Although the bodies and staff of the Ministry of Internal Affairs were in charge and worked to “prevent and detect illegal actions and events”, from time to time in their own ranks there were abuses of various kinds (not including those events of a “political” nature, where abuse of office against persons being monitored, prosecuted, prosecuted, arrested, investigated and convicted was almost systematically established). Regarding this, ie the abuses in the ranks of the effective staff of the Ministry of Internal Affairs, there is a report-information that belongs to the events that took place in the period July-August 1980, where the Minister of Internal Affairs, Feçor Shehu, informs the first secretary of the Central Committee of the ALP, Enver Hoxha, informing them about “some negative performances” that have occurred in the ranks of the staff he led, specifically in the branches of Internal Affairs of Shkodra, Durres and Burrel . As we will see from the document in question that we are publishing in this article, “more problematic” was the event that took place in the Internal Branch of Shkodra, where Security Officer Xh. R., acting Operative, was arrested for “falsifying documents to help a girl interned for low-level purposes”. It is not known exactly whether the accusation made against that Security officer, for whom he was arrested, stands, or whether he helped that girl merely for humanitarian purposes (there have been such cases, although rare), without any other benefit?! Which apparently “infuriated” his superiors, who immediately put the irons. Ironically, the accusation against the Shkodra operative, only about two years later, would have been “in the majority” against Minister Feçor Shehu himself in the trial against him, things which are already known and made public also by a large number of archival documents published after the 90s.

ON SOME NEGATIVE APPEARANCES OF THE MINISTRY OF INTERNAL AFFAIRS
As part of the measures we have taken to understand and implement the teachings of the Party and Comrade Enver, we worked in an organized manner throughout the system of the Ministry of Internal Affairs Comrade Enver’s speeches in April at the Political Bureau of the Presidium of the People’s Assembly and the Secretariat of the Central Committee on strengthening discipline in the armed forces, which are leading to further strengthening discipline and legality and perfecting the moral-political figure of the entire effective cadre.
This is evident, among other things, in the reduction of negative events and punitive measures, which in the first six months of this year, compared to the corresponding period of 1979, were 30% less.
However, against foreign performances, we must wage a continuous and as concrete campaign as possible, in order to withstand the great pressure exerted on our effective cadre for the destruction of their moral-political image.
During the months of July-August as disturbing events in the staff were:
- Arrest for abuse of office of officer Xh.R (former operative worker in the Shkodra Branch of Internal Affairs) for creating false documents to help a girl interned for low-level purposes. The case went to trial and the event will be generalized throughout the frame.
- Proceeding in a state of freedom for abuse of office of four cadres of the Durrës Branch of Internal Affairs, (Deputy Chief of Police, two operative crime prosecutors, and a sector police officer), because they beat a citizen in the post of Beach Police.
Although the case was dismissed because insufficient evidence was gathered during the investigation to proceed with the trial, we are convinced that such an action (beating) must have taken place. For this, we have set the task to analyze the issue in depth in the respective collectives and organizations and, depending on the self-critical attitude of each, will be judged on the measures that will be taken administratively.
Based on this event, but even though we had a plan, this month we sent to the Durrës Branch of Internal Affairs a team at the ministry level, which during the control assistance emphasized, among other things, the method of staff work leaders and the fight against foreign and negative performances to strengthen the moral-political image and unity within the branch.
- Release of three illegal operative workers of branch II of the first Security Directorate to reduce vigilance and violation of the image of the internal affairs employee.
- Illegal actions of the Operational worker of the Internal Affairs branch Burrel, Gj. John, who out of sick sedation and careerism, contrary to the Platform and the laws, incites and prepares two persons to testify in the investigator against a person who was prosecuted by him for hostile activity, with the aim of striking him and processing was considered realized.
Although these violations were discovered by the Internal Affairs branch itself, we sent two friends there to analyze the problem in more depth and to bring out the responsibility of this operational staff as well as the Branch itself.
These violations and others confirmed in the framework of our staff are being generalized in a material, which will be reviewed at a special meeting of the Collegium of the Ministry, where will be summoned some heads of branches of Internal Affairs who have had more violations of discipline and violation of the moral-political image of cadres and staff. In conclusion, we think that with a circular letter we should once again draw the attention of all bodies and departments of Internal Affairs to a more organized and complex work and struggle in terms of foreign appearances and attitudes.
