Memorie.al/ publishes some archival documents extracted from the Central State Archive (the fund of the former Presidium of the People’s Assembly of the People’s Socialist Republic of Albania), which belong to 1983 and are part of a file labeled “Top Secret ”, where there is correspondence between the Supreme Court of the People’s Socialist Republic of Albania, the Presidium of the People’s Assembly, the Ministry of Internal Affairs and the Central Committee of the PPSh, regarding the materials in charge of four former senior officials of the leadership and the Albanian government, such as: Kadriu Hazbiu, member of the Political Bureau of the PPSh Central Committee, Minister of Internal Affairs and Minister of People’s Protection, Llambi Zicishti, Minister of Health, Feçor Shehu, Deputy Minister and Minister of Internal Affairs , as well as Llambi Peçini, director of the Directorate of Physical Protection and Security of the senior leadership of the APS, at the Ministry of Internal Affairs, who since the year 1982, were arrested as “enemies of the people” and were held in the Tirana investigation, “Department 313”, with the charge: “collaborators of the police agent Mehmet Shehu”. In the file in question, in addition to the indictment of the Supreme Court of the People’s Socialist Republic of Albania (headed by Aranit Çela), which sentenced to death Kadri Hazbi, Llambi Pečin, Feçor Shehu and Mihallaq Ziçishti, there is also the document with the minutes of the meeting of the Presidium of the People’s Assembly, chaired by Ramiz Alia, where the majority of its members discussed, considering the requests that the four defendants had sent to that high forum, for the pardon of life. Likewise, in these documents, there are also the minutes of the execution of four former high officials, the people who assisted as well as their last words before the shooting. Attached to this letter, we send you the summary of decisions No. 7 dated 1.9.1983 of the Criminal College and No. 8 dated 5.9.1983 of the Military College of the Supreme Court, by which the death penalty was imposed on the defendants: Kadri Hazbi Hazbiu, Feçor Refat Shehu, Llambi Vasil Peçini, and Llambi Petro Zicishti, for the crimes of treason against the country, participation active in the counter-revolutionary organization, of terrorist acts remaining in the stage of preparation, sabotage, and propaganda agitation against the state.

Summary of decision No. 7 dated 1.9.1983 of the Criminal College and No. 8 of the Military College of the Supreme Court, on the death sentence of Kadri Hazbi, Feçor Shehu, Llambi Peçini, and Llambi Ziçishti.
Military College of the Supreme Court of the R.P.S.SH. with decision No. 8 dated 5.9.1983 sentenced to death:
- Kadri Hazbiun, the son of Hazbiu and Xhevo, born in 1922 in Mavrovë, Vlora, and resident in Tirana, with a rich peasant social background, and a civil servant social status, with 4 children, expelled from the Party, with a high education, arrested on October 15, 1982.
- Feçor Shehun, son of Refat and Merusha, born in 1926 in Hekal of Fier, and resident in Tirana, with social origins as a rich peasant, and social status as an employee, with 2 children, expelled from the Party, with a higher education, arrested on March 24, 1982.
- Llambi Pečinin, the son of Vasili and Vanthia, born in 1925 in Elbasan and living there, with a working social origin, with a civil servant social status, with 2 children, expelled from the Party, with incomplete higher education, arrested in May 15, 1982.
- Llambi Ziçishtin, the son of Petros and Julia, born in 1923 in Ziçisht of Korça, and living in Tirana, by social origin, individual craftsman, with social status as a clerk, with 2 children, expelled from the Party, with a higher education, arrested on May 15, 1982.
All because:
- They betrayed the Motherland, putting them at the service of foreign intelligence, performing the agent duties assigned by them, and under the direction of the political agent Mehmet Shehu, they participated in the preparation of a military coup to overthrow the dictatorship of the proletariat in Albania. .
- They took an active part in the counter-revolutionary organization, conspirators and putschists to strike the straight Marxist-Leninist line of the Party, and to overthrow the state of the dictatorship of the proletariat, the convict Kadri Hazbiu being the closest assistant of the police agent Mehmet Shehu, and convict Feçor Shehu, the closest collaborator.
- They carried out preparatory actions for the physical elimination of the First Secretary of the Central Committee of the Labor Party of Albania.
- They have sabotaged the implementation of the political line of the Party of Labor of Albania in various fields, especially in the economy, bringing the state property damage worth 1,219,764 ALL.
