MEETING OF THE ALBANIAN LABOR PARTY DELEGATION WITH THE LEADER OF THE CHINESE COMMUNIST PARTY, COMRADE MAO CE DUN, IN THE CITY OF WUHAN, AT 5.00 ON 29 JUNE 1962
Chairman Mao Zedong received our delegation in Wuhan City. He had come out the front door, where he received the delegation. After the participants took their seats in the conference room, Chairman Mao Zedong asked Comrade Hysni Kapo how the delegation had enjoyed their time during their stay in the People’s Republic of China, Comrade Hysni Kapo, after answering the question posed by Comrade Mao Ce Dun, tha:
“I would like to express first of all the joy of our party delegation for the opportunity given to meet with you personally, Comrade Mao Zedong. We greatly appreciate the sacrifice you are making by spending a very valuable part of your time to receive us. We thank from the bottom of your heart the Central Committee of your party and especially you personally for this chance you have given us. ”
COMRADE MAO CE DUN: Welcome.
COMRADE HYSNI KAPO: When we left Albania, the Central Committee of our party and Comrade Enver Hoxha personally asked us to bring you the most cordial greetings of our party, our people, the Central Committee and Comrade Enver Hoxha, brotherly and friendly people of China, your glorious party, your party leadership, and you personally.
COMRADE MAO CE DUN: Thank you very much.
COMRADE HYSNI KAPO: At the same time, we would like to express the deep gratitude of the people and our party to the Chinese people, their Communist Party and its leadership, with you at its helm, for their tremendous, internationalist assistance and universal, that your people and party have given and are giving to our people and party during these difficult moments we are going through recently, in terms of geographical siege by the imperialists and their conductors, the modern revisionists.
COMRADE MAO CE DUN: We should be the first to thank you for staying on the front line, because you live in very difficult circumstances and fight in defense of Marxism-Leninism. This is a very valuable thing; it is more valuable than anything else. You do not fall under the blows of other people’s sticks.
COMRADE HYSNI KAPO: We did not fall because we have good and loyal friends. We are proud to be bound by such a great friendship with the fraternal people of China, and that in our struggle we have found and have with us the glorious Communist Party of China, with you at the helm, Comrade Mao Zedong, a dear person not only for the communists and the Chinese people, but also for our party and our people and the whole world proletariat.
COMRADE MAO CE DUN: The whole world supports you in your struggle, all the revolutionaries support you; everyone is on your side, except the imperialists, the reactionary bourgeoisie and the revisionists. It is very significant that your country was also recognized by Cuba, and just after the 22nd Congress (October 1961) of the Communist Party of the Soviet Union. Cuba established diplomatic relations with you not before, but after the 22nd Congress. Cuba did this at a time when it finds itself in a very difficult situation; a time when he could not avoid relying on the Soviet Union for many things. That is why I say this is a very significant sign. Currently, despite the fact that the leaderships of many parties are on the side of the revisionists, the situation within these parties, however, is constantly changing.
The fact that the imperialists still exploit many oppressed peoples today is an objective reality. Two-thirds of humanity is now under the yoke of imperialism and capitalism. Does this mean that all these peoples will probably not fight on the side of the revolution? We say that they will lose their desire to make a revolution, only when they are no longer under the oppression of the imperialists and reactionaries of different countries. This is a fact that is visible to all; it is not a lie to say that the imperialists and reactionaries are still oppressing all these peoples. Sooner or later all the oppressed peoples of the world will definitely make a revolution. It will be very difficult for revisionists to continue to rule over the people in the countries where they have been in power for a thousand or a hundred years. We see now that the revisionists are not calm and they are very much afraid of Stalin; Stalin terrifies them, even though he died a few years ago. But revisionists are also very afraid of Albania.
The position they hold towards you can be explained in that light, otherwise why would they expel you by not inviting you to attend the 22nd Congress of the Communist Party of the Union of Soviet Socialist Republics and publicly attacking you? They did not invite you to their congress and attacked you in your absence. Such an action is not allowed by the “Moscow Declaration”. Even if we assume that Albania was wrong, then a meeting of all communist and workers’ parties should have been convened to discuss this issue together. But Nikita Khrushchev is afraid; he is very afraid of such a meeting. He declared with his decision that you were wrong, and he did so on behalf of the party. The source of this behavior is the 20th Congress of the Communist Party of the Soviet Union, in which he declared his war on Stalin. But we know very well that: the war that Nikita Khrushchev is waging against Stalin is a war being waged against Marxism-Leninism. This is the essence of all revisionist activity. Revisionism, as a movement, took power into its own hands in some countries after Stalin’s death. We did not realize this immediately, but gradually; perhaps this is also understood by your party in this way.
