CONVERSATION OF COMRADE ENVER HOXHA, FIRST SECRETARY OF THE CENTRAL COMMITTEE OF THE PARTY WITH THE FRIENDS OF THE PLENUM OF THE CENTRAL COMMITTEE ON OCTOBER 13, 1982
(Comrade Enver entered the meeting room of the Central Committee plenum, before the start time of the afternoon session; here he met many friends on both sides of the hall, asked them and talked warmly with them. Then he stopped with a group of friends of the plenum and sat among them).
COMRADE ENVER HOXHA: We have not seen an enemy like Kadri Hazbiu. The latter surpassed the others. As of Saturday, all ministers and deputy ministers, in both the Interior and Defense Ministries, are in their seats.
But you were the one (addressing my friend Naunka Bozo), who made me angry (all the friends are laughing. It is about the morning session of the plenum meeting). Why do you remember that only you Kadri Hazbiu called you “kilim”? He also called a member of the Politburo a “cucumber”. But he brought it to the tip of my nose, so I could not bear it and said those words to him.
FRIENDS: You did very well, Comrade Enver!
COMRADE SPIRO KOLEKA: That’s how he loved her.
COMRADE ENVER HOXHA: We had a year that we were enduring. It irritated our nerves at the peak; we did well to clear it, because the Party was strengthened even more.
COMRADE SPIRO KOLEKA: The party is strengthened when it is cleansed of such anti-party elements and enemies.
COMRADE ENVER HOXHA: We were expecting these.
COMRADE SPIRO KOLEKA: Yes, it is. I waited.
COMRADE ENVER HOXHA: Well done, that’s how they loved him.
COMRADE VITO KAPO: I will go to the investigator and give a good account.
COMRADE ENVER HOXHA: But who will give me a cadre, because I need it? (Laughter).
COMRADE ENVER HALILI: The Party gives it to you, Comrade Enver.
COMRADE MEHMET ELEZI: And the youth, Comrade Enver.
COMRADE ENVER HOXHA: I need a cadre.
COMRADE EMINE GURI: You have on your feet, Comrade Enver, the whole Party, all the people and the youth.
COMRADE ENVER HOXHA: I need a secretary for the Central Committee of the Party.
COMRADE MEHMET ELEZI: If you ask the youth, we are ready to choose Comrade Enver, the best friend.
COMRADE LUMTURI REXHA: All the people are with the Party and with you, Comrade Enver.
COMRADE ENVER HOXHA: Things are going well for us, even very well, while others are doing extremely badly, especially the furious enemies we have in the North of our homeland. They are in complete bankruptcy.
COMRADE PETRO DODE: In yesterday’s news bulletin, it was about the lack of electricity and oil.
COMRADE ENVER HOXHA: Not only are these subjects missing, but the bulletin said that they do not even have candles!
COMRADE PETRO DODE: They make light by means of car lights. Rationalizations!
COMRADE MEHMET ELEZI: The queue of cars to be supplied with gasoline reaches up to two kilometers in length.
COMRADE ENVER HOXHA: It is their fault that their regime is rotten.
Cotton seems to be fine this year, friend Naunka.
COMRADE NAUNKA BOZO: Well, it seems Comrade Enver.
COMRADE ENVER HOXHA: That this (pointing to friend Naunka addresses to friend Mine Guri) will pass you by.
MY STONE FRIEND: It is true that the district of Fier surpasses our district.
COMRADE ENVER HOXHA: Yes, you have more hectares planted with cotton, (he tells his friend Naunka).
COMRADE NAUNKA BOZO: We have 7000 and some hectares planted with cotton.
FRIEND EMINE GURI: We only have 2000 hectares.
COMRADE ENVER HOXHA: How is the quality presented? I think it’s good. Better than last year.
COMRADE NAUNKA BOZO: Yes, the quality is better compared to last year.
COMRADE ENVER HOXHA: Did you plant sunflowers?
COMRADE NAUNKA BOZO: We realized the sunflower plan 75 percent.
COMRADE ENVER HOXHA: A, 75 percent? It is now necessary to study the issue of water, to increase the area under water and to create opportunities to increase the amount of water even in those areas that are under water, in order for plants to get as much water as they need.
COMRADE NAUNKA BOZO: Yes, Comrade Enver, we are studying it.
COMRADE ENVER HOXHA: This study should be done to determine what we will do over a ten-year period for the irrigation system. We need to have these studies and put it in order.
Well, well, I’m very happy that things are going well. Take the lead properly, as the Party always teaches us. Have faith in the masses, the people, the cadres and the youth; consult with them, consult with us and also criticize us, when necessary, because the lack of criticism towards us has played a role in the dangers we went through.
The question of the cult of the individual, Marx has seen deeply as a product of many factors, but when he spoke of this problem, he had in mind other countries and not a country like ours, where there are still family, tribal, family ties other and other, these connections that sometimes play a negative role and become an obstacle in the implementation of Party norms. One of these norms is proletarian democracy. How should this be understood? Everyone is free to say their opinion, let it be everyone.
One or the other of the interlocutors may be right. We are communists and we submit to reason. If every communist does that, there is no need for one to raise one’s mind and say to the other, “You do not understand, so shut up.” There is no reason to shut up when he is right, because he speaks according to the teachings of the Party and defends them.
If he speaks like this, he should open his mouth but not speak “casually”, because if he speaks like this, the other, the interlocutor, shows him the place. But when you show the place, because you do not have the right opinion, you should not be angry; on the contrary you should be satisfied.
Fine, fine. What keeps you chairman! (Addressed to the chairman of the Executive Committee of the People’s Council of Vlora District).
COMRADE PLAYS MUHAMMET: Yes, Comrade Enver, we won. Long live the Party.
COMRADE ENVER HOXHA: Our youth is the architect of the railways; she has taken over the construction of the railways of Albania which are important tools of civilization. Without roads, without railways, there is no civilization, there is no progress. So, the younger generation, which is the most progressive generation of our country, has committed and is honorably, performing this task.
I ask you to forgive me, because my friends have gone to drink coffee and are waiting for me (Comrade Enver says this about the friends of the Politburo, who in the meantime have come and listened to Comrade Enver’s conversation).
FRIENDS: Here they are, Comrade Enver, (laughter from all the comrades).
COMRADE ENVER HOXHA: They are here!! (Laughter and
Applause and cheers: “Enver Hoxha, Enver Hoxha”). Memorie.al
