For all these meetings, the newspaper “Panorama” has a number of documents extracted from a voluminous file with the logo “Top secret”, where former members of the Politburo, secretaries of the Central Committee at the time, such as Spiro Koleka, Enver Halili, Vangjel Çerrava, etc., etc., inform the Central Committee about the meetings they have attended, giving in detail everything that has been said and discussed there.

ON SOME PROBLEMS RISING FROM THE MEETING OF THE BASIC ORGANIZATIONS OF THE STAFF PARTY AND THE CORPUS PARTY COMMITTEE DURING THE DISCUSSION OF THE MATERIAL OF THE POLITICAL BUREAU. In pursuance of the tasks set by the Central Committee of the Party for the preparation of the materials of the 5th Plenum, the active assets of the Corps Party, the meetings of the basic organizations of the headquarters party and the meeting of the committee of the Corps Party took place. The Communists fully solidified with the conclusions of the Politburo and the decisions of the 5th Plenum of K.Q. of the Party for the condemnation of the hostile activity of Kadri Hazbiu, as an accomplice of the super agent Mehmet shehu.
The activity of these agents of imperialism and revisionism was condemned with deep hatred and at the same time, all communists, as one body, expressed their ardent love for the Party, for Comrade Enver Hoxha, who with sharpness, principledness and vigilance of revolutionary high has protected and defends the Party, the homeland and the people from all these dangerous conspirators in the service of foreign agencies.
Going deeper into these materials, the communists asserted their responsibility and everywhere a high spirit of mobilization and revolutionary vigilance is felt, a high sense of responsibility for strengthening the combat readiness and carrying out in front of all the tasks of 1982. The communists and the invited cadres brought examples that prove the betrayal and sabotage work done by the chief agent Mehmet Shehu and his close associates: Kadri Hazbiu, Veli Llaka, Nazar berberi, Maliq Sadushi etc.
The following problems emerged from the meetings of the basic organizations:
“SABOTISM WITH FORTIFICATIONS, ALFRED MOISIU AND MENDU BACKA RESPONSIBLE”

The field positions of the tanks should be reviewed, as they occupy a large amount of arable land and are not exploited. Also, the design of Fire Centers of cannons without recoil is uncertain, that they are poorly designed. Alfred Moisiu and Mendu Backa are responsible for this. No measures are foreseen for the waterproofing of buildings and some projects for tunnels, they are made of reinforced concrete, ostensibly for saving.
Complex batteries are not built with all the elements. Former Deputy Ministers Alfred Moisiu and Mendu Backa were informed about this and did not solve anything.

The working method of the enemies Mehmet Shehu, Kadri Hazbiu and the former deputy ministers Veli Llaka, Mendu Backa, Alfred Moisiu, Nazar Berberi was to reduce the figure of the political commissar of all links. They did this with a definite intention to strike at the work of the collegial leadership of the commissars, of the Party representatives in command, deviating from the unique direction. This is also explained by the last action made by Kadri Hazbiu during the reconnaissance, where he called only the commanders of units and units, while he did not pay attention to the commissars and secretaries at all, justifying that a lot is done in the car, etc.
“VELI LLAKA FAVORED RELATIVES AND FRAMES FROM TEPELENA”
As in all other areas of defense and implementation of the Party policy with the cadre, the enemy Mehmet Shehu, Kadri Hazbiu, Veli Llaka, Nazar Berberi and Maliq Sadushi have sabotaged and opposed with actions the orientations of the Politburo of the Central Committee of Party “On cadre nomenclature”.
These enemies, in order to bring their people closer to leading positions, have violated the norms set by the Party for the personnel policy. Kadri Hazbiu has given orders to the Corps command to move this or that cadre, not taking into account the criteria set by the Party. Also, Veli Llaka and Maliq Sadushi are constantly characterized by the personal treatment of staff policy.
Veli Llaka, arrogantly with all the instructions and rules set by the Party, has named his brother Adem Llaka and his cousin, Enver Behaj, officers, placing them first in the Military Branch in Vlora and the second in the Branch Military in Fier, where he added staff.
Some cadres from Tepelena, who enjoyed the sympathy of Veli Llaka, with his intervention were withdrawn in the apparatus of the MMP and the Military Academy, such as Serjan Halili, Zimet Hazisi, etc .. Also, Veli Llaka has supported his relative, Luftar Osman. Likewise, Maliq Sadushi has constantly given orders to treat the privileges of his friends outside any rules, as is the case of Gjon Vajza, who, although a Party candidate, has moved twice in different positions. It has also affected the clothing of some non-commissioned officers in violation of the given orientations.

-Kadri Hazbiu has agency activities in Divjaka. He often hunted in Divjaka. He had a friend for 20 years, a fisherman named Mihal Bitri, whose son was a policeman and became the leader of a diversionist group.

In the days when he was conducting reconnaissance in Fier, Vlora and Lushnja, he did not take the commissars and secretaries of the Party, because “they become too much and stand out”, “he spends a lot of fuel”, etc.
-He supported and transferred officers like Velican Golem to Tirana. He boasted that he said: “I wished someone who was expelled from the Party”, “Congratulations on being expelled”.
In a conversation he had with the people in Ballsh, he said: “Mehmet Shehu was forced by the Ustai to kill himself, if I was wrong, if that is not the case.” This shows that he knew, therefore, is a collaborator with him. He also said: “I was wrong, but this is the last echelon thrown by the enemy (he was talking about Mehmet Shehu).
