Memorie.al publishes some archival documents marked “secret” taken from the Central State Archive in Tirana, (the fund of the former PPSh Central Committee), which are part of a voluminous file belonging to the year 1974, where there is a correspondence between the Ministry of Foreign Affairs in Tirana and the embassy of the Italian Republic in Tirana, regarding a verbal note of protest that the Albanian government sent to the Italian government, for the event that occurred on May 21, 1974, near the embassy headquarters People’s Republic of Albania, accredited in the Italian capital, Rome, which was hit with explosives by unknown persons. Likewise, in the file in question, there is also an information report drawn up by the Minister of Foreign Affairs of the People’s Republic of Albania, Nesti Nase, who, according to the notification received from the Albanian embassy in Paris, informs the senior leadership in detail of the PPSh and the Albanian government, regarding the event that took place on June 6, 1974, in the building of the Albanian diplomatic headquarters in Paris, where, among other things, it is said: “Today around 3 o’clock in the morning, unknown persons threw a bomb at the embassy entrance inside the railings. The explosion has been strong. From this explosion, the large door of the embassy, ​​the window panes, as well as the panes of the opposite buildings were broken. There were no casualties. Friends of the embassy ​​urgently announced the need of the Ministry of Foreign Affairs of France. For a few minutes, the French police also went to the embassy. At 4:45, the duty officer of the Ministry of Foreign Affairs of France, the Deputy Director for Europe, called the official on the phone and expressed his regret for the incident.

The Ministry of Foreign Affairs has the honor to refer to the note that the Albanian government has delivered to the Italian embassy in Tirana, regarding the events that took place on May 21 of this year, near the headquarters of the embassy of the People’s Republic of Albania.

Regarding this issue, the Ministry of Foreign Affairs, following what was said verbally by the Secretary General of the Ministry, to His Excellency the Ambassador of the People’s Republic of Albania, wishes to reiterate the bitter feelings of the Italian government regarding this event heavy.

The government itself condemns it in the harshest way, as well as ensures again that the investigations are being carried out rigorously and quickly by the competent Italian authorities, in order to individualize and bring to justice those responsible for the criminal assassination.

At the same time, the Ministry of Foreign Affairs cannot but express its surprise at the unusual tone of the Albanian government’s note, which contradicts the climate of the existing relations between Italy and Albania.

As well as for some unacceptable considerations contained in the note, and attributed to the Italian government, a direct responsibility for what happened.

Even questioning the desire of the government itself for the development of normal relations between the two countries. Such an interpretation of the facts is strongly opposed by the Italian government.

Being aware of the obligations and the responsibility that belongs to the Italian government, from customs and international agreements, the Ministry of Foreign Affairs calls it necessary to repeat the assurance, already made directly to His Excellency, the ambassador of the People’s Republic of Albania, on the part of the competent Italian authorities, every suitable and possible measure will be implemented, in order to guarantee a greater protection of the integrity of the embassy of the People’s Republic of Albania and the inviolability of its personnel.

The Ministry of Foreign Affairs takes advantage of the opportunity to reiterate to the Embassy of the People’s Republic of Albania, its feelings and highest consideration.

Our embassy in Paris informs us as follows:

Today around 3 o’clock in the morning, unknown persons threw a bomb at the entrance of the embassy inside the railings. The explosion was strong. From this explosion, the large door of the embassy, ​​the window panes, as well as the panes of the opposite buildings were broken. There were no casualties.

Friends of the embassy ​​urgently announced the need of the Ministry of Foreign Affairs of France. For a few minutes, the French police also went to the embassy.

At 4:45 a.m., the official of the Ministry of Foreign Affairs of France, the Deputy Director for Europe, called the official on the phone and expressed his regret for the incident.

He asked if the police had arrived and if the embassy needed any further action. He announced that as soon as the offices were opened, the incumbent would be received at the Ministry of Foreign Affairs.

At 4.30 the prefect of the Paris police went to the embassy and expressed his regret. He also emphasized that he would continue the investigations and that he would take the relevant measures.

Regarding the above, we think to do the following actions:

1 – To call the chargé d’affaires of the French embassy, ​​and hand him a note. In the note, to mention the event, to express the indignation of the Albanian government for the terrorist act committed against the embassy, ​​to protest and draw the attention of the French government, regarding the responsibility it has for securing the embassy building and personnel.

It should be noted that we do not blame the French government for the act committed, and that we take into account the concern that the French authorities showed, as soon as they became aware of the action that took place.

We consider the act committed as an act of malicious elements that seek to damage the relations between the two countries. Finally, let’s ask official Paris to find and punish the guilty, as well as to secure the embassy and its staff.
