I think that the criticism made by all the comrades of the Politburo is a very important one. Every discussion that took place here complements the other and all have good intentions to fix in the first place the work of the Party in the district of Korça, then to fix you too, Ramadan Xhangolli, who is the first secretary of the Party Committee in that circle. It seems to me that the criticism that is being made is a whole complex. Of course, you have to reflect deeply on these things, because so far you have not reflected at all, so you still do not understand the mistakes.
On the path you have taken to carry out the tasks entrusted to you by the Party, it is difficult for you to understand, immediately, the mistakes, and it is not excluded that again even today you can understand today’s criticisms superficially. In the first place you have to understand well one thing, that your work in Korça has been very weak. This should fit snugly in your head. It is a fact that you did not work well in Korça, therefore the results of your work have been poor. From here you have to start judging this issue to understand that you have arrogance, then to reflect and understand why the work in that area has gone poorly. If you go beyond these legitimate considerations and criticisms of the Politburo comrades, you will not be able to find the causes of your weaknesses at work.
You should analyze this issue in the spirit of the party, without seeking to be excused for any of your mistakes. My opinion is that none of the criticisms made by the comrades here has been exaggerated, then let it be thought that they were not made in the spirit of a party, on the contrary they were sound criticisms. That is why you are trying to find some “reasons” and justify your weaknesses, you will be harmed, you will not be healed, and the criticism that the Politburo rightly made you has only one purpose: to bring you on the right path, why are you an old friend, but during your life, and especially now that the problem becomes concrete, you have not shown leadership skills, you have not progressed. The party also had your authority in mind and not only helped you in your work, but also appointed you as the first secretary in one of the most important districts of Albania.
But you did not justify the trust given to you by the Politburo. Your work has not only not been excellent; it has also caused damage to the Party. Due to your important shortcomings, the Party organization of the Korça district has caused economic difficulties and some political difficulties. You have not done any political fault, but a man who has serious flaws in his work, who is not shaken by them and does not progress, he inadvertently creates some difficult situations, from which shaky people or enemies benefit. The party In this way you have damaged the work. So do not try to relieve yourself of the mistakes you have made. Since you stand a lot on the issue of arrogance, not acknowledging that you are such, I say that you have arrogance. Arrogance manifests itself in various forms.
There are people who show this by their appearance. These, if you look at them as they walk on the street, look like they are holding the globe on their shoulders, while inside they may be empty. There are also people who on the outside leave the impression that they are arrogant, arrogant, these, when they walk on the street, they seem to kill him up, but we really are not like that, no one complains about them, because at work and in relationships with others are modest, they are correct. There are then other people who are arrogant, but are also good at work. These boast ill, and for this they should be criticized, because simplicity is always good. By criticizing arrogance in such people, we do not reject their ability and energy at work, but they are helped to fight arrogance and move forward.
There are people like you, Ramadan, who look simple in appearance and in life, but in reality are arrogant. One can think of how Xhako can be given the epithet of an arrogant man, look at how he is: simple, unshaven, when he walks, he always goes to the corners, sometimes he has shoes with laces and sometimes without laces, etc.! But we must not forget that even in such people there is arrogance. What is dangerous about the arrogant of this type is that, when they have no results at work, they try to hide their weaknesses through authority and their past. You, comrade Ramadan, are not one of those arrogant people who want to have a good house or a luxury car, but you are an arrogant person in your unhealthy views, in your method of work that leaves much to be desired, in your treatment which makes the cadre not according to the teachings of the Party.
You have some views that show that you are arrogant and such arrogance is extremely dangerous, much more dangerous than that arrogance that, although it keeps its nose up, does the job well. This arrogance plows the mountains, but from the good results of his work he gets drunk, boasts, grows up, of course this is not good and such people should be criticized, but at least these arrogant ones work, give, and you, Ramadan, do not you have given, on the contrary with the weak direction and with some of these sick views, you have damaged the work of the Party, the enemy has taken advantage of this situation, which, if left thus, could become dangerous. In this way you have to analyze all your work. The criticisms that have been made to you are concrete and related to your work in many sectors and directions. But your mistakes that became the object of criticism have a source: you have remained in place, you do not relate well to life and difficulties; you have some completely wrong concepts, which, by keeping them in mind, can become dangerous.
How you cannot understand your arrogance when the orientations you heard in the Politburo of the Central Committee, you did not submit to the bureau of the District Party Committee. What they were told in the Politburo, first of all, were directives of the Party leadership, therefore they had to be taken immediately to the district. This is of fundamental importance for the smooth running of the Party. All the comrades followed the guidelines, while Korça, where you lead, did not follow them and the reason for this is you, Ramadan Xhangolli. Why did you not implement these guidelines of the Central Committee? You did not do this because, judging by your mind, you find that previous method more appropriate. With serious flaws and weaknesses in the leading work of the Party’s candidacy, starting from you, as the first secretary. This clearly shows that you have arrogance and if you do not understand this, then where are you going?
What is wrong with a meeting of the Politburo, where we analyzed a problem, invited you among other friends? What will the comrades of the bureau of the Party Committee of the Korca District think when they know that you were invited to attend the meeting of the Politburo, but when you returned nothing was said? Of course they will think that Ramadan is nothing because he went and did not bring us any advice or message. What you are doing is not good at all for the Party, or for the secretaries of the Party committee, nor for the leadership. When a friend comes from the district to the Central Committee, he will get something; even if a repetition of matters is done in the Central Committee again it has a purpose. You, Ramadan, do not fight for the correct implementation of the decisions of the Central Committee on agriculture. This is very serious. Not only do you not fight for the comrades to be fully mobilized for the implementation until the end of the decisions of the Politburo and the Central Committee, but from your omissions or views that you like or because you do not think deeply, in the agricultural cooperatives of Korça district are created some difficult situations, from which large gaps can emerge.
