VELI LLAKAJ: Who?
COMRADE RAMIZ ALIA: That ammunition document you said?

COMRADE HARILLA PAPAJORGJI: The basic organization of the Institute of Marxist-Leninist Studies, analyzed the mistakes and very serious faults of its member, Ndreçi Plasari, who with his research and publishing work has tried to cover the historical truth about the person of Mehmet Shehu and inflate his cult.
Therefore, all the communists, dissatisfied with the written self-criticism he submitted ten months late and not on his own initiative, as well as with the oral self-criticism in response to the numerous questions asked of him, unanimously severely criticized and condemned him for pronounced lack of sincerity and very weak self-criticism regarding his relationship with the chief agent Mehmet Shehu.
The organization also criticized him for opportunism and lack of vigilance, for omissions in principles, which served the savage intentions of the enemy Mehmet Shehu, to the detriment of the interests of the people and the Party, for violating in the most flagrant way the scientific objectivity of documents in studies, yes and in various publications and materials about Mehmet Shehu, thus falling into subjectivism and distortions of historical truth.
The Party Organization of the Institute of Marxist-Leninist Studies learned other facts about the lack of information, by Ndreçi Plasari in any instance of the Party, about very compromising documents of Mehmet Shehu, which passed through the hands of comrade Ndreçi Plasari, especially a official English intelligence document, pulled as a microfilm from the London archives, which, among other things, says of agent Mehmet Shehu: “His ambition exceeds loyalty to the Party” and this was related to an opposition they thought to create in the bay of Albanian National Liberation Movement. Ndreçi Plasari knew this for two years and some time ago and he had not said it anywhere.
Also for not informing some of Mehmet Shehu’s conversations with him, made not without purpose, for example, about the democratic-bourgeois program written by him in 1942, which is also mentioned in your speech, Comrade Enver Mehmet Shehu “, without telling him the real content, but that Ndreçi Plasari” did not remember “to tell the Party even though ten months passed after Mehmet Shehu’s suicide.
Ndreçi Plasari was afraid (as he stated) that the enemy Mehmet Shehu, as Minister of Interior, might retaliate with some “slander”. This, as well as the question he asked at the Tirana Party Conference in 1956 about two Party leaders: “Why did they not meet with the people?” Cast doubt on the Party organization. This question was in the whirlpool of all those questions that were addressed in this conference by the bad elements.
For all this, the grassroots organization unanimously decided to propose to the plenum of the Central Committee of the Party that Ndreçi Plasari be expelled from the plenum of the Central Committee and from the ranks of the Party. Second, to leave the Institute of Marxist-Leninist Studies, to be relieved of all his other leading functions, and the relevant body of the nomenclature to decide on the work to be undertaken in the future.
