Memorie.al/ publishes some archival documents extracted from the Central State Archive in Tirana (Fund of the former Central Committee of PPSh), which contain the acronym “Secret” and “Top Secret” and belong to a period from January from 1982 until September 1983, where there is a voluminous file with minutes of meetings of the Secretariat of the Central Committee and the Political Bureau of the Central Committee of the PPSh, meetings which were chaired by its General Secretary, Enver Hoxha, where they assisted: Ramiz Alia, Adil Çarçani, Manush Myftiu, Hekuran Isai, Rita Marko, Pali Miska, Hajredin Çeliku, Haki Toska, Simon Stefani, Lenka Çuko, Muho Asllani, Vangjel Çerrava, etc., as the main topic is analysis about the “hostile activity” of Mehmet Shehu and his close collaborators, from Fadil Paçrami, Todi Lubonja, Beqir Balluku, Petrit Dume, Hito Çako, Abdyl Këllezi, Koço Theodhosi, Kiço Ngjela, Vasil Kati, Kadri Hazbiu, Fiqret Shehu, Feçor Shehu, Mihalla q Ziçishti, Llambi Peçini, etc. In the file available to Memorie.al, in addition to the analysis of the “hostile activity of the police agent Mehmet Shehu and his associates Beqir Balluku and Kadri Hazbiu”, in the meetings of the Political Bureau and the daily meetings of the Secretariat of the PPS Central Committee, are analyzed also the activity of the Ministry of Internal Affairs and State Security, with its agency and collaborators, inside and outside the country, the reports and relations of the Albanian state with different countries of the world, such as: the USA, the Soviet Union, West Germany, England, Spain, Italy, as well as those with neighbors, such as Greece and Yugoslavia and the demonstrations in Kosovo, how the world press presented Socialist Albania, the talks with West Germany about the War reparations payments, meetings and conversations with party leaders Marxist-Leninists from different countries of the world, such as Ernst Aust, Zhoao Amazonas, Fosko Dinuçi, etc., regarding the “suicide of Mehmet Shehu”, the problems of Polish immigration Albanian refugees, in different countries of the world, and the change of the exchange rate of the dollar in the remittances, which they made to their relatives in Albania, up to numerous economic problems, from heavy industry, hydropower plants on the cascade of the river Drin, energy import and export, etc., etc.

In this meeting, in which Comrade Hekuran Isai also participated, it was first discussed about the conclusion of the trial of the remaining enemy elements from Beqir Balluku’s caste and the necessity of renewing the staff in the Ministry of Internal Affairs and the bodies that depend on her, for their education with a healthy party spirit, for the need to also carefully interweave old cadres with new ones in other bodies, on the necessity of establishing a party work in the bodies of Internal Affairs and on the care that must be taken to distinguish fair remarks from tendencies with hostile intentions, for the care of a preventive and healing work with people in the spirit of the party, for ensuring the leadership of the Party in the bodies of Internal Affairs, as well as for the structure and powers in the Security bodies.
COMRADE ENVER HOXHA: All these thieving elements carried weapons and pretended to be “friends of the Security”, which is the weapon of the Party. Don’t talk, – they told people and stole for themselves, even the thefts had reached the Minister of Trade.
COMRADE HEKURAN ISAI: First goods worth up to one million ALL were stolen there. What you say, friend Enver, is right, and this is a very big problem that must be looked at carefully from our side.
COMRADE ENVER HOXHA: These are big issues Hekuran, that’s why he opened up these key issues and followed through.
COMRADE HEKURAN ISAI: We are discussing them, Comrade Enver, the task is to solve them gradually. We will see them as problems based on the remarks you are making to us, friend Enver, and we will try to put them on the road to solution as soon as possible.
COMRADE ENVER HOXHA: Let’s keep one thing in mind, that the Party must teach the Internal Affairs bodies to walk on the right path; otherwise efficient measures will not be taken in the fight against the enemies. An element that committed the crime may be caught, but that will not heal the wound.
The party must always keep in mind that an open “wound” must be healed, otherwise the wound turns into gangrene and endangers life, therefore preventive and educational work with people is important and not to go directly to the arrest of a person.
