Memorie.al/ publishes some archival documents extracted from the Central State Archive in Tirana (Fund of the former Central Committee of PPSh), which contain the acronym “Secret” and “Top Secret” and belong to a period from January from 1982 until September 1983, where there is a voluminous file with minutes of meetings of the Secretariat of the Central Committee and the Political Bureau of the Central Committee of the PPSh, meetings which were chaired by its General Secretary, Enver Hoxha, where they assisted: Ramiz Alia, Adil Çarçani, Manush Myftiu, Hekuran Isai, Rita Marko, Pali Miska, Hajredin Çeliku, Haki Toska, Simon Stefani, Lenka Çuko, Muho Asllani, Vangjel Çerrava, etc., as the main topic is analysis about the “hostile activity” of Mehmet Shehu and his close collaborators, from Fadil Paçrami, Todi Lubonja, Beqir Balluku, Petrit Dume, Hito Çako, Abdyl Këllezi, Koço Theodhosi, Kiço Ngjela, Vasil Kati, Kadri Hazbiu, Fiqret Shehu, Feçor Shehu, Mihalla q Ziçishti, Llambi Peçini, etc. In the file available to Memorie.al, in addition to the analysis of the “hostile activity of the police agent Mehmet Shehu and his associates Beqir Balluku and Kadri Hazbiu”, in the meetings of the Political Bureau and the daily meetings of the Secretariat of the PPS Central Committee, are analyzed also the activity of the Ministry of Internal Affairs and State Security, with its agency and collaborators, inside and outside the country, the reports and relations of the Albanian state with different countries of the world, such as: the USA, the Soviet Union, West Germany, England, Spain, Italy, as well as those with neighbors, such as Greece and Yugoslavia and the demonstrations in Kosovo, how the world press presented Socialist Albania, the talks with West Germany about the War reparations payments, meetings and conversations with party leaders Marxist-Leninists from different countries of the world, such as Ernst Aust, Zhoao Amazonas, Fosko Dinuçi, etc., regarding the “suicide of Mehmet Shehu”, the problems of Polish immigration Albanian refugees, in different countries of the world, and the change of the exchange rate of the dollar in the remittances, which they made to their relatives in Albania, up to numerous economic problems, from heavy industry, hydropower plants on the cascade of the river Drin, energy import and export, etc., etc.

In this meeting, in which Comrade Hekuran Isai also participated, it was first discussed about the conclusion of the trial of the remaining enemy elements from Beqir Balluku’s caste and the necessity of renewing the staff in the Ministry of Internal Affairs and the bodies that depend on her, for their education with a healthy party spirit, for the need to also carefully interweave old cadres with new ones in other bodies, on the necessity of establishing a party work in the bodies of Internal Affairs and on the care that must be taken to distinguish fair remarks from tendencies with hostile intentions, for the care of a preventive and healing work with people in the spirit of the party, for ensuring the leadership of the Party in the bodies of Internal Affairs, as well as for the structure and powers in the Security bodies.
COMRADE HEKURAN ISAI: Recently, some other enemy elements, related to Kadri Hazbi and Feçor Shehu, like Lirim Pëllumbi and his friends, were tried and convicted, and then the tails of Beqir Balluku’s caste were tried, like some former generals who were around him, etc.
COMRADE ENVER HOXHA: The former Director of the Directorate of Investigation, has he been tried?
COMRADE HEKURAN ISAI: Elham Gjika and Kristofor Mërtiri were also tried and now they are both in prison.
COMRADE ENVER HOXHA: What about the former Head of the Internal Affairs Department of the Lushnja district?
COMRADE HEKURAN ISAI: Kapllan Shehu, like all the others, was tried and put in prison.
COMRADE ENVER HOXHA: All these enemy elements were second-rate, although, executors of great crimes.
COMRADE HEKURAN ISAI: These have now all come to an end, as did the tails that were left from the time of Beqir Balluk. Recently, we also received the investigator, Nesti Kerenxhi, who gave us many things about Kadri Hazbiu.
But, to be honest, from all the investigation that was done against this enemy, concretely, there is no continuity in the hostile act, there is nothing in his charge, only the fact that he was a member of Koci Xoxes, but not that he has done concrete activities, therefore, we thought to give him five years of internment.
