beginning of September, when I was getting my hair cut, a driver who works with the transport lines abroad came to me and told me that, returning from abroad, the drivers they had spoken badly about my fate. I didn’t ask him what he had been told, but I told him to go and report it where it should be. He added in more detail that he had spoken to the companion who stays with me, which I ordered him to report. He told me that he had done this. I don’t know whether I told him about this case or not, friend Hekuran. After a few days when I returned from a 3-4 day service, my family told me for the first time that they are taking us on the phone and so on, in meetings they ask about you, where are you and how are you, because we have heard things not good, as if we have escaped as a family abroad, as if I have been dismissed from my position as Minister of Defense, etc. I told you that anyone who asks about us, you say we are fine and don’t engage in further conversation. I emphasize that these things have spread so much that even one of the workers who serves in my family left without expecting that something is happening with me and my family. All these things, I told my friend Ramiz, together with my opinion that there is not enough fight against these harmful slogans and that they are spreading from Tirana in the first place”. Likewise, the document in question also contains the minutes of the meeting of the Political Bureau of the Central Committee of the PPSh, held on October 8, 1982, where the “hostile activity of Kadri Hazbi” from the period after the war when he was in the position of Chief of Army Security, which has brought fierce debates, they all discussed, starting from: Adil Çarçani, Hekuran Isai, Simon Stefani, Manush Muftiu, Rita Marko, Prokop Murra, Photo Çami, Lenka Çuko, Pali Miska, Besnik Bekteshi, Muho Asllani and Llambi Gegprifti. Even the debates and strong tones in that meeting were not absent between Enver Hoxha and Kadri Hazbiu, which continued throughout the meeting, for several sessions. The meeting was opened and led by the first secretary of the Central Committee of the PPS, Comrade Enver Hoxha.
Discussion on the serious crimes of comrade Kadri Hazbiu.
COMRADE RAMIZ ALIA: From the report of Koli Shuke and Mustafa Kondo, which was compiled in 1975, by order of Kadri, it turns out that our collaborators were given to you in connection with the Soviet KGB, after 1955. We have the right to ask: Why was such a thing done?! You tell us that: “these relations were built this way when Mehmet Shehu was minister”, which is not true.
The giving of our collaborators to the Soviets, for the first time, as you can see, was done when Kadriu was the minister. We are also told that our cadres were allowed to make this transition of associates when it was difficult to keep them in touch. Big wonder?! Why is this technical issue, or a very wrong political action with dangerous consequences?!
Comrade Kadri, when you encounter difficulties, you throw out the idea that you did these things with your head, that you should have notified someone from the leadership, or that some written material should be found. There are not, nor there documents, just as there can be no Party leaders who have told you to give all state secrets to the Soviets and bring all our future cadres under the control of the KGB.
In disrespect for ourselves, national dignity as a sovereign state and an independent Party, the bitter experience we had with the Yugoslavs should have stopped us from doing such a thing. You know that experience, the actions of Koci Xoxes, who had turned the Ministry of Internal Affairs into a branch of the UDB, we severely condemned and called it national treason. Neither the Party, nor any of its leaders, could allow an action identical to that previously condemned, except that the UDB had been replaced by the KGB. Why did you leave so much space for the Soviets?!
Why did you establish those subordinate ties with the KGB?! This remains unclear for us. Kadriu also sees this, but he wants to remove any responsibility from himself by presenting the case as if he had a quarrel with the Soviet chief adviser. But we checked and did not find any document of the Political Bureau on this issue, and that Llambi Peçini sent the secret materials to the KGB without Kadri’s knowledge. In the Kadriu secretariat, he did not raise this version; on the contrary, he told us that this was done because the school needed it for our students. Now he tells us that “this shipment was made on his back”?!
And to prove this to us, he points out that the document has neither his signature, nor the notes, nor the initials, as Kadriu had in practice. But if it is reasoned like this, can’t the opposite be said, that the absence of the initials and the signature was made to make it easier to deny?! I cannot leave without talking about the insult that Kadriu does to the Political Bureau, the doubt that he casts on the judgment of its honesty, and the accusation that he makes to Comrade Hysni, where he writes: “The absence of Comrade Hysni, at this time when such delicate issues are analyzed, which are also related to my correctness towards the Central Committee of the Party, it makes it difficult to clarify many of them”.
