The investigation of those who had written against Ramiz Ali and Nexhmije Hoxha, in 1990 in the Shkodra district – IN MEMORIAM
Memorie.al/ On February 14, 1990, the Shkodra Internal Affairs Branch sends a report to the First Directorate of State Security (8th Branch), regarding letters with “hostile content”.
The biggest concern of Sigurimi was mostly about the lowering of the reputation of Ramiz Ali and Nexhmije Hoxha. For this reason, the work has started at all costs to find them.
A great hatred was directed at the work of Enver Hoxha, his successor Ramiz Alia and Nexhmije Hoxha. The latter, which held the post of chairperson of the Democratic Front of Albania, was referred to as the “Black Panther”. For the young generation that does not know what the Democratic Front was, we are saying a few words.
It was an “organization” led by the Labor Party (having within the mass organization, satellites of the ALP), as a follower of the National Liberation Front. Since 1945, it was led by the first secretary of the APS, Enver Hoxha. The Front appeared alone in all elections and always “won”.
Ramiz Alia, after taking the place of Enver Hoxha as the first secretary of the PPS Central Committee, the position of the chairman of the Democratic Front of Albania, gave the post to Nexhmije Hoxha, more to increase and justify her participation, in public life of the country.
Precisely because of the strong alliance that Alia had with Nexhmije Hoxha and because of his loyalty to continue on “Enver’s path”, popular hatred was also strong.
Even in other cases of tracts thrown in other cities of the country, the “Black Panther” is present as an accused, which best shows that she was hated throughout the country.

During the months of January-February of the year in the district of Shkodra, these authors and instigators of anonymous writings and letters with hostile content were discovered.
Aldo Hajro Perizi, born in 1962, born and resident in “Perlat Rexhepi” Quarter, Shkodër, with secondary education, working as a laborer in the Zukth-Kashtës enterprise, not convicted, unmarried.
Encouraged by Claudio Daka, he wrote on 14.01.1990, 12 leaflets with this hostile content: “Death to Ramiz Ali”, “Death to Nexhmije Hoxha”, “Down with People’s Power”, “Down with the Party”, “Down with the Central Committee of the PPSH “, “Down with Stalin”, “We are with Gorbachev”, “We are with Perestroika”, etc., which on this same date he threw in the “Qemal Stafa” neighborhood (behind the pastry shop “Rinia”).
These leaflets with hostile content, written by Aldo Perizi, are confirmed by the act of graphic expertise No. 23/1, dated 2.2.1990, statement of Claudio Daka and Aldo Periz himself. Currently, Aldo Perizi is being pursued in active processing, as the author of hostile leaflets.
Klaudio Sandër Daka, born in 1968, born and resident in the neighborhood “Perlat Rexhepi” Shkodër, with secondary education, worker at the Tobacco-Cigarette Factory, married, not convicted.
From the available materials, it appears that on 14.01.1990, he encouraged Aldo Perizin to write slogans with this hostile content on pieces of paper: “Death to Ramiz Alişe”, “Death to Nexhmije Hoxha”, “Down with Popular Power”, “Down with Party”, “Down with K.Q. of ALP”, “Down with Stalin”, “We are with Gorbachev”, “We are with Perestroika”, etc., which Claudio took himself and together with Aldo Periz, on 14.01.1990, at 20.00, threw them in “Qemal Stafa” neighborhood (behind the pastry shop “Rinia”)
Claudio is arrested for this hostile activity.
Claudio Daka implicates his uncle, Tonin Ndrek Demë, born in 1960, living in the city of Shkodra, with secondary education, not convicted, married as an instigator in writing hostile slogans.
Tonini is being actively processed for hostile activity and work is being done to document his activity in order to arrest him.
Hans Julian Benusi, year-of-birth 1971, born and living in the “Daniel Matlia” neighborhood, with incomplete secondary education, continues the second year of “Industrial” without severance from work, with electrical work in the Reclamation company, not convicted , not married.
On 2.2.1990, Hans Benusi dropped a leaflet with this hostile content at the Reclamation Company; “Down with the Party”, “Down with the Hoxha Family”, this is confirmed by the graphic expertise act no. 29, dated 7.2.1990, as well as from the statements of Česk Berisha and Hans Benus himself.
From the available materials, it appears that Česk Vasel Berisha, born and resident in the village of Gruda e Re, has a secondary education, works as a mechanic in the Reclamation Company, not convicted, and unmarried.
This is the instigator of Hans Benus and both are prosecuted as authors of hostile letters.
Ylvi Shefqet Dibra, born in 1927, born and resident in the city of Shkodra, with secondary education, dentist by profession, retired, married, is APPSH.
On 13.02.1989 he wrote a letter with hostile content to the First Secretary of the K.Q. of the Party, where, among other things, he wrote derogatory words about the member of the Political Bureau who was the first secretary of the Shkodra District Party Committee, writing: “He does not deserve to be a member of the Political Bureau.
He sent his son to France for treatment; because his ear hurt, his wife from Paris brought a coney that feeds him with chops… he gave an order to build a new house for the veteran of the War…”!
He also wrote barsoleta with hostile content on the paper. Based on the act of graphic expertise, No. 8, dated 13.01.1990, it is confirmed that this letter was written by Ylvi Dibra, and with the approval of the first secretary of the District Party Committee, Ylvi Dibra will be summoned and questioned.
Frederik Rrok Ejlli, born in 1978 (age 12), born and living in the village of Juban in Shkodra, student in the 5th grade of the 8-year school Juban.
On 22.01.1990, in the village of Juban, Frederik Ejlli dropped a leaflet with this hostile content: “Down with the Party”, “Down with Ramiz Alia”. “If it doesn’t work, we will abolish communism”.
This leaflet has been proven to have been written and posted by Frederik Ejlli, both from the act of graphic expertise and from his own explanations, where his brother, Nesti Rrok Ejlli, born in 1971, with residence in Juban, with 8 years of education, working in a cooperative.
Currently, operational actions are continuing to clarify this problem to discover the instigator, etc.
