Following the activity of the Yugoslav Discovery in the United States of America, in consultation with our fellow missions, as well as from several meetings with sources with patriots in the emigration ranks, it follows:
The bodies of the UDB and the Yugoslav political cadres in the United States of America have intensified and achieved their activity in the direction of Albanian emigration (reactionary emigration, economic emigration, and Kosovar emigration). This activity of the Yugoslavs takes place in the following directions:
1 – In the organization of the activation against the Socialist People’s Republic of Albania of the element with terrorist and diversionist tendencies from the ranks of the reactionary emigration, under the direction of Leka Zogut and others.
2 – The expansion of activity in the direction of Kosovar emigration to the United States of America, to increase the Yugoslav influence in the ranks of this emigration, keeping it under control with various means and forms, as well as putting it at enmity with People’s Socialist Republic of Albania.
3 – Increasing activity in the ranks of Albanian economic emigration with the aim of penetrating and usurping the organizations of the Albanian Colony in the United States of America.
4 – Intensification of pro-Yugoslav propaganda and against the People’s Socialist Republic of Albania in the Albanian emigration in general, and especially in the United States of America.
For the expansion and growth of the above activity, the Yugoslav bodies use various forms and means. Through the addition of the Political Intelligence framework of Kosovar origin in the various representations they have in the United States of America and specifically in the embassy in Washington, the consulate in New York, the missions, and the various commercial representations, etc.
By increasing the number of Kosovar official and private persons who go to the United States of America, as delegates to the United Nations Organization, economic and commercial, scientific and artistic delegations, etc.
During their stay in the United States of America, these delegations get in touch with Albanian immigrants, including those who come from the ranks of the economic diaspora.
The Yugoslav embassies and consulates in Washington, New York, Boston, Detroit, host and organize film screenings for Albanians in these cities, with which they simultaneously develop propaganda against the People’s Socialist Republic of Albania.
They are adding and expanding the forms and means of propaganda towards Albanians living in the United States of America, through conversations from their emissaries, various publications such as flyers and brochures written by their agents in the emigration ranks.
In addition, the Yugoslav consulate in New York is making efforts to organize a weekly show in the Albanian language on New York television.
In the framework of their goals in the direction of the Albanian colony, with various pretexts they organize contacts with leaders such as: Anthony Athanas, Dhimitër Trebicka, Peter Xhejms, who have also invited them to their consulate in New York.
During Eduart Kardel’s visit to the United States of America, at the reception given by the Yugoslav embassy in Washington, Anthony Athanasi was also invited, whom Kardeli also met, while various Kosovar emissaries visit the offices of the “Free Albania” organization in Boston.
In order to bring the Albanians of the political and economic colonies in America closer, the Yugoslavs have invited them to go to Kosovo next year, to participate in the “Great Albanian Festival” that will be organized on the occasion of the 100th anniversary of the League of Prizren.
Through this comprehensive activity in the direction of Albanian immigration to the United States of America, the Yugoslavs, using the Kosovar titists, intend to antagonize the People’s Socialist Republic of Albania with the Albanians who are abroad, in order to declare themselves as their protectors and representatives and, to then use them against the People’s Socialist Republic of Albania and Kosovo.
Operative Office
(Cosma Moja)
The note of the Minister of Internal Affairs, Kadri Hazbiu, on the report-information of the Operative Worker of the State Security, Kozma Moja, sent to the secretary of the Central Committee of the ALP, Hysni Kapo, regarding the problems that arose there
Comrade Hysni
I think it is worth getting to know this information provided by this cadre, who served as a scout in New York when it was our delegation to the United Nations Organization.
The problem that arises in this information, it seems to me, needs careful study and review. The issue is what should and what can be done legally more than so far to fight against these efforts of systematic hostile work (now even more intensified), especially of the Yugoslavs, in the address of the Albanian immigration (including the Kosovar one outside Kosovo).
As I judge, here there is room to review some forms of legal work in the practice of our agencies as a whole, for which perhaps it is worth charging friends to beat thoughts and present them as soon as possible.
What can we (the relevant sector) contribute to, let’s be included in this study.
This information was sent to you and friends Ramiz Alia and Nesti Nase. Memorie.al
With respect
Kadri Hazbiu