- They have developed agitation and propaganda for the weakening and undermining of the state of the dictatorship of the proletariat, crimes that are provided respectively in articles 47 letters e and g, 50 and 57, paragraph I and II, 53 and 55, paragraph I Criminal Code of the People’s Socialist Republic of Albania.
In particular, Kadri Hazbiu was convicted for the organization and introduction of an armed gang in Albania, which had as its goal the physical liquidation of the First Secretary of the Central Committee of the Party of Labor of Albania, and that during its movement to Tirana, killed 6 Albanian citizens who were defending the Motherland, these crimes are provided for by articles 50 and 51 of the Criminal Code.
From the judgment of the case, the charges against each of the convicts and their other associates were fully proven and substantiated. The long-term, organized hostile activity of the above-mentioned convicts was carried out in the following main directions:
- They were put in the service of foreign agencies, and they performed espionage tasks in their favor.
Enemies Kadri Hazbiu and Feçor Shehu have been in the service of Yugoslav intelligence since the National Liberation War. In the first years of liberation, they were put to the service of Soviet secret intelligence. The convict Feçor Shehu has also been put in the service of British intelligence.
The police agent Mehmet Shehu and the convict Fiqrete Shehu, have been put at the service of the foreign intelligence they served, and the convicts Llambi Peçini and Llambi Ziçishti. In the years 1955-1956, convicted Llambi Ziçishti, was put in the service of Yugoslav intelligence by Zvetozar Koçiç, who was the Secretary of the Yugoslav embassy in Tirana.
As agents of foreign intelligence, those sentenced to death, and their collaborators, led by the police agent Mehmet Shehu, have carried out the tasks assigned by these intelligences against the Party, the People, and the People’s Socialist Republic of Albania.
During the National Liberation War, the First Battalion of the Fifth Assault Brigade, by order of the enemy Kadri Hazbiu, massacred in the village of Sina in the district of Dibra, burning all the huts and houses of the village, as well as killing and looting people.
The hostile activity of Kadri Hazbiu, immediately after the liberation in accordance with the Trotskyist line of Koçi Xoxes, which was characterized by arbitrariness and unparalleled cynical violence, is numerous and fierce. The convict Llambi Peçini, who held an important position in the hierarchy of the chief bandit Koci Xoxe, also acted in this direction.
After the Trotskyite’s hostile activity was suppressed, the police agent Mehmet Shehu influenced Kadri Hazbiu, Feçor Shehu, and his other associates to occupy important positions in the Ministry of Internal Affairs.
All these, in all these years, tried to avoid the State Security from discovering hostile activity, left out of control agents heavily implicated in hostile groups that had been discovered before, and always acting in the function of the tasks they had assigned foreign intelligence, took measures to release from prison (with pardon or amnesty) the convicted agents of these intelligences.
In order to increase their personal glory as well as to appear before the Party as “capable cadres”, these enemies directed the work of the State Security mainly against enemy gangs, speculating on the victories achieved by all our people in the war against these gangs. On the other hand, they encouraged the escape abroad of some of our people.
After the death of Stalin and when Nikita Khrushchev approached Tito and Yugoslavia, in open opposition to the Party’s clear orders, Kadri Hazbiu, Feçor Shehu, and Llambi Peçini stopped the persecution of Yugoslav agents and especially of the Yugoslav legate who was developing an extensive hostile activity towards our country.
The four condemned to death together with other enemies, implementing the tasks assigned by the Yugoslav and Soviet intelligence, actively worked for the organization and realization of the backstage of the Tirana Party Conference in 1956. After the destruction of this backstage, they hid their hostile activity, tried to save unmasked collaborators, and protected in various forms those who were struck by the Party.
Later, by order of Yugoslav intelligence, Kadri Hazbiu, Feçor Shehu, etc., under the direction of Mehmet Shehu, organized the escape of the enemies Dali Ndreu, Liri Gega, and Panajot Plaku, with whom they kept in touch even after the escape. With this agent, Feçor Shehu together with Mihallaq Ziçishti met in Pentar of Shkodra in 1962, and they exchanged agent information.
Pursuant to the tasks given by the Soviet intelligence, these enemies had given the “carta bianca” to the Soviet advisers. Kadri Hazbiu and Llambi Peçini have sent to the Soviet Union a series of important highly secret documents, including the Platform of the Political Bureau of the Central Committee of the Labor Party of Albania for the State Security Organs.
