Memorie.al/publishes some archival documents extracted from the Central State Archive in Tirana (the fund of the former PPSh Central Committee), which belong to the year 1982, where there is a file with relations, reports, instructions, information, letters, minutes of meetings of the Political Bureau, the Secretariat of the Central Committee, etc., regarding the “hostile activity” of the member of the Political Bureau and the Minister of People’s Defense, Kadri Hazbiu, as well as some of his closest collaborators, such as : Feçor Shehu, Mihallaq Ziçishti, Llambi Peçini, Zoi Themeli, etc., who were accused by Enver Hoxha, as “the main collaborators of the police agent Mehmet Shehu”. In the file in question, there is also a document with Kadri Hazbi’s self-criticism, dated September 27, 1982, sent to Enver Hoxha and the Political Bureau of the Central Committee of the PPSh, regarding “his poor work at the head of the Ministry of of Internal Affairs and the lack of vigilance, for not detecting hostile groups, all of which the party and Comrade Enver had discovered”. In this document, the former head of the Ministry of the Interior writes: “From the beginning of September, when I was getting my hair cut, a driver who works with the transport lines abroad came to me and told me that, returning from abroad, the drivers they had spoken badly about my fate. I didn’t ask him what he had been told, but I told him to go and report it where it should be. He added in more detail that he had spoken to the companion who stays with me, which I ordered him to report. He told me that he had done this. I don’t know whether I told him about this case or not, friend Hekuran. After a few days when I returned from a 3-4 day service, my family told me for the first time that they are taking us on the phone and so on, in meetings they ask about you, where are you and how are you, because we have heard things not good, as if we have escaped as a family abroad, as if I have been dismissed from my position as Minister of Defense, etc. I told you that anyone who asks about us, you say we are fine and don’t engage in further conversation. I emphasize that these things have spread so much that even one of the workers who serves in my family left without expecting that something is happening with me and my family. All these things, I told my friend Ramiz, together with my opinion that there is not enough fight against these harmful slogans and that they are spreading from Tirana in the first place”. Likewise, the document in question also contains the minutes of the meeting of the Political Bureau of the Central Committee of the PPSh, held on October 8, 1982, where the “hostile activity of Kadri Hazbi” from the period after the war when he was in the position of Chief of Army Security, which has brought fierce debates, they all discussed, starting from: Adil Çarçani, Hekuran Isai, Simon Stefani, Manush Muftiu, Rita Marko, Prokop Murra, Photo Çami, Lenka Çuko, Pali Miska, Besnik Bekteshi, Muho Asllani and Llambi Gegprifti. Even the debates and strong tones in that meeting were not absent between Enver Hoxha and Kadri Hazbiu, which continued throughout the meeting, for several sessions. DEVELOPMENT OF THE MEETING
The meeting was opened and led by the first secretary of the Central Committee of the PPS, Comrade Enver Hoxha.
Discussion on the serious crimes of comrade Kadri Hazbiu.
COMRADE PROKOP MURRA: You talk about the sick familiarity in the internal affairs bodies, and you claim that the enemy has benefited from this, that among the cadres the demand for the account was weakened. And these facts, friend Kadri, are you going to pass them by with slogans?! No, these slogans are not edible. But who cultivated them?! Who put the cadres to sleep?! Who wanted this familiarity, and this weakening of the account requirement?! Now it should be clear, all from your side. With the opinions you have given, you are confused and claim that you had sick familiarity, and mitigation of the account request. On the other hand, argue the belief you had at the beginning that Mehmet Shehu could not have such a wide support network in the Internal Affairs bodies. Once, dear brother, after he killed himself, you were clarified by Comrade Enver, all of them were clarified that day, while you were clarified in a special way.
However, even after this work, you cultivated the view that he had no network there. Why don’t you ask yourself questions, that this enemy, so vile and so treacherous, with whom he would do these things, with the sweepers?! You should ask this question, because everyone does this and not you as a minister. So be more honest, and open your heart to the Party. From what I know of you, friend Kadri, you had a grudge with Mehmet and you have never known any criticism or demand for an account from him. And with it, you made characteristics for those people you loved.
COMRADE KADRI HAZBIU: Where did I do this?!
COMRADE PROKOP MURRA: In the government, in the government. I know this, at the time I was a member of it.
COMRADE LLAMBI GEGPRIFTI: You have given us all the characteristics of ministers, Comrade Kadri.