COMRADE ENVER HOXHA: Let him stay where he is assigned.
COMRADE HEKURAN ISAI: That is, to go there to Seleinica.

COMRADE HEKURAN ISAI: These dangerous enemies, we have now cleared Comrade Enver. In addition to these and a part of the cadres, from those who were the tails of the former leaders, we cleared them from the Ministry of Internal Affairs.
COMRADE ENVER HOXHA: As much as possible, the Ministry of Internal Affairs should be purged of old cadres. We cannot say that all the old men who have worked in this ministry have developed hostile activities, but by the enemy leaders, they have been brought up with a sick spirit that has been in their blood for a long time, as they were their liberal tendencies at work, towards the problems they have been assigned to solve. They were also liberal and servile towards their superiors, while towards their subordinates, they were extremist, sectarian, harsh and arrogant.
Thus, even without being enemies, why as I said that they cannot all be enemies, during the entire time that they served in the Ministry of Internal Affairs, they acted on a platform that served the interests of the traitors who were in charge of this department. Many of them did this unintentionally, without any bad intentions.
“We think about the defense of the homeland, about the defense of the line”, they thought and said. However, even in these situations, they did not fail to see many actions that the enemies Mehmet Shehu, Kadri Hazbiu and Feçor Shehu did, contrary to the line. I think that they must have seen many actions that were not in the spirit of the Party, yet they remained silent, not because they knew that their leaders were enemies, but because they thought that: “these actions are known to those who are up”.
Of course, there will be some of these who have gone, and should have gone, if not to the ministry, to one of the deputy ministers to complain or to point out the violation that they could have noticed, but found in he, the door being closed, perhaps not in a brutal form, for the enemies, trained and cunning as they were, could not help disturbing these signals which passed through their hands, but, in order to put these men to passivity, they they said subtly, in order to neutralize them, that: “we are taking note, we will look into this matter, but we must not rush”, and other expressions like these, which they said to lower the vigilance and opposition of subordinates.
It is therefore clear to us that the attitudes of the cadres who worked in the Ministry of Internal Affairs were not sound at all. However, we have to think, to put these people somewhere in the work, that we cannot reject them. Then be careful not to remove them all at once, from the Ministry and from the bodies that depend on it.
We should remove them gradually, until we clean the department and the bodies of Internal Affairs, of those who have been infected with this spirit, but we must be very careful, so as not to put them in a basket, “the apples of rotten with the fat ones”.
Recently, we have placed in the Ministry of Internal Affairs sound, loyal, diligent and able to work cadres, and I am convinced that they will be guided to perform their duties well.
But not everyone can keep in touch with you, Hekuran, if they are connected and should be connected for the jobs and problems that will come up, even with the deputy ministers and with other responsible cadres in the ministry. If in the gears of the ministry we will continue to keep cadres with old views, without wanting to, they will become an obstacle to the work; because they are used to work with a sick spirit, since most of them have created a mentality of own.
With the harmful method they have learned on the job, which they are unable to see, will bring obstacles, if they continue to stay further, although they are convinced, that; Kadri Hazbiu, Mehmet Shehu, Feçor Shehu and their friends have been enemies, and they can even beat their chests for this.
However, with their work method, they were adopted to that work, when new cadres are put in place, they do not have to be hindered by this complex, because they are not infected, but clean.
COMRADE HEKURAN ISAI: Of course, if such a cadre continues to stay in a position with responsibility in the ministry or in the district branches, it will surely hinder the subordinates.
COMRADE ENVER HOXHA: That’s right, it will prevent them and that it will be transmitted to them at work in that spirit, with which he himself has been educated for a long time. We talked one day with Ramiz, about the issue I’m going to say, which I think should exist in other departments as well. Everywhere now we have appointed a bunch of young, loyal, skilled, active, cultured cadres.
However, among them there are also old cadres, with long experience at work, some of whom are with school, but there are also without school, but, working for a long time in places with responsibility where they are, they have gained some experience, but they do not have that intelligence, that culture, and that drive and dexterity at work that the young people we have sent now have, who hinder them.
If this issue is analyzed carefully, we will see that for this reason, there are obstacles in the work of the apparatuses of the central departments. This is how it appears to us, what has worried us and we have said it often, the bureaucracy, which it creates, which does not move parallel to the times, which did not make an effort to embrace the new, which does not move parallel to the youth.
