ON THE EMPHASIZED LACK OF VIGILANCE AND SERIOUS MISTAKES OF COMRADE KADRI HAZBIU AT THE TIME WHEN HE WAS MINISTER OF INTERIOR

In a letter he wrote to Comrade Enver three or four days ago, Kadriu says that he “remembers” that Teme Sejkoja deposited that, when Panajot Plaku once entered Albania from Konispoli, accompanied by Teme Sejko, he came to Pashaliman and, after leaving Teme Sejko, he entered a house where a Soviet officer of the Vlora Base and Arif Hasko lived. We have been informed that Panajot Plaku came to Albania, but what he did, that he met with senior officers, like Arif Haskoja, has not been reported to us even in the form of suspicion, as now presented in his letter by Comrade Kadri . But even in 1973-1974, when the military coup was discovered, this was not raised for Arif Hasko and no criminal measure was taken against him, he was only retired. Here is another example of the implementation of the anti-Marxist concept, so as not to expose to the Party the dubious or hostile acts of a personality, whom Kadri Hazbiu had made the norm of his work.
The very issue of Teme Sejko’s trial is shrouded in mystery. In the “synoptic picture of the agent activity of the enemy Mehmet Shehu”, comrade Enver says that he was not clear about the plot of Teme Sejko, and what role Mehmet Shehu played in it. We were told that this was a plot organized by the US agency in the Mediterranean. At the IV Party Congress we talked about this conspiracy. The Soviets pretended to be alarmed, even Gomulka proposed to us to lead a commission from the Warsaw Pact, which we rejected. What a masquerade!
In the letter we mentioned, addressed to Comrade Enver, Kadriu hastened to clarify the whole problem of Teme Sejko, not forgetting to make some provocations. This letter really clarifies the problem, but not in the direction that Kadriu wanted. Now neither the Politburo nor Comrade Enver have any doubts, they have clear what Kadriu is hiding: That this plot of Teme Sejko was organized by the Soviets, by Mehmet Shehu, Beqir Balluku, etc. Kadriu does not mention these two, the main ones, in his letter at all.
We are now clarifying the issue: the existence of Teme Sejko as an agent in relation to the Greeks, the Americans (6th Fleet) and the Yugoslavs, nor their intentions, is not discussed. But in those historical moments, there could not have been any Greek or Yugoslav intervention, especially an intervention of the 6th Fleet, when the Soviet Fleet was in Pashaliman. Let us not forget that it was 1960, when the Soviets and I were naked with the sword. They were feeling their end in Albania and feared the expulsion of their military fleet from Vlora.
We were preparing the attack on the Bucharest meeting and the meeting of the communist and workers’ parties in Moscow. They threatened us in many ways, even in a letter telling us to extinguish the “spark” that ignited in Bucharest. But, seeing our determination, they organized with their agency, Mehmet Shehu, Beqir Balluku and company, the so-called plot of Teme Sejko, that allegedly our country would be attacked by the 6th Fleet, supported by the Greeks and Yugoslavs.
In other words, the Soviets were telling us: do not joke, that the attack is ready to destroy Albania and you need us. This is the true version of the plot of Teme Sejko, which Kadriu had not revealed then, when he was Minister of Interior, and even now, when the hostile activity of Mehmet Shehu was revealed, he did not try to reveal it to us, but filled the letter with dozens and dozens of words “as far as I remember” and with different assumptions.
He even fabricates that Comrade Enver allegedly approved of Kadriu and the gang he lists in the letter the strange and very dubious legend of Teme Sejko with Soviet advisers, at a time when our Party was preparing the grave for Soviet revisionists, when Comrade Enver in Dajt was writing the report he would hold at the meeting of communist and workers’ parties in Moscow.
Kadriu writes in the letter that Comrade Enver called him to Dajt. This is not true. The truth is written in the diary of Comrade Enver, where it is said: “Dajt – July 27, 1960 – Beqiri and Kadriu came and reported to me about the case of Teme Sejko and Co”. So he did not go alone nor did he call Comrade Enver. On July 28, Teme Sejko was arrested. So, the visit of Kadri and Beqiri to Dajt was aimed at obtaining approval for the arrest of Teme Sejko and not for the reason of some legend.
In no page of Comrade Enver’s diary throughout the year is there any mention of any legend, therefore it is a provocation of Kadri when he says that this “variant” that they had hatched together with Mehmet Shehu and Beqir Balluku, he presented to Comrade Enver. No, Comrade Enver neither knew nor approved of any such “variant”. This legend about the plot of Teme Sejko is very similar to the legend that the Titoites hatched with Koçi Xoxa and Beqir Balluku, allegedly being threatened by a Greek attack, therefore the Yugoslav divisions had to come “to protect and save us”.