If the line of the Party is not implemented correctly and carefully in Korça, where collectivization has been done faster and in the village there is a higher cultural and agro-technical level and more staff, etc. Then difficult situations arise. Even you, who are the first secretary, do not feel good if you are wronged and, in these cases, do not allow your rights to be arbitrarily violated. But these rights must also be respected by others. But you develop the Party directives according to your views. What prevented the Politburo from saying that pensions in agricultural cooperatives should be placed in the entire district of Korça? The same issue must be approached carefully, with prudent steps. In the issue of pensions for cooperatives it was necessary to act on the basis of the instructions and criteria given to whom they will be given and how much they will be given and not one 1 percent and the other 4 percent.
In the cities there are pensioners who receive a partial pension amounting to 1,200 ALL per month. With these they pay the rent, water, electricity, wood, etc., while the peasant has almost no money, then he has the garden, from which he provides some income, and with all this you give him a 2000 ALL retired! Then, when you see that you are wrong, you can say withdraw. But withdrawal in such cases is very dangerous. Therefore, we must proceed very carefully and gradually in the provision of pensions. The issue of ovens has also been the subject of several studies in the Politburo, and previously in the Presidency of the Council of Ministers, where it was discussed at length how to act. And you, Ramadan, come up with different views and then difficult situations occur, such as those that are now proven in some cooperatives. This means that you are not strict in implementing the decisions and instructions of the Central Committee, which were not taken lightly, but based on the experience of the Party, therefore they had to be implemented carefully.
Why are you so depraved in these matters, comrade Ramadan? You are depraved because you do not have the situation in hand, you are not a good organizer, because you like some of your views that do not correspond at all with the general orientation of the Party, with its directives. Friends must have initiative, but always within the norms. If you have an opinion on an issue, let us discuss it, and not implement it without informing the Party, come and submit it to the Politburo or the Secretariat and not violate the norms and directives. When you start to implement something you think, the agricultural cooperative appears good. But now why ask for funds or an amount of blessing? Why did you not carry out the plans, or why did you not mobilize the villagers to collect more industrial plants and now have money in their pockets to buy bread, are you asking the state? Of course, in this situation, the state will not let the villagers suffer, if the cooperatives of the Korça plain ask us for bread and money, this should make you blush, these things you have done are not at all right actions.
The party regrets that Korça has fallen at the end of the classification. Especially in recent years you have not thought you are just to move forward, that the district of Korça at least be at a stable level, on the contrary you are the cause that this district is going to the end. This should have worried you a lot even when the tests were done, even now before you come to the Politburo. Economic issues are of great importance to the Party organization of a district. But in this regard you have not had results. The organizational issues of the Party are also of great importance. But the leadership of the Korça District Party organization on your part has been very weak. The excuses you give cannot be accepted.
He, who makes a mistake or fault, should know it for good if he criticizes it and reflects and corrects it. Whoever errs or commits a crime should be helped by criticizing him and not rubbing his arms. You are quite liberal; do not criticize others, because, if you do, others would bring out the cabbage. But do not forget that this way they would have helped you. If your friends criticize you, they will criticize you too, so the help will be mutual. However, you, with your weak leadership, have created a state of solidarity in the organization of the Party of Korça. Do not forget that the work in a district is done only by the first secretary of the Party committee or the chairman of the executive committee. No, the work of the Party is done by all communists. The Party organization also operates in Korça, which is sound; it is an organization with patriotic and loyal Party traditions. But the omissions that were allowed in the first place by you, your lack of leadership are also reflected in some sectors, where the work of the Party has fallen a lot. However, in the organization of the Party of Korça, the communists have a great will and I am sure that when these weaknesses are analyzed there, it will immediately be revived and the work of the Party will be further strengthened, because the communists and the people of this district have been always in front of the emulation. The main fault for the work damages in the district of Korça lies in the first place with you, that if you were in charge of the task, if you understand well these issues after all the help that has been given to you, the situation in us the organization would not be so, as it is presented today. You have not lacked help; friends from the center have helped you personally through teams and in all other forms.
Have this clear. The measure we are taking to remove you from Korça is right. If we leave you again in Korça, neither the state of the Party organization will be corrected, nor will you be corrected. You must understand correctly that where it would take you that we will leave you again in Korça, the state of the Party organization will not be corrected, nor you will not be corrected. You have to understand correctly that where the Politburo will send you, despite the shortcomings and weaknesses that have been noticed in your work, again the Politburo hopes that you will be corrected and for this help will not be lacking. But you have to do these things well, because they are not simple, do not waver, otherwise you will not perform the tasks properly. Of course, if you do not do your job to be appointed now, the Party will put you in another position, but this would damage its work.
The party looks at both the pros and cons. Now we have 21 years in the Party. You do not do the job well and thus crush the Party. You have to understand this well. For those who do not understand, ask for help. Do not forget that I know everything. As it was said, you, Ramadan, are mainly responsible for the weaknesses that are proven in Korça, but the other friends of the bureau are also responsible, whom we criticize to be corrected. It is imperative that the comrades of the Party leadership of this district themselves reflect on the causes of weaknesses and mobilize to strengthen the work. We are convinced that they will do this, because it is in the interest of the Party. I think that the apparatus of the Central Committee, especially the Directorate of Agriculture, to help better eliminate the errors that have been confirmed in the livestock sector in the district of Korça.
