ON THE EMPHASIZED LACK OF VIGILANCE AND SERIOUS MISTAKES OF COMRADE KADRI HAZBIU AT THE TIME WHEN HE WAS MINISTER OF INTERIOR

We have lost our mouths talking both in principle and in practice about these things, about the whole Party, but many times and especially about the bodies of the Ministry of Interior. But in the self-criticism of Comrade Kadri, we expected a deeper analysis not only of any accidental mistake that resembles the work of a communist, even a member of the Bureau, but to tell us how it has happened for 30 years, the Ministry Interior, which he has led, not only has not discovered these so dangerous enemies, not merely anti-party, but in old and new agency ties, but more than that it has been in their hands, has been manipulated by them as they wished. This is very serious.
What did Kadri see? What did he hear? What did he do? How did he react? This is what the Politburo wants to know. Comrade Kadri must go deeper here, to help the Party in the first place, and himself.
We do not know comrade Kadri for being so naive, or as they say the word “leshko”, to throw at all those around him and under him, enemies like Mihallaq Ziçishti, Feçor Shehu, Zoi Themeli, Llambi Peçini and others other clowns. Comrade Kadri was not one of those who kept his distance (out of shyness or respect, as seems unjustly from some) with fellow leaders in higher positions, therefore neither Mehmet Shehu, much less Beqir Balluku, who had operational connections with Kadri Hazbiu, could not shoot at the Ministry of Interior, without considering him at all. It could not climb. Comrade Kadri, to justify himself, emphasizes in self-criticism, that another mistake in his poor work, has been “the lack of determination to raise issues and things as I thought … I had different opinions on many issues and problems “and lists a number of issues, which are in fact capital issues, but, as Comrade Kadri claims, he called these consumed in the discussions with Mehmet Shehu and Beqir Balluku, with whom he had connection by state road.”In some cases, – says Kadriu, I have raised my opinion even higher” and adds below: “The absence of Comrade Hysni at this time, when analyzing such delicate issues, related to my correctness to the Central Committee of the Party, makes it difficult the explanation of many of them ”.
The involvement of fellow secretaries who have dealt with the Ministry of Interior and the Army is a malicious attempt to compromise. While the implication of Comrade Hysni is a low attempt to accuse the Politburo and to present itself as a “victim”, it is an accusation against Comrade Hysni, an unacceptable and reprehensible insinuation, which we reject with indignation. – Comrade Hysni, we and the whole Party, know him as a principled, loyal and partisan friend like him. If Comrade Hysni were alive, he would severely condemn Kadriu’s unforgivable mistakes and guilt, because he really does not live, but he left in writing severe remarks and harsh criticism for the great violations and poor work of the Ministry of Comrade Kadri’s underwear.
The truth is that Kadriu did not have “either serious remarks” or “different opinions” with Mehmet Shehu and Beqir Balluku. If he had said this to comrade Hysni, he would have reported it to comrade Enver. But such a thing does not turn out. In addition, Comrade Kadri himself says that “I have not lacked opportunities to lay things down with Comrade Enver.” Then, if there were serious remarks and doubts, why did not he raise them against Comrade Enver?! Or even here he played the role of “fairy tale” that Mehmet Shehu was spreading “not to disturb comrade Enver”, with the devilish intention, to isolate himself from friends and work. Comrade Enver has always said it; he also emphasized it at the meeting of the Politburo: “I have never accepted this either then or now. We have life for the Party, for the people, for communism. “I will not allow isolation and I will not tolerate it as long as I can breathe.”
There are no documents in the Central Committee for what Kadriu claims. On the other hand, fortunately for the Party, Comrade Enver keeps a diary, where he writes down every day who he meets, what they do and what they do to their friends. He had several meetings with Kadriu, he informed him about any event or incident, but he did not raise anything from afar about what we are analyzing, while Comrade Enver gave a lot of advice and messages to the Ministry of Interior and State Security.
Kadriu states when he says that: “this attitude of mine has favored all these enemies in their method of hiding traces”. But this political myopia and lack of partisanship, he presents simply as “deception” and “infidelity” by Mehmet Shehu and Beqir Balluku, who presented the issues “as the first and tried with friends.” Here, too, there are malicious insinuations, implying that they have also talked to Comrade Enver, as the comrade most responsible over them. But Comrade Kadri, as a leading comrade, was not able to distinguish what was in the Party line and what was not? This is the abc for every communist and every communist knows the path to follow. When he sees that the line is violated, he violates any hierarchical connection and, according to the norms of the Party Statute, reports and seeks clarification to the highest instances of the Party.
No, this is not open self-criticism, it is self-criticism with reservations and it is done with the tendency to distribute the heavy responsibilities that belong to Comrade Kadri. The Politburo does not accept this. Comrade Kadri sometimes presents himself as a “victim”, sometimes he blames the euphoria of a cult that was created for the Security, and which in fact was created, sometimes he says that he acted under the pressure of Mehmet Shehu, Beqir Balluku and his subordinates, Mihallaq Ziçisht and Feçor Shehu with friends, and that he had familiarity with these and other subordinates. Did Mehmet Shehu impose anything on us? No, he could not impose it on us. So, it is not fair to say, I also had faith in Mehmet Shehu, as you did. There is a difference in this issue, and this difference explains why Kadriu has come under pressure from Mehmet Shehu and Beqir Balluku with companies.