COMRADE PROKOP MURRA: Have you ever made self-criticism, Comrade Kadri, where you have been in meetings?! I don’t know of any such case. Now, finally, regarding the Peza event, I won’t go on too long, I’ll just say two things that my friend Simon told me. I presented Comrade Kadri, as I felt him. When my friend Simon spoke to me about Kadri’s reaction, I begged you not to do any harm to the Party. I didn’t know anything about myself, that if Simon had said something to me that he had complained to Kadriu, ideally I would have answered Simon, as I judge him.
When I raised my health at lunch, I put down my glass with my friend Kadri, without knowing that he had uttered the word “cucumber” to me. If I had known, of course without spoiling the joy of the holiday, I would have given him the answer. What Comrade Kadri says, about what impressed him at the meeting, that his function as Minister of Defense was not discussed, I can say to him: Hello, Comrade Kadri, the Party has raised us, therefore, if you are with the Party, it counts, and without the Party, it weighs nothing.
That’s why I didn’t tell you the function as a minister; it doesn’t bring anything negative until it was pointed out your main responsibility as a member of the Political Bureau and one of the most important leaders in the Party. Yes, I am telling you openly that you have had the fly under your hat and this thing has burned you, done unintentionally for no other reason. Comrade Kadri, I don’t want to dwell on this matter any longer, but if you take this matter a little further, it was your family circle that opened this slogan.
COMRADE KADRI HAZBIU: It is possible.
COMRADE PROKOP MURRA: And you took your wife’s nephew to Comrade Hekuran, and in the conversation with Comrade Hekuran, I waited for him and it turned out that he slandered. We clarified the issue related to the first slogan. The next slogan then came out a month or two later.
COMRADE KADRI HAZBIU: You mean I opened them?!
COMRADE PROKOP MURRA: Order, for your honor, maybe you liked it. I don’t know if you spread them or how you spread them, but if you liked to measure the pulse of your friends, I’m sure you liked it.
COMRADE KADRI HAZBIU: Maybe there were other opportunities for me to measure the pulse of my comrades, and to measure it well.
COMRADE PROKOP MURRA: Now, in order not to be long, I agree with the measures that were proposed here. I, too, learn from this meeting, so to speak, and I am convinced that the Party will emerge stronger, and we will be more vigilant.
COMRADE HAJREDIN ÇELIKU: The course of hostile events, with the long-time agent of some imperialist-revisionist espionage services, Mehmet Shehu, at the head of his group with Fiqret Sanxhaktari, Feçor Shehu, and several others from the Ministry of Works of the Interior, they should have made you reflect much earlier, as these have extremely severely damaged the work of the Party, endangered its leadership, especially the life of the First Secretary, as well as all the victories achieved in our socialist homeland . You are responsible for all of this, as you have been the state leader of these bodies for years.
Even not only the course of these events but, even before you, the very fact that it is possible that the enemy has targeted and penetrated only in areas such as Art-Culture and Radio-Television for liberalized the whole life of the country, in the Army with the people who thought of making a military coup, and in the economy where they would sabotage. And as it seems, the enemy has “closed” his work?!
I think that you and all the others who worked in these bodies should have taken into account and analyzed the warning that the Party and Comrade Enver personally gave you, for a more serious work in this direction, especially after the 6th Plenum of the Central Committee of the ALP, he teaches us:
“The class enemy appears, fights, and throws poison, in many ways and in many fields. He rarely appears openly as you require, but his hostile activity, if not detected and struck in time to death, it grows and becomes more dangerous. And then when the enemy feels himself stronger, he strikes openly. In the work of these enemies, the Party and the class must not only see the external polish, the bombastic words, and the beating of the chest, but look at and to judge with vigilance their big actions as well as their small actions”.
And this because their big actions are wrapped many times with a false euphoric illusion and the ink comes out in their small actions. You say that after the 6th Plenum, you did a good analysis, but we rightly asked you what its result was?! The enemy Mehmet Shehu, as well as his snakes as well as Feçor Shehu, with the agents who had infiltrated the ranks of the Ministry of Interior, worked to put the pickaxe to socialism.
They were preparing for terror as well as for the ugliest crimes for which, the communists and the people who were active to listen to Comrade Enver’s speech on the “Synoptic Table of Mehmet Shehu’s hostile and agentic activity”, were only concerned about the fact how the enemies had thought of such a plan, so criminal against the First Secretary, and were no longer able to implement it. For all this, they not only condemned with the greatest hatred the hostile and agentic activity of Mehmet Shehu’s family and his other collaborators, but they demanded that the dictatorship of the proletariat strike hard and harshly, until the most severe punishment was given to them. , until their physical liquidation.