From all this that we analyzed, the Politburo concludes that Kadri Hazbiu has reservations. The Politburo does not say that Kadriu was aware of the plots, but that he has reservations, no doubt, and this comes because for many years he was in the Ministry of Internal Affairs, surrounded by enemies and did not smell anything from the activity their hostile and agentic. In two or three letters, especially in a recent letter he wrote to Comrade Enver, Kadriu says that the Party and Comrade Enver have faith in him, because he has been and is loyal to the Party and Comrade Enver. Such statements may be made, but may not need to be made. It is better for the Party to judge, based on the work of everyone, than the loyalty of one and the other to the Party.
Loyalty to the Party is loyalty to its norms and the implementation of the line and norms of the Party must be continuous and vigilant, because only this strict implementation constitutes unwavering loyalty to the Party. The Politburo does not consider, as Kadriu says, that he has lost all trust in him by the Party or his comrades. Jo! But this belief has been greatly weakened. Therefore, Kadri must not only give evidence, but with a Marxist will must continue his whole revolutionary path in the interest of the Party, because these grave mistakes he has made and the measures we must take are an alarm signal for the enemies. , who will try to benefit and harm the Party, if Kadriu is not convinced and clear about the mistakes he has made and the decisions taken against him.
Kadriu must take this issue very seriously and calmly; in no way to do foolishness, if he faces life in new conditions started from alpha, with seriousness and loyalty to the Party and to fight all those close to him, with old family and tribal remnants, or friends of sick with sick sympathies, who can turn him around and encourage him to show in the opinion that surrounds him, that he’s allegedly done him an injustice. If he acts as the Party advises, then he will deserve the hand that the Party will honor, to start from a to serve the Party as long as he lives. If it does the opposite, the Party takes tougher measures, without fear of anyone. We will defend the interests of the Party and the country to the end.
Exactly, not with declarations of loyalty to the Party, Comrade Enver, etc., but taking a good look back from the past work in the Ministry of Internal Affairs, putting into action the memory and logic in the dialectical analysis and the Marxist-Leninist synthesis of what it has probably in that department and for what happened to the Party, giving facts and drawing conclusions in the best interest of the Party, conscientiously serves the Party in these dangerous moments, for which there is no small responsibility, Comrade Kadri.
The Politburo, Comrade Enver in particular, has tried several times to help Kadriu reflect, deepen and advance in his self-criticism. We tried to do this in the meeting of the Politburo all the comrades, who spoke openly, straight and with Marxist-Leninist courage, not to oppress and discourage him, but to bring Kadri to himself, to correct the mistakes, by first in sight them. Comrade Kadri has fought and worked all these years, the Party and the people have entrusted him with high responsibilities. But he, to say the least, has shown a marked lack of vigilance and has allowed and made great political mistakes, which have cost the Party people a lot.
The Politburo therefore considers that he can no longer hold the posts held by the Party. The Politburo decided to dismiss him as Minister of People’s Defense and proposed to the Plenum of the Central Committee that Kadri Hazbiu be expelled from the Politburo and the Central Committee for lack of vigilance and serious mistakes contrary to the Party line and the interests of the state. , when he was Minister of Internal Affairs.
The Politburo advised Comrade Kadri to, until the meeting of the Plenum of the Central Committee, deepen his self-criticism, so that the Plenum would be convinced of Kadri’s sincerity. Otherwise the Political Bureau will join any decision proposed by the Plenum of the Central Committee. The Central Committee of the Party receives many letters and resolutions, where it is strongly asked to “go to the end of the issues”. Given the serious mistakes that have been made in the Ministry of Interior, actions to the detriment of the Party and the interests of the State, in these situations, the Party can no longer have the trust it once had in Kadri Hazbiu.
The comrades expressed their opinions and the opinion of the entire Politburo is that we have lost a lot of our trust in Comrade Kadri, but we do not lose hope that he will be corrected. This decision that we are taking for him, not to take Comrade Kadri for a severe sentence, nor the fact that we are not expelling him from the Party not to take it for weakness on our part, but as a sign that we have not lost hope in his.
We advise Comrade Kadri that it is in his best interest to shut up and turn his back on those who will try to incite him against the Party or to nurture a cult that has been created for some comrades in the war, or that have had high responsibilities. We emphasize this because we did not like at all that only the state function as Minister of People’s Defense was not mentioned at the rally in Peza, Kadriu made 5-6 pages of protest, raising this as a big mistake and not just a person, but expressing with great nervousness that the Party did not take immediate measures to put an end to the slogans that had been spread about him because he fled with his family, etc.
