Memorie.al publishes some archival documents extracted from the Central State Archive in Tirana (the fund of the former Presidium of the People’s Assembly of the People’s Socialist Republic of Albania), which belong to 1983 and are part of a file labeled “Top Secret ”, where all the correspondence between the Supreme Court of the People’s Republic of Albania, the Presidium of the People’s Assembly, the Ministry of Internal Affairs and the Central Committee of the PPSh is located, regarding the materials in charge of four former senior officials of the leadership and the Albanian government, such as: Kadri Hazbiu, member of the Political Bureau of the Central Committee of the ALP, Minister of Internal Affairs and Minister of People’s Protection, Llambi Zicishti, Minister of Health, Feçor Shehu, Deputy Minister and Minister of Internal Affairs , as well as Llambi Peçinit, director of the Directorate of Physical Protection and Security of the senior leadership of the APS, who in 1982 were arrested as “enemies of pullit” and were held in the investigation of Tirana near “Department 313”, with the charge: “associates of the police agent Mehmet Shehu”. In the file in question, in addition to the indictment of the Supreme Court of the People’s Socialist Republic of Albania (chaired by Aranit Çela), which sentenced to death Kadri Hazbi, Llambi Pečin, Feçor Shehu and Mihallaq Ziçishti, there are also documents with the minutes of the meeting of the Presidium of the People’s Assembly chaired by Ramiz Alia, (where the following participated: Rita Marko, Xhafer Spahiu, Mine Guri, Sihat Tozaj, Eleni Selenica, Elmaz Puto, Faik Çinaj, Ibrahim Gjevori, Nik Shyti, Petrit Gaçe, Rrahman Hanku, Simon Ballabani, Stefan Qirjako, as well as invited the President of the Supreme Court, Aranit Çela and the Prosecutor General of the Republic, Rrapi Mino), where the majority of its members discussed, considering the requests that the four defendants had sent to that high forum, for the pardon of life.

After the suicide of the police agent Mehmet Shehu, their counter-revolutionary remnants with Kadri Hazbi at the head and in full coordination with foreign intelligence, re-constructed the plan for the implementation of the military coup. The sending of the terrorist gang headed by Xhevdet Mustafa by the Yugoslav titists is also the genesis of the implementation of this plan.
During the trial it was proven that Mehmet Shehu was the behind-the-scenes inspirer and instigator of all previous conspiratorial and sabotaging groups which, although discovered and destroyed separately, were an integral part of a single coordinated counter-revolutionary conspiracy that prepared the overthrow of the dictatorship of the proletariat and the socialist order in Albania.
“Beqir Balluku, Petrit Dume, Hito Çako, Abdyl Këllezi, Koço Theodhosi, Kico Ngjela, etc., were led and directed by Mehmet Shehu and Kadri Hazbiu”, asserted in the investigator and in the court the enemy Fiqrete Shehu adding that: “With the measures that were taken, it became possible for them not to reveal all their collaborators either to the investigator or to the court.
- The death row convicts Kadri Hazbiu, Feçor Shehu, Llambi Peçini, and Llambi Ziçishti, together with the other convicts, under the direction of the police agent Mehmet Shehu, committed terrorist acts for the physical liquidation of the First Secretary of the Central Committee of Labor Party of Albania.
In order to achieve this goal, the police agent Mehmet Shehu has been thinking and acting in cooperation with his bosses since the National Liberation War. He, by order of the British during the Winter Operation in 1943-1944, did not go with the First Brigade to the aid of the General Staff that was surrounded by the Germans, in order to destroy it.
But as is known, against the will of the enemies, this thing was avoided. The General Staff broke the siege itself. The bosses have given Mehmet Shehu different options to physically annihilate the First Secretary of the Central Committee of the Labor Party of Albania.
Mehmet Shehu wanted to carry out this despicable act of terror since 1973 with the help of doctors who would treat Comrade Enver Hoxha, who had to cause complications to his health, to prevent him from running his affairs and then lead him to physical annihilation. This incomparable terrorist assigned this task to the convict Llambi Ziçishti, who admits that Mehmet Shehu called him in September-October of 1973 and told him:
“You, as the Minister of Health, will play the role of the first violin, and you will use all your authority to use the medicines ordered by the Chinese doctors (which pose a danger to the life of the Party’s main leader). But the treatments given by the Chinese were rejected by our doctors, so Mehmet Shehu’s action with the Chinese was joint and concerted.
Consistent in the realization of the terrorist act, the enemy Mehmet Shehu and his collaborators have returned to this problem from time to time, have exchanged opinions and made new plans to implement it. To emphasize are the efforts made in 1980-1981.
The events in Kosovo in the spring of 1981, the severe political and economic crisis that gripped Titista Yugoslavia, as well as the principled and open stance of our Party in support of the legitimate demands of the Kosovar brothers, shook it from its foundations and discredited it before public opinion this typical capitalist country.
In these conditions, the Yugoslavs demanded that we take a softer stance against them in relation to the demonstrations in Kosovo, which they wanted to achieve through the physical liquidation of the First Secretary of the Central Committee of the Labor Party of Albania, and the reversal of the state of health in our country.
In the spring of 1981, at the request of the Yugoslav agency, the enemy Fiqrete Shehu met with the Yugoslav agent in Paris, who asked Mehmet Shehu to take over the leadership of the Party as soon as possible by physically liquidating its Leader through poison which he gave to this agent in a small package.
After providing the poison with a delayed effect, members of the counter-revolutionary organization headed by the police agent Mehmet Shehu, prepared the detailed plan of the terrorist act and then that of taking power, dividing the roles and tasks depending on the function of each one.
