Memorie.al publishes a voluminous archival file issued by the institution of the Authority for Information of Former State Security Files, where there are hundreds of documents with the logo “Top secret” belonging to the former political prisoner, Xhavit Qesja, originally from the city of Kruja, whose family during the period of occupation of the country, 1939-1944, was closely associated with the Anti-Fascist Movement, being one of its main bases and made available all the wealth it had, as Xhavit was one of the first members of the Albanian Communist Party for the Kruja district, leading the Kruja-Ishëm partisan battalion and the 22nd Assault Brigade.
Xhavit Qese’s political career after the end of the War, where he was appointed and served in senior positions in the Albanian Army, the apparatus of the Central Committee of the ALP, and several districts of the country, from where he was sent to study in the Soviet Union, where stayed until 1957, when he was announced to return to Albania urgently, after openly expressing his views in favor of the political line being pursued by the main Kremlin leader, Nikita Khrushchev, condemning the Stalin cult.
Enver Hoxha’s conversation with Xhavit Qesen in his office in the Central Committee, where he sharply criticized him for the wrong views he had expressed during his studies in Moscow, urging him to reflect and make self-criticism, but Xhavit rejected the suggestion of the first secretary of the Albanian Labor Party, which caused him to no longer be allowed to go to the Soviet Union to complete his studies, but to be sent to work as deputy chairman of the Elbasan Executive Committee, from where a year later, he was expelled from the Party and exiled to Zvërnec Island, where the communist regime kept isolated some of the former senior party and state cadres whom he had condemned for their anti-party views.
Xhavit Qesva’s long ordeal and persecution from 1957 to 1990, where he spent a full 32 years in prison and internment, being one of the few Burrel prison convicts to go on long hunger strikes in protest of the treatment and savage attitude of the communist regime of Enver Hoxha towards him. The complete form, investigative and judicial file in charge of Xhavit Qeses, which is published for the first time by Memorie.al, which contains the documents of the former State Security that reflect the prosecution and wiretapping against him, the reports of Security collaborators with pseudonyms their correspondence with the letters he sent to the highest party and state instances, as well as the highest leaders of the ALP, until 1991 when he was released from prison!

On February 7, 1987, the Comrade Minister instructed me to meet with the internee Xhavit Qesja, and to respond to the letter he had sent to the first secretary of the Central Committee of the ALP, as follows:
- To be told that we deported you to Shijak, precisely because there are people there, especially your mother, in Durrës, so this is a relief for you, that you could have been deported further away like many others, it depends on your attitude the fact that we can give you permission to go to Durrës.
We know, trust and advise you to draw conclusions and stay well, we do not want you to applaud us, but stay well.
As for the request to write Count Ferra in Italy for books, you have no problem, you can write them.
On February 11, 1987, I met with Xhavit and gave him the answer. He thanked for the answer, at the same time raised the problem that he has no pension, how he will live, told you to turn to Social Security and solve them according to the law.
He also raised the issue that the room where he lives is good, but there is no bathroom inside; it was clarified that in the future another apartment can be found.
In the end, he raised the issue of giving permission on February 20, 1987, to his brother in Durrës, that it’s the girl’s birthday, he told you we will see to solve it.
We reported the above on the phone to the fellow minister the same day.
I think we will give him permission on February 20, 1987 (two nights), and take him under surveillance.

Building 2 / A Xhavit Qesja has sent a letter to the Minister of Internal Affairs in which he raises some allegations.
By the chairman of the Branch, on 7.2.1987, the facility will be called to the post of Shijak Police, with the authorization of the Minister. Once it is clarified about the allegations raised, the object will be allowed to go to his apartment where the recording of the object’s conversations with his meetings and connections will begin, these conversations born as a result of harassment by us.
The checkpoint will be the apartment of the citizen Kadri M…., who enjoys the trust of our bodies and has the relevant guarantees.

ON THE OBSERVATION OF THE XHAVIT OBJECT THE BAG WHICH IS OVERWHELMED FROM OUR COUNTRY “G O R R I L L A”
The first day – date 20.2.1987 – At 7:30, the observation began in the direction of the above facility, where at this time the facility was located in the main square of Shijak, together with his brother, Besim Qesja, and at the time both go and enter the house of the object.
At 9.00 min, it is seen that the object comes out of his house only and passes to the square of this city and after 0.5 min. goes and enters the Police Post, for 2-3 min. gets out of here and goes back into his house.
At 9.15 am, it is seen that the object leaves his house together with his mother and goes and stays in the garden in the main square sitting on a bench. At 9:30 a.m., the building, along with its mother, get up from here and go and wait near the bus station.
At 9:50, it is seen that his mother, Besimi, comes and joins the building, and all three are waiting for the bus. At 10 and 10 min. the object, Besimi and their mother, board the bus line Shijak-Durrës and in time leave from here in the direction of Durrës at 10 and 50 min. all three get off the bus near the bus agency under “Stalin” Boulevard, cross this boulevard “Dëshmorët” Street, pass through the buildings of neighborhood no. II, and then cross towards the house, at 11 and 5 min. enter the house of Rruzhdi Qeses, in the neighborhood no. II. Banesa Nr. 73.
Until 22.00 min, when the observation continued, the object was not seen to leave the house, where after this hour, the observation is interrupted.
The second day; Date 21.2.1987 – At 6:30, the observation started waiting for the exit of the building from Rruzhdiu’s house, in the two main directions in “Aleksandër Goga” Street and in “Dëshmorët” Street.
At 8:45, it is seen that the building leaves the direction of the house, riding in a taxi with license plate DR -18-017, accompanied by the building’s brother, Besim Qesja, crosses the Street of “Martyrs”, A. Goga ”, and after 05 min, the taxi stands in front of D. P. e Brendshme, here the object goes down and goes to the counter at the Operative, while the taxi is waiting.
After 0.5 min. the object leaves here and they get in the taxi and in time they leave here, on the same street at 9:05, the taxi stands in front of Rruzhdiu’s house, here the object and Besimi get out of the taxi and enter Rruzhdiu’s house, while the taxi leaves in a different direction.
Until 22.00 min when the observation continued, the object was not seen to come out. After this hour, the observation is interrupted.
The third day, dated 22.2.1987 – At 6.30, the observation begins waiting for the exit of the building in “Ismail Qemali” Street.
At 9.50 min, it is seen that the building leaves the house accompanied by Besimi’s wife, as well as a woman and another man, aged about 45, who both cross the street “Ismail Qemali”, ” B. Çelmeta ”,“ Migjeni ”, and at 10.05 min, they enter the apartment No. 81, in Neighborhood No. 3, where Muharrem Rrugia lives.
At 10.55 min, it is seen that the building together with Besimi’s wife leave this apartment and cross to “Migjeni”, “A Goga” Street, return to “Kajo Karafili” Street, and at 11.05 min, enter the apartment where he lives Gazmend Kuqi, in Neighborhood No.2.
At 11.40 min, it is seen that the building, together with Besimi and Besimi’s wife, are coming from “Kajo karafili” Street, exit at “Aleksandër Goga” Street, cross “Ismail Qemali” Street and at 11.50 min, enter the house of his brother.
At 18.10 min. it is seen that in front of the house of the building stands the taxi with license plate DR-18-031, here it is seen that Besimi gets off and goes and enters his house, while the taxi is waiting.
At 18:20, it is seen that the building of Besimi leaves the house and both of them get in the aforementioned taxi and in time the taxi leaves from here in “Ismail Qemali” Street, B. Çelmeta ”,“ Dëshmorët ”, and then leaves without being observed by us, where even at this time our observation is interrupted.