But we must keep in mind that even the young staff who just graduated from the University is not “stars”. No, no way. They need some time to get the job done. However, when young people leave school, we cannot say that they do not know anything at all, but when they enter life, in front of the many and difficult tasks that are assigned to them, they may lose their torua, if where they are assigned, they will not have other cadres who are older and experienced to help them.
On the other hand, even the old ones should keep in mind that in our country, every year more and more groups of young people are put to work, which should be helped and pushed forward with kindness and not put under their feet, saying to underrated:
“More, what have they learned at university”?! The truth is that in higher schools, they learn many things, but in order to apply what they have learned to fruition, they must gain an experience, at least of three or four years, until they walk with the feet of themselves, until they manage to replace the one that is older, but that has begun to no longer keep up with the times and no longer respond to requests.
Such phenomena happen in life. Now we have to keep with conviction in key places, from those old cadres who move with the times and who perform their duties well, not from those who, covering themselves with the fact that they are old, know some things and have some experience, but they do not see the issues in development, or they see them very little in development and do not complete the tasks.
However, for the refreshment of the central bodies, we should not take measures and act at once, the point is to be interested in time, first to find new cadres, to help and prepare them, and then, to raise in places of responsibility, where care must be taken to follow them to become capable cadres in the tasks assigned to them.
Even the older ones, when they cannot walk in the positions and tasks assigned to them, must understand it themselves and give way to the younger ones.
COMRADE HEKURAN ISAI: However, there are senior cadres who follow life, know the theory, understand the increase in demands and perform their duties well, so I think they can be left. By this I mean that not everyone should be treated the same.
COMRADE RAMIZ ALIA: Regarding the personnel of the Ministry of Internal Affairs, now I think we should first look at those of the Internal Branches in the districts, because in fact, measures have been taken and changes have been made in the ministry, placing in places with responsibility new cadres.
Then, Hekurani himself, is at the head of the land department with the deputy ministers, who have also arrived young and they have all changed the concept of problems, the method and the spirit of work and everything else foreign, while in the districts, we have still some cadres that I think should be removed from office.
COMRADE SIMON STEFANI: Even in some branches of the districts, we have removed some of the old cadres.
COMRADE RAMIZ ALIA: However, we removed only a part of the chiefs, while many others, we still left.
COMRADE LENKA CUKO: Yes, there are still many people to leave that are what I think too, Comrade Enver. There are those people who have been working for a long time in these bodies and have become accustomed to the unhealthy spirit of work that has been practiced by the enemies in them.
COMRADE RAMIZ ALIA: That’s why I think we should look at the issue of staffing in the District Internal Affairs Branches; for example, let’s take what we have now as head of the Branch in Korça, Marash Kola. He was previously the head of the Branch in Gjirokastër, he worked in other districts, even in Korçë for several years and continues to work there, with the same working method that he was taught.
I do not say that Marashi is a bad person, he is good, he can even be very loyal and have all the required qualities, but as a method, as a concept of problems, he continues to walk with the old. As this is the case in the districts, that’s why I think that perhaps; their attitude should be looked at; in the responsibilities they continue to hold.
COMRADE HEKURAN ISAI: Let’s put some young guys now, instead of these.
COMRADE ENVER HOXHA: There is one thing here that must be taken into account. To be a good State Security worker, you must have a clear Party line; know what needs to be done, that you can change the mistakes that have been made in these bodies, the foreign methods that have been used at work and in instead, practice new, and partisan methods.
Let’s take the issue of the heads of the Internal Branches in the districts, which Ramizi spoke about. They continue to apply their old working method, which I think I can’t change, only the boss. Of course, the head of the Branch should be the main one who should make the turn; therefore in the first place, he should understand the line of the Security Party well, at the same time he should also make the craft clear.
But around him, he has a whole network of residents and operational workers, who depend on their informants. All of them do the work of Security. If the head of the branch does not have the right party concepts and does not see properly, based on a Marxist analysis, the previous activity of the security bodies, he will not be able to change the working method with his own. , with subordinates and not only those directly in the Branch, but also those in the entire Security network in the district, why, it is clear that all of them are used to working with the old spirit, to follow only the jobs that come before them, and report only on them. /Memorie.al
