Kajan Karafil Oshafi, the “monstrous” of hostile events
Memorie.al / In the parade of portraits placed on the “Dëshmorët e Kombit” Boulevard in 2019, the month of the earthquake, there was also the portrait of Kajan Karafil Oshafi, better known as “Kajo Karafili”, born in the village of Swamp in Pogradec. Eqrem Çabej or Shaban Demiraj, for example, compared to the “cobbler” Kajan, is almost unappreciated. Very few schools, roads, etc., can be found with the names of the rare scientists we had. But names such as “koburexjiu” in the word are more common.
Kajan Karafil Oshafi, better known as “Kajo Karafili”, born in Pogradec Swamp, escaped to Yugoslavia after committing the crime, has gone too far, placing his name on schools, street squares, etc., in some cities of the country, such as; Pogradec, Tirana, Kavaje, Maminas, etc.
In fact, at least three murders of an ordinary nature weigh on him, that is, not for political reasons or circumstances of self-defense. They are motivated by enmity or orders received from others considered his friends.
Today we are announcing two official announcements about the other murders (that of Neki Starova, which happened on May 29, 1940, we have explained before), of Sejfulla Banushi, Ramadan Baki.
Article 405 of the Criminal Code, in the crime against person section, provided for the death penalty for crimes committed by the person in question. Below, you will find two official announcements about the process against him.
Ordinance disconnection
Neve Foto Duni, investigative judge at the Court of First Instance of Korça, taking into account the investigative acts that have been held against Kajan Karafilit, from Kênetë (Blacë) township, Municipality of Keptshë, Subprefecture of Progress, a fugitive, against whom is issued a permanent alignment letter by the Conciliatory Court of Progress (Pogradec), in the capacity of investigating judge, on 1.9.1938.
Accused of:
On 17.9.1938, with weapons of war, he killed Sejfulla Banushi, from Vrani village (Bradomire) and Ramadan Bakina from Nënmalas village (Zagorçan). With the ordinance of this court no. 93 dated 18.3.1939, for the reasons indicated in that document and the opinion of the state prosecutor, presented in his requisition on 17.3.1939, it was decided against the defendant Kajan Karafili that it is necessary to judge and send before the Collegiate Court of Korça, based on articles 405… and 73 of the Criminal Code, under the conditions of the form of article 128 of the Code of Criminal Procedure.

Kajan Karafili, a farmer formerly resident in Kênete village (Blacë) and now a fugitive, accused of having killed Sejlullah Banushi from Vrani village (Bradomire) on 17.9.1938 with the weapon of war he was carrying without permission, has not been caught and Ramadan Bakinë from Nënmalas village (Zagorçan).
Therefore, the chairmanship of the Collegiate Court of Korça gives the above-mentioned defendant 10 days from the date of the announcement of this decision, to present himself before the court and if he does not present himself within this period, it is proven that he does not obey the law and thus the judgment continues in his absence, he will be stripped of his civil rights, his property will be seized, and there is no way to appeal the actions taken.
All gendarmes and policemen are obliged to capture him.
I wrote to the State Prosecutor’s Office in support of articles 371 and 372 of the Code of Criminal Procedure to complete the above-mentioned acts.