The arrest will be made, after we have clarified and arranged the whole situation in an environment where we have concrete facts in our hands and can put our finger on the fact that this or that situation was caused by this person, then we catch this and take it to the trial. When the Party does this job well, it means that there is vigilance on its part. This matter must be understood correctly.
The work of the Party cannot be carried out in a loose, free manner, or it cannot be taken carelessly to the point of view: “this happened now; there is nothing we can do”. It was done well, but in the party road we must see why it was done, why the yields decreased, why was it not plowed or watered during the wheat season? What are the reasons, which can be subjective?
Often, to mitigate the situation, we point out only the objective reasons, not the subjective ones. When the president of the cooperative is to blame for what happened, and not any of the other members of the presidency, on the party road, we should put the president’s feet in a shoe, but this is not how it is done. But why?
That the work of the Party is not deep, broad and objective, to accompany all the measures that must be taken with a well-thought-out political work, which will then certainly point out the “wild grass”, the evil will to make it clear who he is, that others will start talking, that this one has done many things to us, has led us on a wrong path, that we ourselves have been asleep, etc.
In this sense, the Security must also work, which is not done now. At a party meeting it may be noticed that something is not going well in a work center. In this case, the party secretary immediately instructs the head of the Internal Affairs branch, or the Operative Worker, to look into the situation there. Acting like this is not the right way at all. But why?
Yes, because the Party organization is not in a position to see what is being done, how can a person, the Security envoy, who may not have an informant in that collective at all, take such a broad view of himself and in this case he will be forced that I send an informant to see the situation from another country?
What happened to us that this man came to us?, they will ask there. It is not only important that everything will be put on the right path for the party by the Security, but this should be well understood by the Party itself. The Party Committee must charge the Security with issues that it is interested in looking into, the others it will fix itself and is obliged to fix them itself.
By correcting them, the Party itself will be able to give more precise guidelines to the Security because it has verified the issues through the party; therefore it is convinced of this. From the Party, they can be given in this case to the Security, together with some orientations in which direction it should pay attention, in the first place where there is resistance for not implementing duties and hostile work.
Then the State Security worker, after being informed, should go and look. It is possible that a resident, in a united cooperative, for all the villages that make it up, with the informants he has around him, can draw his attention to something important, the question is why the wheat plan was not realized there.
He can analyze that the non-realization came for objective reasons, let’s call it hail, or it could come for subjective reasons that must be discovered and analyzed. Yes, can this, a single man, do such a thing?!
ALL: No, no way.
COMRADE ENVER HOXHA: Of course there is no possibility. But who can do it then?! Party and Power. These yes, as they have the opportunity to clarify a difficult situation that is created and together with the clarification of the issue, also bring out the responsibilities, party responsibility and criminal responsibility.
Once this clarification is made, then the Party can call the Security officer in this sector, inform him of the situation created, and give him guidance on what to do. Thus, his actions based on the instructions given by the Party will be carried out not according to the opinions of the resident and the Internal Branch of the district, but of the Party. Am I right or not?!
COMRADE HEKURAN ISAI: You raise the issue very correctly, Comrade Enver, this is a big problem that needs to be solved.
COMRADE RAMIZ ALIA: If we take a good look at these issues, it turns out that contrary to the Party’s line, the enemies have counter-acted in the sense that the State Security, instead of having a strong weapon in the hands of the Party, to hit the enemy, they have abused by turning it into a formidable weapon to serve their interests.
COMRADE ENVER HOXHA: That’s right; they had turned it into a terrible tool for the realization of their hostile goals.
COMRADE RAMIZ ALIA: So the internal affairs bodies, instead of hitting the enemy, on the contrary caused fear, dissatisfaction, and uncertainty in the masses, especially for the accusation of agitation and propaganda, and others of this type.
Instead of being associated with honest, clean people, and people loved by the people, the collaborators of the Security have used evil elements, as Lenka said, until this has caught the people’s eye.
COMRADE ENVER HOXHA: We must be careful that the sane element without a party, when it is in front of a show that stands out for the bad, it is not necessary to turn to the State Security bodies, but to inform in the first place The Secretary of the Party Organization, in the sector where he works, or the Party Committee.
