Memorie.al publishes some archival documents issued by the Central State Archive in Tirana (fund of the former Central Committee of the ALP), which contain the minutes of two meetings of the Politburo held in 1965 – ’66 , where Enver Hoxha then communicated to Fadil Paçrami at the meeting of June 16, 1965, that the Politburo had decided to appoint him to the post of Minister of Culture and Arts, points out to him, telling him that he continued to deal with drama, leaving aside from the work and problems of the Party, so much so that when one of his plays was being played at the “Migjeni” theater, he got up and went to Shkodra for the whole night, where after seeing the drama, he had a meeting with the intellectuals of the city ?! The meeting of February 1966, where Enver Hoxha after communicating to three members of the Politburo, Manush Myftiu, Rita Markos and Gogo Nushi, their appointment as first secretaries of the Party Committees of the district of Tirana, Durres and Berat, being given the relevant tasks and orders for where they would go to work and wished them success in their new task, at the end of the meeting, asked Manush Mufti to pay attention to Fadil Paçrami, as he continued to deal with drama and yes came to the Opera and Ballet Theater, his drama, “House on the Boulevard”! Enver’s explosion at that meeting, considering Paçram’s drama a real scandal and a dirty job, because according to him, there were no works for the teacher who opened 45 schools in Mirdita and killed him, for the heroes who fell in the war for the freedom of the homeland, for Skanderbeg, etc., but his drama was staged, for a girl who had become pregnant?!

In this meeting of the Politburo we intend to present some proposals to strengthen the work of the Party at the grassroots. For these proposals we had in mind the spirit of the decisions we took, the great need that arises to help the base as well as the desire shown by many friends at the last meeting of the Politburo to go to the base, where to give their help.

We have also taken into account that the work in the center, namely in the Politburo, in the Secretariat of the Central Committee, in the Government and in the Presidency of the Council of Ministers, should not be weakened, but rather strengthened, relieving them of many superfluous things. The comrades who will build the foundation will also help to strengthen and improve the work in leadership.

Such a measure is necessary and urgent to be taken, firstly, to strengthen the work, secondly, politically, that people will see that, like everyone, the leadership of the Party and the state responds to the great impulse. of the masses and cadres they have sought to establish. This will make a very good impression, people will say that the leaders of the Party and the state, associate words with deeds even go themselves to work and live on the basis.

(Comrade Enver Hoxha, after making some proposals to strengthen the work in the center and in the districts, continued):

I propose that Comrade Manush Myftiu become the first secretary of the Tirana District Party Committee.

Comrade Rita Marko, to be the first secretary of the Durrës District Party Committee.

Comrade Gogo Nushi to be the first secretary of the Berat District Party Committee.

All the comrades who will be sent from the center to the new tasks for now, until they are elected, to be delegated, but I want to add that they should not stay there like thorns, this should be clear to everyone, therefore, according to the posts to be charged, to exercise well the powers which belong to them.

Currently they will be as delegates of the Central Committee, but concretely they will play the role of the first secretary of the Party Committee. Therefore, without displacing the friend who is elected, the delegate should share the work with him. Now we wish you, the three friends, and the white-faced dachshund in the new tasks! On this occasion I would like to say a few words.

First: the revolutionary line and momentum of our Party must go crescendo, rising, in order to make a revolutionary turn in every direction, in the first place in the Party, but also in power and everywhere. You, who will be the basis, I especially propose that, as soon as you go, to work with such a working method that there will immediately feel a radical turn, especially in the functions that you will perform.

For this you should use the best experience of your work as a member of the Politburo at the time you went from here to the districts. But, in this situation, it seems to me that you have a lot to do in terms of perfecting the working method, which you need to think about well.

Second: beware of the routine, of the method of work of the Party committees and the Executive Committees so far, that, once you get there, there is a risk that this routine will make you for yourself and adopt the same working method that has been practiced there to date, with some minor changes. Keep this in mind, otherwise you will drown at work and do nothing.

Your main job at the base should be with people in job centers and in agricultural cooperatives. This orientation is not only for you, but for all the workers of the Party apparatus. To teach the comrades, secretaries or instructors of the Party Committees, that, when charged with a task, to work all day with the people and return to the task performed. In the evening, although they may be tired, to report, as the case may be, to the first secretary of the Party Committee, or to some certain comrades who do this work, looking at it from all sides, political, economic, organizational, etc. ., completed.

I think that the methods of organizing excessive, inflated, prolonged meetings should be radically liquidated and these should be replaced with constructive meetings, where the political, ideological and economic side of the issue should be seen in the first place, as well as the necessary measures. Taken to organize the control of the implementation of tasks, etc., and to make conclusions of the work briefly, operatively, but deeply Marxist-Leninist.

