Shqefan Kurti, son of Jaku and Katrina, born in 1898, born in Prizren, Yugoslavia, resident of Gurëz street, Krujë district, highly educated, unmarried, unorganized, convicted once in 1947 with 20 years for hostile activity, wealthy commercial class, former parish priest, with Albanian citizenship and nationality.
The above-mentioned one has completed high school with philosophy at the Jesuit school in Shkodra, went to and finished the “Theology” high school, which he started in Austria and finished in Rome, Italy, and after finishing school, he is appointed priest in Yugoslavia, with the duty of Secretary of the Archbishopric in Skopje. In 1930 he came to Albania and served as a parish priest in the district of Kruja and in Tirana until 1946, when he was arrested and sentenced to 20 years in prison for hostile activities.
During the time of Zog’s anti-popular regime, as a parish priest he maintained contact with the heads of Catholicism in Albania or directly with the Vatican, as well as with the authorities of the regime in force. During the Italian-German occupation in our country, as well as during the N.Ç War, it maintained a deeply hostile attitude. He, exercising hostile activity against the N.Çl movement, has maintained close ties with foreign intelligence missions in Albania as well as with the English general Hudson, Colonel Palmer and major Zmith. With the cadres of the American intelligence as: with Mr. Jakob, Andon Stevens, Ndok Gjevaliku, Fulcin, etc. and with the French missionaries after liberation. Similarly, after the liberation together with Anton Dukagjini, they compiled a report in 3 copies and sent it to the American and English missions that were in Albania.
He corresponded directly with the Vatican and received money from there to distribute to Catholic priests in Albania. He connected criminals with foreign intelligence and joined the Party created by Sami Qeribashi.
In 1946, he was arrested for hostile activities and in 1947; he was sentenced to 20 years in prison, which he served in the prison of enemies of the people in the district of Mati.
In 1963, he was released from prison and came to the village of Gurëz, where until the time of the closing of the churches, he engaged in religious work privately and after their closing, he worked as a worker in the coop. farmers. Even after his release from prison, being a sworn enemy of the People’s Power Party, he started his hostile activity again, initially contacting and commenting together with the former priests, Zef Bic and Mark Dushin, on the news of the Vatican, the measures taken against religion which they called him without rights and other comments, and after the arrest of Zef and Mark, he gathered together some thieves of cooperative wealth such as Pjetër Biba, Mark Bardhokun, Zef Nishin, Agostin Preçin, Fran Nocin and Ndue Letin, etc., who at first encourages them to steal more of the cooperative property, telling them: “Steal, because you steal the property, your sweat and labor” and later gradually organizes these thieves into a group and together with them, develops the hostile activity in the form of appropriation of cooperative wealth, in that of agitation and propaganda, in encouraging escape abroad and in the form of sabotage, advising them that if we steal, damage and sabotage, the economic condition of the cooperative will be weakened, the income of the members of the cooperative will decrease, these will become unsatisfied, and we don’t need to talk about that, rise up against the government.
For this hostile activity, on the part of our bodies on 16.4.1970, processing 2/A was taken, in the group together with the persons mentioned above, and on 11.6.1970, he was arrested together with the other members of the group, the investigation and whose processing in the dungeon was carried out by the investigation of the Ministry of the Interior P., where in the end it turned out that the group consisting of the persons we mentioned above, led by Shqefa Kurti, had carried out their hostile activity in the forms we mentioned above and for that hostile activity, the people’s justice punished Shqefni by firing squad, and the other members of the group with other measures of imprisonment.
It is worth noting that this group had put many other people in the way of the appropriation of cooperative property, some of whom were convicted as a group, for appropriation of cooperative property, such as Luigj e Ndue Vata, Zef Gjon Neli and Palok Dede. DECISION

This means that the State Security never brought evidence to the courts.
When it was decided that the object under investigation should be sentenced to imprisonment, we have the beginning of the investigative-judicial process. This is the invisible thread, like a “straw thread”, in official documents and only specialists in the field can distinguish it. Thus begins the legal process. After making the decision, the Operative Worker meets with the investigator who covers the territory where the person planned to be arrested and convicted lives. The Operative Worker gives the investigator the main elements of the criminal offense, on which he must base his charge, bearing in mind that no Security operative, as well as no operational material (wiretaps) will appear in court (in very rare cases the accomplice burned, becoming a witness).