After the death of Josif Visaranovich Stalin, the revisionists took prudent steps. So seeing their activity, we understood well who they were. After Stalin’s death, they ousted Molotov and his friends and continued a purge of cadres who were not on their side. In the center this cleaning went up to 50%, while in the base it went up to 70%. So in this way, a big change was achieved. At first we did not anticipate the effects that would emanate from the spirit of the 20th Congress. Later the 21st and 22nd Congresses were held. From them we saw that Khrushchev was not calm; he once again showed that he is very worried about Stalin. That is why he again attacked Stalin at the 22nd Congress, until he achieved his goal, to remove Stalin’s body from the mausoleum and burn it. But we know very well that Khrushchev is not so much afraid of dead people; he is afraid of the living, he is afraid of those who support Stalin. Is it possible for Nikita Khrushchev, after attacking Stalin, after removing the body from the mausoleum and burning it, to create better days for himself? What do you think about this?
COMRADE HYSNI KAPO: When we rely on the teachings of Marxism-Leninism always victorious, any movement made by NIKITA Khrushchev will not give him good days.
COMRADE MAO CE DUN: That is correct. He seems to have been taken by many devils from all sides. Albania was not in the past a center of attention of all the peoples of the world; then your country was known only as one of the 12 socialist countries, but now, after the 22nd Congress of the Communist Party of the USSR, Albania is in the center of attention of most of the peoples of the world. Isn’t that so?
COMRADE HYSNI KAPO: That’s right.
COMRADE MAO CE DUN: Such a phenomenon appeared in our country as well. During the 22nd Congress, we published their speeches and press articles, which were full of attacks against Albania, but we also published your party materials. But most of our people focused their attention on the speech of Comrade Enver Hoxha, which was held on November 7, 1961. We did not make any comment or explanation about this speech, but in our country all those who are able to read the newspaper, read Comrade Enver Hoxha’s speech with a lot of attention and more than 90% of them, evaluated it very correctly. Has this happened in your province as well? (He directs his question to the first secretary of the Wuhan Provincial Party Committee, who was also present at this meeting).
Wuhan First Secretary: This has happened in our province as well.
COMRADE MAO CE DUN: (Addressing his question to the Ambassador of the People’s Republic of Albania, who is also a member of the delegation of the People’s Republic of Albania.) Comrade Malile, when did you come to our country?
COMRADE REIZ MALILE: At the end of July last year.
COMRADE MAO CE DUN: Have we met?
COMRADE REIZ MALILE: Yes, we met when you received the Albanian economic delegation in January this year.
COMRADE MAO CE DUN: That’s why I do not know you so well, because I have only met you once. What about the other comrades of the delegation, have I seen them before?
COMRADE HYSNI KAPO: (After introducing all the comrades of the delegation.) No, all the other comrades are coming to the People’s Republic of China for the first time.
COMRADE MAO CE DUN: How is the health of Comrade Enver Hoxha?
COMRADE HYSNI KAPO: He is very well, thank you.
COMRADE MAO CE DUN: What about Comrade Mehmet Shehu?
COMRADE HYSNI KAPO: He is also very well. When we received the letter from the Communist Party of China signed by you, Comrade Mao Zedong, who invited a delegation of our party to China, the wish of the comrades of the leadership was for Comrade Enver Hoxha to come himself, but such a trip, in the conditions very difficult that have been created around us, is a desire that has become impossible to realize. We welcomed the invitation you sent, Comrade Mao Zedong, as a very important issue. Comrade Enver Hoxha himself instructed us during the exchange of views with the delegation of your country, to express everything that our party thinks.
It was a great joy and pleasure for us that during the exchange of views with the delegation of your party, led by Comrade Ten Hsiao Pin, as well as in other meetings we have had with other comrades of the Chinese leadership, the unity of our points in all the major issues that concern our two parties were confirmed. We left Beijing with the impression that the talks between the two parties are very valuable and beneficial and we will report to the Central Committee of our party, the views of your party. At the same time, we will specifically inform the Central Committee of our party of your advice and opinions from this meeting.
COMRADE MAO CE DUN: Very well, there is plenty of time to think. We are not afraid of anything as long as the truth is in our hands. We are convinced that the truth is in our hands. We knew him at the ‘Meeting of 81 Parties’ in Moscow, too; even though we were in the minority, the truth was on our side. Since ancient times the truth has always been on the side of those who are few. At first, Marx and Engels were alone. They were just two people, but how quickly their ideas spread! Nor was Leninism in the majority at first. In 1903, when the 2nd Congress of the Social Democratic Party of Russian Workers was held in England, Lenin won the majority with great difficulty, but after the congress he again remained in the minority until the time of the Revolution in 1917, when the situation changed. once again after the St. Petersburg soviet secured more than 50%.
The revisionists and Nikita Khrushchev are unmasked by their activities. Khrushchev’s work makes the imperialists happy and not the peoples of different countries, including the Soviet people, too. I think most Soviet people are not happy with the activities of Nikita Khrushchev’s revisionist group. They are dissatisfied with the war that Khrushchev waged and waged against Josif Visaranovich Stalin. Memorie.al