What more could we do? Where they were heard, the slogans were rejected, we as the leadership thought that going to the presidium of the solemn meeting for the 40th anniversary of the Peza Conference and sending them to the Peza rally, would refute these slogans. The enemy does its job even with rumors. This is what happens, comrades, even with the death of comrade Hysni Kapo. It has spread throughout Albania as if Comrade Hysni did not die of cancer, they were killing him on the orders of Mehmet Shehu and with this they try to make Hysni Kapo a martyr of Mehmet Shehu’s hostile activity.
But it is not so. Hysni Kapoja is a ‘People’s Hero’, a glorious Party fighter, but there is no doubt that he died of cancer. But why are these words opened then? Who opens these? There are honest people who may have doubts in this matter, but there are also enemies who seek to create difficulties for the Party. What do we do about it? To give a special speech, Comrade Enver, where he says that it is not true that Comrade Hysni Kapo was killed, is he dying of cancer? No, the Party does not do that, it is defending comrade Hysni Kapo for the great merits he had, for the great services he rendered to the Party, but who died of cancer, confirmed by the doctors.
Comrade Kadri, the issue of touching his personal sedra, the issues of “not tarnishing his past”, not to put it in front of the great interests of the Party. Why tomorrow, in one way or another, we will not stay without telling the Party the mistakes of Kadri Hazbi. Kadriu must have a more realistic and sound opinion about the Party and the people, about their thoughts and about the expression of these thoughts.
Let us exclude the enemies who throw all kinds of slogans, but the sound opinion of the Party and the people is not able to ask itself and its friend that all the heads of the Ministry of Internal Affairs are now in prison, because of a plot led by Mehmet Shehu and only Kadri Hazbiu and Rexhep Kolli were left out? We can no longer go with the thought that it is “taboo” for ordinary people of the people and the Party to say any remarks about a leader. The vigilance of the people and the Party has risen and strengthened greatly after the revelation of Mehmet Shehu’s plot with his gang at the head of the Ministry of Interior.
Therefore questions arise and we must give answers. But we have not allowed, nor will we allow the enemies to fish in turbulent waters. We tell Comrade Kadri that this is not the first time such a thing has happened, we should never remember that the enemy’s slogans do not take place. They take place, but to fill the prisons with people who allegedly issued propaganda slogans and agitated against the government, as did Feçor Shehu, to whom comrade Enver has spoken so harshly several times, that it is not done on this issue, will to say that there was great confidence in the recruiting agency, in those certainly dubious elements to report in general people who may have even made any criticism against the unhealthy performances in the Party by its people or in power and who have were right. But suddenly these were taken as agitation and propaganda against the government.
Even the trial of the guilty has not been done properly. There has never been a stability of sentences for the same cases, despite the fact that we have both the civil code and the criminal code. But, having the investigation in the hands of the Security, and unfortunately at the head of the Security have been such enemy elements, these greatly influenced in giving opinions on the courts and prosecutors. The sentences, therefore, were most often influenced not only by the expertise of the Ministry of Internal Affairs, not only by the investigation that depended on the Minister, but also by the individual influence of the Minister, Deputy Ministers and the Director of Security.
When we took these measures, we did it because we thought that in the Ministry of Internal Affairs we had people from the Bureau, we had qualified employees who would respect the norms of the Party. These norms had to be strictly observed not only in the investigator and in the expertise, but also in the General Prosecutor’s Office and the High Court. Therefore, there are many problems that need to be deepened, needs to be corrected, need to be repaired in the Ministry of Internal Affairs and in the bodies of Justice.
We must fight the slogans of the enemies, find out who throws these slogans, but the fairest fight is to explain them carefully, when they have no basis. We must have more respect for the opinions of the communists and for the sound opinion of the people, because it is the opinion that will fight the hostile work of the secret and conspiratorial elements. The revelation of the conspirators of Mehmet Shehu’s group and company, and the measures that the Party is taking to liquidate this hated gang have found the unanimous support of the people and the Party.
This is evident in the enthusiasm expressed throughout the country, in the increase of mobilization at work, in the sound moral-political situation that exists throughout the country. Everyone sees that the defeat of Mehmet Shehu’s hostile group was a savior for the homeland, for socialism. Everyone sees that the cleansing of the healthy body of the Party from this foreign flesh further strengthens the Party and the popular power, guarantees the victories of the revolution, the freedom and independence of the Homeland. Communists and workers are tempered in these battles and further strengthen the revolutionary spirit and fighting spirit.
Let us therefore strike at the enemies mercilessly and punish all those who seek to harm the Party, to hinder socialist construction, to infringe on the freedom and independence of the homeland.