Armikes Fiqrete Shehu, entrusted you with the task that during the vacations in Vlora, when the First Secretary of the Central Committee of the Labor Party of Albania, exchanged visits with Mehmet Shehu, she found the most suitable moment to throw the poison into the coffee, with the effect of late. The enemy, Llambi Ziçishti, would manipulate the results of the toxicological analysis, as well as the forensic autopsy.
Whereas the enemy Nesti Nase would find literature on the forms and methods of assassinations against political personalities, would avoid the release of the secrets of this criminal activity abroad, as well as cut off any information that could come to Albania about the activity of foreign intelligence against our country. Other members of this organization had other important tasks.
Thus, the convict Ali Çeno would alert Kadri Hazbiu and Feçor Shehu at the right moment to intervene by force, using combat techniques. Meanwhile, the convicts Llambi Peçini and Mihallaq Ziçishti were tasked with making the necessary arrests. On December 16 and 17, 1981, through its agents Kadri Hazbiu and Feçor Shehu, the UDB transmitted to Mehmet Shehu the ultimatum that: “Enver Hoxha, be killed at all costs with a firearm in the meeting, even if he himself is killed “.
The terrorist Mehmet Shehu happened at a crossroads. On the one hand, the Political Bureau of the Central Committee of the Labor Party of Albania asked him to account for his son’s engagement and other anti-party actions, on the other hand, the UDB ordered him to act. In consultation with his closest associates, he decided and killed himself. The party discovered the threads of this conspiracy and crushed it.
With the suicide of the head of the counter-revolutionary organization, the police agent Mehmet Shehu, his place was taken by the convict Kadri Hazbiu, who was Mehmet Shehu’s closest assistant. Foreign intelligence demanded from the enemy Kadri Hazbiu to categorically kill at all costs, the First Secretary of the Central Committee of the Labor Party of Albania, as well as to carry out a military coup to overthrow the popular power in Albania.
For this purpose, Yugoslav intelligence accelerated the release of the gang of terrorist Xhevdet Mustafa, who landed in our country, in the area of Divjaka at dawn on September 26, 1982, to get in touch with the convict Kadri Hazbiu, as well as to carry out the mission of her black This gang, in an attempt to break the road to Tirana at any cost, killed 6 Albanian citizens who defended the interests of the Motherland. The traitor Kadri Hazbiu tried to annihilate all the bandits to eliminate every trace of his hostile work, but he could not achieve this goal.
- One of the other main directions of this counter-revolutionary organization, directed by the traitor Mehmet Shehu, has been the sabotage of the orientations and directives of the Party, and of all its activity in the various fields of life development in our country.
This sabotaging activity is a coordinated, coordinated connection of the sabotages that have been inspired under the direction of the mercenary Mehmet Shehu, other anti-party, traitorous, conspiratorial, putschist, and sabotaging groups in the various fields of socialist construction in our place. The main objective of the enemies Kadri Hazbiu, Fecor Shehu, Mihallaq Zicishti, etc., in the framework of the attack on the Party and its First Secretary, has been to undermine and sabotage the Party’s policy in the activity of the Internal Affairs bodies.
They have developed a sharp hostile activity for the introduction of Trotskyist methods in the work of the State Security and in the Internal Affairs Bodies in general, for the decay of these bodies, for the degeneration of the cadres, opposing you to the platform of the Political Bureau of the Committee Central of the Labor Party of Albania for the State Security bodies.
Under the guise of secrecy, this document, which was supposed to serve as a guide for action, has been sealed with seven key pairs, and its unraveling has been done with many distortions. In many cases by the enemies of Mehmet Shehu, Kadri Hazbiu, Feçor Shehu, and Mihallaq Ziçishti, the decisions and directives of the Party have been hidden from the Internal Affairs bodies in order not to find implementation, as happened in the decision of the Political Bureau No. 53 dated 2.2.1955, as well as in the speech of Comrade Enver Hoxha on January 31, 1981, for the bodies of Internal Affairs, etc.
These enemies have tried to avoid the control of the Party, to put themselves and the State Security bodies over the Party. Attempts to put the Party under the control of the State Security can also be seen in some normative acts issued by these enemies in the Ministry of Internal Affairs.
Typical Trotskyist is the order given by Kadri Hazbiu and Feçor Shehu, to be studied by the State Security all those people who seek to join the Party, as well as the taking of District Executive Committees as Objects of Special Importance.
These enemies have sabotaged the Party’s line regarding the organization and work of the State Security, aiming to distort the policy in the strike, not organizing the work for the detection of hostile and malicious activity, not implementing socialist legality, reducing the effectiveness of the work of these bodies in different sectors, etc.
Enemies Kadri Hazbiu, Feçor Shehu, and Mihallaq Ziçishti, working in the interests of the counter-revolutionary organization headed by the police agent Mehmet Shehu, have opposed the Party’s order that the internal affairs bodies direct the blade of their war against the enemy. , to detect, document, and prevent hostile and malicious activity using arrest as a last measure, when there is no place for other educational measures.
These enemies, from the beginning, sabotaged the decision of the Political Bureau No. 160 dated 21.121973 for the unification of the Investigation and for its stay in the Ministry of Internal Affairs, set the rules that affect its direction and independence in the exercise and realization of tasks.
As a result of this sabotage, the State Security has not discovered any of the conspiracies of internal or external enemies. On the contrary, through the artificial incitement of class war, they emphasized repressive measures. One of their ways of breaking the unity of the Party and the People has been the strikes on the eve of major events.
These enemies were so prone to arrests that the convict Feçor Shehu, although severely criticized by the Political Bureau, at the meeting dated 31.1.1981, within 2 months, made 2 radiograms to the Department of Internal Affairs, saying “We are angry with the blows”.