But if that boss, including the Secretary of the Party, is not inclined to listen to him, then he has the right to think that something is wrong here, and he should be directed even higher, again on the party road.
COMRADE RAMIZ ALIA: He now also goes to Insurance.
COMRADE ENVER HOXHA: No, in such a case he should go higher, in the Party’s instances, why should he go to the State Security?! “Well, Comrade Enver,” someone might say, “following this path, the State Security may remain like a fish out of water.”
No, it is not at all like a fish out of water. It should be kept in mind that Security must act alongside the Party and signal this with accurate and verified data.
The party will then guide him and guide him in which direction he should act to discover a hostile or malicious activity, for which there are alerts in that sector, where he notices that work is not going on, and where he suspects that there is hostile work. When the Party signals the Security that there is hostile work somewhere, it will give them as much information as it can.
In this case, the head of the Department of Internal Affairs must work out in his head the plan and methods of how and where he should enter to dictate the bad situation, which the Party has not been able to clarify. But even the head of the Internal Affairs Branch will not be able to reveal anything without first making a well-thought-out plan, based on which he will follow the case.
Look, this situation does not look good to us in this sector, the Secretary of the Party will tell him, for one reason or another, that’s why you deal with this issue. As he orders, the State Security employee will tell him, and he starts work immediately. It should be borne in mind that the Department of Internal Affairs has a network of informants, but how should one act in this case?!
Here comes exactly the issue: What is the work that the Party should do, and what is the work that the State Security should do, which also does a job based on the directives of the Party. If the Party will give the Security, just a simple signal that in this or that sector, things are not going well for us, then the Security employee will find himself in difficulties and may implicate many people in this matter, including and innocent, or else there must be many informers.
Yes, can the Party allow the State Security to have many informants, for example, in a cooperative?! No, he can’t allow it. Security has its own man there. But what can a single person do, when the Party has all those communists who have not been able to advance this issue?!
The Security employee has nothing to do with his own person; otherwise he will do according to his own head, starting from the opinion that he, too, should catch something, as long as he is asked. Otherwise, they will tell him: “you are not capable of discovering anything”, “you have not given people at all, to punish them in this case”, etc.
COMRADE HEKURAN ISAI: Yes, that’s how they used to do it. Until Kadri Hazbiu gave telegraphic orders, drawing the attention of the Internal Affairs Branches in the districts, where he told you that arrests had decreased.
COMRADE ENVER HOXHA: Therefore, you should increase the strikes, he urged, because the increase in strikes justifies the existence of the State Security and creates the view that the Party cannot do without the Security. The conspiratorial enemies tried to give us the impression that there is a big hostile work here, but we, as a vigilant and strong body, which conducts an extraordinary class war, have ascertained and are clarifying the situation, therefore, trust us.
And if the Party creates suspicions that it is exaggerating and draws the attention of the Security that it is bringing many people guilty of agitation and propaganda, it would withdraw and bring less data.
COMRADE RAMIZ ALIA: Yes, yes, the enemies worked with percentages in this direction.
COMRADE ENVER HOXHA: Posi, two percent or five percent less. However, there are still many, they emphasized, and on this occasion they freed some enemies. This is class war, they said, and we have class war in principle. We don’t just say with words that we have enemies, but here they are, “we discovered them”, so trust us, that is, elements like Kadri Hazbiu, Feçor Shehu, and friends.
COMRADE HEKURAN ISAI: A big issue remains for us, the construction of the structures of the State Security bodies, and we are consulting with the comrades of the Central Committee apparatus to resolve this issue as best as possible. It seems to us that, as these bodies are built, it is not regular.
Let’s take what you said; can all the work of the Security be handled by an informer?! Then I’m now reflecting on why the collaborators of the State Security were needed in the apparatus of the Executive Committee of the district, especially without having any hostile work there at all?!
COMRADE ENVER HOXHA: Why did you want there to be an informant there, safety?!
COMRADE RAMIZ ALIA: That the way the structure of the State Security bodies is now built, the Government bodies have been put under their control.
COMRADE ENVER HOXHA: It is clear that, with this structure, the Executive Committee of the People’s Council of the district has also been brought under control. In a word, the Party has been brought under control. Memorie.al