In this regard, we repeat once again that your responsibility is quite big, since not only should you not have allowed them to that point, but also after the events that were revealed to them, you had to come before the Party and its leadership and make self-criticism of deep, to help him if possible in the quick detection of this very dangerous agency. But you did not do this either in writing or verbally here today, with all the help we gave you. In the self-criticism, you tell us that these things: “you went to them and treated them shallowly, as a result of the lack of political-ideological vigilance and empirical treatment of the facts”.
We also asked questions but, again, you answered them shallowly and empirically, at a time when the Party and Comrade Enver order us not to go tangentially to issues, but to go deeper by analyzing phenomena and events in the light of Marxism-Leninism. All the more so that for such phenomena and cases that have to do with treasonous activity towards the Party and the Motherland, it is required under all conditions that deep analyzes is made and that they are investigated to the end.
The main “leaders” of all the conspiracies in Art-Culture, the Army, Oil, and the economy, as well as that of Mehmet Shehu and his company, were revealed by Comrade Enver, while you who were in charge of the specialized bodies of the Ministry of Internally, you didn’t dig deep enough to see things through. Can you think that these “capos” at the head of these conspiracies worked “without legs and hands”?! Why don’t you go deeper, to find these “hands and feet” of theirs gradually and in other sectors even to the base?!
Did you miss the alerts, or did you ignore the ones that came to you and treat them as you say in a shallow and empirical way?! If they were treated properly, the events and threads would necessarily lead you to the heads and, perhaps, to the president of these. Let’s take for example the works on the Elbasan-Përrenjas railway, the constructions and assemblies in the Metallurgical Combine of Elbasan and the Oil Refinery in Ballsh. In the railway and in the combine, initially the enemy sabotaged Shkëlqim Bumçi, while in Ballsh, the enemy sabotaged Xhavit Sallaku. There are plenty of facts, in all sectors.
We ask, after these sabotages, these processes were deepened and how much further?! I think not, since later their hostile work was replaced in the combine with Feruz Matajn, and by some others who are coming out to us today there, in Ballsh and elsewhere, without mentioning here what is likely in Koman. Was it actually known who Feruz Mataj was, and what work he did, at least when we were shouting about the sabotaging work with, as far as we knew, at the base of Furrnalta No. 2, when the reinforcement of 2,500 kg of iron was not placed, the consequence of which would be its collapse (let’s find the real cause of the collapse later), great damage to the economy, suspension of work at the Combine, until accidents in people?!
Why didn’t you insist that the accidents at Plant 12 go to the end, when I, in your presence (then you were the Minister of Internal Affairs) told Mehmet Shehu in the government, that there are non-peaceful jobs at Kombinat? ! Because the threads of sabotage in construction and assembly would lead to Feruz Mataj, whose father is known to have been a federal fascist, while his uncle, Ajdin Mataj, was a vicious criminal in Gjirokastër, and a CIA agent s, until he died in the United States of America.
Then Feruz Mataj became Mehmet Shehu’s favorite and a close friend of his son Vladimir. Mehmet Shehu, several times intended to give Feruzi the direction of important sectors of the economy, from Director of the Port of Durres, then Chairman of the Executive Committee, member of the Party Bureau in Durres and Elbasan, as well as Director of Construction-Assembly in the Metallurgical Combine of Elbasan, after Shkëlqim Bumçit.
We say this because, as we pointed out, there were signals that if they were evaluated as they should be “even in the small bushes”, rabbits and large wolves hiding in them would be discovered. I think that these things should not be seen as separate acts, but should be taken together because the sabotage of works in the economy has been and remains a main direction of hostile work, as are other directions of it, such as espionage in favor of the Discovery foreigners, diversion, individual terror towards the leadership of the Party, which serve the final goal of the enemies, which was the liquidation of socialism in Albania, and the liquidation of the country’s freedom and sovereignty.
Don’t call these random little things that don’t deserve your attention?! It should be noted that among some employees of the Ministry of Internal Affairs, and in their apparatuses in the districts, there was a certain tendency to minimize what we denounced and sent for proceedings so that the latter would not receive in any way the stamp of hostile activity, even when it was such.