No, friend Kadri, this situation does not help you either. Comrade Hysni is not really, but in the Political Bureau we do not act like in a trial, where it is necessary to prove the guilt or innocence of an accused, with witnesses. The party judges politically and ideologically, judging by relying on the Marxist-Leninist ideology, relying on the sincerity and openness of the communists. But since you are looking for comrade Hysni as a witness, then let’s refer to the facts and documents that he left us.
We all know how fair and principled Comrade Hysni has been, for the correct implementation of the Party’s line. I mentioned above, the letter of the communist Vullnet Thanasi. This is the nephew of friend Hysni. Kadriu has sent the letter to friend Hysni so that he could read it and give him his opinion on how to act. But emphasizing that his opinion is that: “The Will blows things up, and gives you the character of rising with passion, that the Will takes revenge on Feçor, thinking that the latter fights him for some mistakes he has made by being inciting and gossip gatherer”.
Comrade Hysni from the beginning, in the answer he gave to Kadri on April 15, 1975, after talking about his grandson, writing that: “No one should be allowed to look at or favor people because they are related to this or that cadre leader, as is the case of Volunnet, who is my grandson”. He criticizes the Ministry of Internal Affairs to be very careful as they are receiving many proposals, especially from the Foreign Intelligence Service, to appoint cadres with duties abroad, who are related to colleagues with responsibilities, colleagues in the bodies of Internal Affairs and in the army.
After this critical introduction, Comrade Hysni orders: “As for what Volulneti says about Feçor, it should be judged carefully. It should be seen how Feçor evaluates Sami Muhameti today, has he seriously condemned him as the Party has condemned him, does he have conviction for him as guilty I think that Feçor and all those mentioned in the information should be told about the contacts they had with Sami Muhameti”. What did you do, friend Kadri?! You did not follow the advice of comrade Hysni, you allegedly agreed with the verification that Bato Karafili made of Vullnet Thanasi’s letter, a verification that exonerated Feçor from any responsibility.
Comrade Hysni, as is known, also left us documents on the issues of our Security’s relations with the Soviets. And these do not make it difficult for us; on the contrary, they help us to solve problems. Thus, in Comrade Hysni’s letter of January 13, 1975, it is clearly stated that: The Central Committee of the Party was not aware that the State Security had given the Soviet KGB, in connection with our collaborators. It is also written there that in the Central Committee of the Party, there is no document that authorized the Ministry of Internal Affairs for such a thing.
This is the main one, which does not make it difficult to solve the problem at all. But if there is any difficulty, it comes from you Kadri who tries to hide the faults and very dangerous actions that have been committed. The documents that Comrade Hysni left us do not speak for your correctness, if you have this in mind, when they show Comrade Hysni’s absence at this time. When you highlight the absence of Comrade Hysni, you try to remove yourself as a “victim”, and then you are forcing us to remember that, in the Political Bureau, neither mischief, nor provocations, nor intrigues work.
Ultimately, comrade Kadri’s self-criticism did not help me to understand his role in these 40 years of the development of this hostile activity, which has involved many cadres of the Ministry of Interior, where Kadriu worked. That he lacked vigilance that is quite clear to us, he even completely lacked it. In the same way, in his work, he has given Mehmet Shehu’s gang and his friends a free hand, and this seems obvious.
Also, by building such a subordinate relationship with the Soviet KGB and its advisers, he has seriously damaged the interests of the Party and our State. That much can be said for what we know. Based on this request, I agree with the proposal of other comrades that Kadri Hazbiu be expelled from the Political Bureau and from the Central Committee of the Party, at the same time am dismissed from the position of Minister of People’s Defense, and retired. Let Kadriu, as a simple member; prove his honesty and correctness to the Party. In her leadership, these tests should not be allowed to take place.