On the one hand, Kadriu admits that he was wrong and “has responsibility for the assessments made of these enemies and traitors” that surrounded him, but, on the other hand, he charges with responsibility, as it was said a little while ago, “some fellow secretaries of The Central Committee that dealt with the Ministry of Internal Affairs and the staff “. The secretarial comrades who deal with the staff have no responsibility for what happened in the Ministry of Interior, because they were correct about everything. Yes, Comrade Kadri could go even further and charge the Secretariat and the Politburo, which decide on these cadres of their nomenclature. But who should have signaled the Politburo and the Secretariat, not to talk about the secret hostile work, but, say, about the moral behavior of Beqir Balluku, Feçor Shehu, etc.? Kadriu can say: The Party had to signal. Agree, and the Party has made such signals, with which Kadriu is familiar. But comrade Kadri and Bato Karafili, who were in charge of verifying them, took Feçor out to wash.
What did the Security do for him? Sleep or merry or merry? How did Kadriu work to cultivate in his subordinates and in all the employees of the Ministry of Interior simplicity, wisdom, loyalty to the cause of the Party, the Homeland and the people? Why did he allow performances against the communist morality to take place in many of these cadres and to nurture the opinion that “we are the most elected of the Party, we can do whatever we want, no one can control us, denounce us “that we work for a hundred”. And these are true, not fairy tales. Well, neither we nor Kadriu knew that Feçor Shehu was an agent, but, as we are told now, since he was in Peshkopi, the Party has signaled and Kadriu has been informed that Feçor Shehu was immoral, while Kadriu says: “ I did not know ”. But in the Central Committee there is a document where comrade Kadri has made notes with his own hand, that what is said about Feçori is not true. All of Shkodra knew that Feçori was immoral, while the Ministry of Internal Affairs and Kadriu did not know. What does Insurance know? Just those reactionary slogans they throw here and there?
We approved Feçor Shehu as a minister, but who should know him better than any of us? Kadriu. He had years working directly with her. For his appointment as Minister, the Political Bureau relied mainly on the opinions of Comrade Kadri. Whether he was a minister or not, this is what Comrade Kadri should have told us. Comrade Kadri can say that the proposal did not come from him, but from Mehmet Shehu. That does not change anything. Comrade Kadri has a responsibility even in the case that he only “approved” it, as he says in the self-criticism (implying that he was not asked about it, which is not true) and in the case that he did not understand anything what was he cooking ”Feçor Shehu under his nose.
Kadri Hazbiu condemned Mehmet Shehu’s suicide as a hostile act and himself as a savage enemy as described by the entire Party. As it was pointed out at the beginning, the Political Bureau was waiting for Kadriu and asked him to help the Party more. As he states in his self-criticism, Comrade Enver had acquainted him with the data that proved who he was from the past as an agent and conspirator. “This, – says Kadriu, helped me to create a complete vision that this was not about any activity, but, about a genuine agency work of Mehmet Shehu, a chief agent and not only in this network, but old in activity ”. However, he states below, “I was convinced that Mehmet Shehu could not have such a wide and organized network of support in the Ministry of Internal Affairs, with the exception of Feçor Shehu and anyone else like him.” Why did Comrade Kadri think so with all that our ears were hearing from the enemy Fiqrete Shehu and others?
We have called Kadriu’s criticism of Mehmet Shehu in the Bureau good (some even praised him!) But we want to emphasize that it is not true that Kadriu realized the danger of Mehmet Shehu, since he killed himself. Kadriu did not realize this danger or did not want to realize it long after the suicide, when Mehmet Shehu’s agency network was being revealed.
Not only was his first self-criticism quite superficial and vague, without analysis of responsibilities, but on the contrary with pompous statements of loyalty to the Party, etc. and did not reflect further, not only was he not active and sincere, as he was asked by Comrade Enver to help Comrade Hekuran Isai more closely, but he displayed some hesitations that make you think a lot. At a time when Fiqrete Shehu was claiming the criminal plans of Mehmet Shehu and his collaborators, such as Feçor Shehu, Kadriu expressed the opinion that Fiqrete Shehu was an anti-party element (when she herself was claiming to be an agent). When Feçor Shehu was to be arrested, he expressed his hesitation: “lest this, Fiqrete Shehu, put us in a dead end” and, when rest and transfer measures were being taken for some people who had made a serious mistake in the Ministry of Internal Affairs, he expressed the opinion that Comrade Hekuran was in no hurry, because from his data in the cadres of the Ministry of Internal Affairs, there was confusion and demoralization.
Why these hesitations from Comrade Kadri? Why these suggestions to take care of Fiqrete Shehu, Feçor Shehu and the compromised cadres of the Ministry of Internal Affairs, at a time when he had to split and become four to get things to the end? These hesitant attitudes and these facts that we are analyzing, which have happened in the Ministry of Internal Affairs and with the knowledge of Comrade Kadri, shake our confidence in his sincerity. Jo! These attitudes are not right, they are not Marxist. These actions were not done without Kadriu’s knowledge, as he tries to justify himself both in self-criticism and in the meeting of the Politburo.
So, such a concept, not to dictate and not to point out to the Party the suspicious or hostile acts of a personality, is completely foreign to us, it means to let them act, as it was left Beqir Balluku, to create the cult of the person, to make them arrogant so that they can overcome the fear of others. So let the people act at the head of the Party and the state, contrary to the laws and norms of this leadership. This is not a Marxist thought, but anti-Marxist. Memorie.al