The police agent Mehmet Shehu, together with the enemies Beqir Balluku and Kadri Hazbiu, have elaborated the conspiracy of Teme Sejko who hid his connections with the Soviets, for the realization of the conspiracy in order to put pressure on the Party not to expose the Soviet revisionists and not to you removed them from the base of Vlora.
In 1972, the convicts Llambi Peçini and Llambi Ziçishti were present at the meeting held by the police agent Mehmet Shehu in the premises of the Paris hospital with a representative of American intelligence, from whom they took a sophisticated radio to related to it. Both of these convicts were also
present at the meeting held by the police agent Mehmet Shehu with Josip Broz Tito and Randolf Çerçil, on the trans-oceanic liner “Queen Elizabeth”.
On the order of Mehmet Shehu, the convict Llambi Ziçishti in 1978 held an agent meeting in Paris with an American intelligence person, with whom he also met on the beach of Durrës in July 1980, when the agent had come to our country disguised as a tourist.
In the years 1980-1981, all these enemies have increased their connections with representatives of foreign agencies and the exchange of messages either in Tirana or abroad. In particular, the convict Feçor Shehu, until a week before the suicide of the police agent Mehmet Shehu, often exchanged letters with Spase Tunic of the Yugoslav embassy, in the hairdresser of the “Dajtit” hotel.
So it was proven during the trial that agents of foreign intelligence, Kadri Hazbiu, Fecor Shehu, Llambi Pecini, and Llambi Zicishti, with different ways and means, have established agency links, inside and outside the country, with foreign espionage agencies and they delivered to them various political, economic, military information, as well as other data that constituted a state secret, receiving from them orders for the continuation of hostile activity. These connections begin during the National Liberation War and continue until their discovery and unmasking.
- The convicts Kadri Hazbiu, Feçor Shehu, Llambi Peçini, and Llambi Ziçishti, were active participants in the counter-revolutionary organization, headed by the police agent Mehmet Shehu, who was the main spokesman for foreign intelligence in this organization. The deeply hostile program and aim, and even the way of action of this counter-revolutionary organization, for nearly 40 years in a row, have been dictated by foreign intelligence, and in the first place by the American intelligence and then by the Soviet, Yugoslav, etc.
Its extensive criminal activity had a markedly complex character. It presents a combination of espionage activity with that of terror and sabotage, also accompanied by poisonous propaganda, aiming to attack the Party of Labor of Albania, its Leader, to overthrow the Dictatorship of the Proletariat, as well as to establish in Albania the bourgeois-revisionist order.
The existence and activity of this organization constitutes an important part of the great conspiracy hatched by imperialism and social-imperialism, by the revisionists and in general by the world reaction, against the state of the Albanian people during these last 40 years. As early as 1942, the American and British intelligence agents sent Mehmet Shehu to Albania in order to undermine and damage our people’s struggle from within, giving him a typical social-democratic program. The convict Kadri Hazbiu has been familiar with this program since then and has agreed with it.
Enemies Mehmet Shehu, Fiqrete Shehu, Kadri Hazbiu, Feçor Shehu, and other members of this organization, after every blow the Party has given to hostile and anti-Party groups, have used the same tactics to cover the traces of their activity, hitting the unmaskers, worked behind the scenes to save whoever they could, and added new counter-revolutionary elements to the ranks of the organization.
Each of the members of this organization has been charged with concrete tasks, and has worked actively for their implementation. To make this concrete, it is enough to mention how these enemies would carry out a military coup. Thus it was fully revealed that no matter what was done for the liquidation of the First Secretary of the Central Committee of the Party of Labor of Albania and the overthrow of the people’s power.
The well-informed Fiqrete Shehu explained during her trial:
“Mehmet Shehu and Kadri Hazbiu, who headed our group, had in their hands the measures that had to be taken and the actions that had to be carried out in the event that the Political Bureau would not agree that Mehmet Shehu be elected First Secretary. In the event that force would be used, the person who would oppose Kadri Hazbiu’s proposal for Mehmet Shehu would be arrested, Feçor Shehu taking action with other people.
And in the event that the majority of the members of the Political Bureau would express themselves against this proposal, it would be possible to surround the headquarters of the Central Committee using the tanks of the Guard of the Republic, which would be ordered by Fecor Shehu.
While Kadri Hazbiu, would keep the tank department in Sauk ready, and if necessary, he would order their immediate use. Llambi Peçini and Mihallaq Ziçishti would also be activated, who would arrest and isolate the persons who would become an obstacle to Mehmeti e Kadriu taking over the leadership of the Party and the State”.