COMRADE MUHO ASLLANI: I got to know and carefully studied the self-criticism of Comrade Kadri Hazbiu, but I also have the opinion and I say from the beginning that this is not in-depth, it does not draw correct and deep conclusions about the very great faults of serious political actions, made by him consciously, without delving into where these actions lead. You, Comrade Kadri, have handed over to the Soviet intelligence agencies and other revisionist countries all the materials that they have requested of you, and which are related to the fate of our socialist homeland.
Now the question arises: What have you not given them?! You have made our Ministry of Internal Affairs dependent on them, as the Internal Affairs Branch of a district depends on the ministry. The actions carried out by our bodies, you submitted to the bodies of the Soviet Internal Affairs, and of the countries of Eastern Europe, which should not have been allowed in any way. This constitutes the most serious crime that you have committed against the motherland. In your self-criticism, you say that these documents were signed by your deputy, without your knowledge.
But for these jobs, there are certain rules about who and when the deputy will sign, and the incumbent finds out about these immediately when he returns to the office, when the subordinate has performed actions in his absence. This does not justify you at all. I am convinced that you knew about these actions, and you knew all about what your subordinates did with your orders. You have not implemented the Operational Work Platform of the internal affairs bodies, approved by the Political Bureau, you have not informed the First Secretary of the Party Central Committee, about very important actions that you have carried out in violation of the platform, and this you justify that you talked with others, which does not justify the grave sins you committed.
I think that you did exactly this work so that nothing would be known from Comrade Enver, because if he were to find out about you, you would receive the deserved punishment since then, when you committed these serious crimes. Comrade Kadri, you say that you always met with Comrade Enver, and you informed him about many problems, but you did not inform him about this important and capital issue for our country, on the contrary, you hid it from him. Even when we judged the activity of the enemy, Mehmet Shehu, you did not say anything to the Party about these serious crimes you have committed, but you kept silent. Even about the enemy Mihallaq Zicishti, you have not said anything.
We have met together several times, and you could inform us of any facts connected with his low and dirty work, and of course with the faults of his life. I say this because you should have helped us both for his work in Durrës, as well as for the flaws and weaknesses that he has had throughout his life. You once talked to me about waiting for a meeting with a driver of the Export Company, who had no problems with the relevant company, but who complained against the director that he wanted to go abroad in order to secure income as much as possible large for themselves, in Vienna, and in Berlin, etc.
So he did not want to help the Party in the framework of the general interest, but he wanted his own interests. So you alert us to second-hand issues, while you haven’t told us anything about capital problems. Now I am telling you, Comrade Kadri, that you must openly tell the Political Bureau, that not even from the Ministry of National Defense, you have given the enemies such information that harms the defense of the homeland, especially the coastal borders, since from The Ministry of Internal Affairs of the Soviets, you have been given everything they asked for, therefore, the issue must be looked at from the other side.
I say this because during the analyzes we have done recently, in the Bureau of the Party Committee of the district for some violations of the border, in the Bureau of the Party of this sector I noticed that there is a marked liberalism and concessions have been made. For this, the intervention of the District Party Committee Bureau was needed, to take measures against these people who made these concessions in guarding the border. The question arises and you must say it openly, why did you do these actions?! Why did you completely hand over your actions to the KGB and others?! During the last years, we have discussed the work of hostile sabotaging groups, we have stopped and analyzed the responsibilities of everyone, and of course they have received the deserved punishment.
Yes, you have not raised these problems. Why did you wait for others to find out and didn’t tell them yourself where and when you should?! Even now at the meeting of the Political Bureau, you confirm what others are telling you, that you are not giving anything new. You had time to reflect and tell all the things to the Political Bureau and Comrade Enver. But you didn’t do that either.
My conclusion is that you deliberately hid from the Party and the Politburo these actions that you should have told them openly. Information is a party norm. According to the rules, you have to inform the Party about the tasks and problems that are assigned to you, but you ignored this party rule because you did not take into account the orders of Comrade Enver.
In your self-criticism, I notice, as other friends have pointed out, the signs of a pronounced arrogance, specifically about the organization and the presentation in Peza, and with these things you try to get away from the main problem. Memorie.al