Also avoid calling the communists, cadres and various employees while working in groups of 5 or 10 people in the apparatus, where they wait their turn and make small talk. All this routine, this backward working method, needs to change. It’s very much up to you, comrades, to go to the base, to give a new tone to the work.

It is imperative that in all corners of the work of the Party and of power, every show of the method of command disappear, and that the method of persuasion be mastered everywhere, so that the other will understand better when you tell him that he should strive harder for perform the task. We should also keep in mind that when we emphasize that in our work we always refer to the method of persuasion, we should not understand this as if we are forced to stand for 20 hours, to listen to a lazy man who tells us fairy tales.

We, as party and state leaders, have a duty to persuade people, to explain, but even those we advise must be taught to reflect. We have a duty to explain to anyone an issue that he does not understand, he can, if time allows, explaining it again, but not to continue the same avaz, to talk and talk with him, that this is not it is the spirit and method of party work.

So to fight excessive words and gossip, long and elaborate explanations. The party teaches us to be prudent, principled, to solve problems correctly and quickly. You can only hold the other for five minutes but, if you get to the heart of the matter, you are able to tell whether you are right or wrong. He may say that I was not satisfied with your explanations, I did not explain, but let him reflect a little.

If possible, you can expect it one more time, but there are people who do not accept the opinion you give them at all. You have nothing to do with such a man; you have no time to lose with him. We have not come out to please the one who is disgusted, or who does not want personal interest to be obeyed. However, the Secretary of the Party has the duty to signal, for the good of this man, some people, with whom he is concerned, to stay close to him and fill his mind.

I say this because some people have a series of nonsense that do not match the spirit, method and style of work of the Party. They, with all the explanations you can give them, “we are not clear”, say. In all these directions we must be very careful if we want to change the old spirit and style of work. Now that you comrades are going to the base, be careful not to be repeated by the base base leaders the old style and working method.

According to the current practice, when the first secretary in a company, the director, the secretary of the Party organization, the chief of staff, etc. will definitely come to meet him. We change this working method. They may go out again to meet the first secretary, but these should be business meetings and not applause. Occasionally we can tell the director to stay in his job, to tell the secretary of the Party-based organization, also to stay in his job that, if I feel the need, I come from there myself, and now, can be told, I have come to meet the workers.

It is important to understand deeply that our work should not be based on meeting cadres, but on the workforce. So let us say openly to the workers: “I have come to your district as the first secretary, to help the organization of the Party with these modest forces that I have, but all of you must also work in the spirit of the Party, to carry out the tasks. This is where you rule, not the director or secretary of the organization. They are nothing but members of this collective, who, more than anyone else, must do well the task entrusted to them, and, in order to do so well, they must always be under your direction and eye of the Party. Therefore, when they make a mistake, criticize them; do not make concessions to them “.

Such a spirit of work must be spread throughout the Party, so that the communists and the masses can better see where the shortcomings have been and how they must fight them. Comrade Manush, who will also deal with the main institutions of art and culture, has a good advantage, is a man of culture and knowledge and knows the problems of these sectors,. This will help him, when the opportunity arises, to call Fadil Paçrami and pull his ear hard when he makes a mistake.

When we told Fadil to go to “Zëri e Popullit”, he did not want to, but when we told him to go as a minister, he immediately accepted. It is scandalous friends what is happening with Fadil as Minister of Culture and Arts. Yesterday I learned that work is underway to stage his drama “House on the Boulevard”. How is it possible for the Minister of Culture to allow such a thing?! This drama is a put in the water!

How can such an act done by Fadili be put in the Opera, when the Opera have not been done yet for the heroes who fell in the great fight for the freedom of the homeland, for the teacher who built 45 schools in Mirdita and was killed by the enemies, for Skanderbeg etc., etc. And Fadil allows us to become a dirty opera for a girl why she got pregnant! This is really revolting! Therefore, we must work very carefully with these people, Comrade Manush.

Such a thing is of great importance. Neither you other comrades who will go to the districts, do not be satisfied with that theater or variety that exists, nor with that little work done in the field of culture and arts. Therefore, ask that the variety shows, theaters, artistic groups, etc., be enlivened, try to find the tools and opportunities that exist in our country, so that life in the districts becomes more and more politically sound every day, so that the cultural life develops as well as possible. , in order for people not only to relax, their work to be easier, but also to be educated.

This is of great importance for the life and education of employees. I had these tips for you, friends. I may not have said it well, I may have something wrong, but it seems to me that compared to all that lively and revolutionary work that the Party has to do, still what we say is faint. Therefore, go to life, work and fight together with the Party, with the people, follow their pulse, encourage people to find the most suitable forms and methods for work to perform the tasks best.
